Adjournment 1 Agenda Item 4a-June 5, 2019 meeting minutes BAYSHORE BEAUTIFICATION MSTU MINUTES OF THE JUNE 5, 2019 MEETING The meeting of the Bayshore Beautification MSTU Advisory Committee was called to order by Chairman Maurice Gutierrez at 5:00 p.m. at the CRA Office, 3750 Bayshore Drive, Unit 102, Naples, FL 34112. I. Roll Call: Advisory Board Members Present: Chairman Maurice Gutierrez, Susan Crum, George Douglas, Sandra Arafet and James Bixler. Robert Messmer and Sheila Dimarco had excused absences. MSTU Staff Present: Debrah Forester, CRA Director; Tami Scott, Project Manager; Shirley Garcia, Operations Coordinator II. Pledge of Allegiance: Led by Chairman Maurice Gutierrez. III. Adoption of Agenda: Sandra Arafet made a motion to accept the Agenda. Second by Susan Crum seconded the motion. Passed Unanimously. IV. Adoption of Minutes: George Douglas made a motion to pass the Minutes as written. Second by Susan Crum. Passed Unanimously. V. New Business- a. Flower pots at Haldeman Creek Bridge- Tami Scott noted that Jim Bixler was interested in volunteering to assist with the planters a couple of days a week. Ms. Scott is working with the County Attorney and Human Resources to see how all of that will work, she had Risk Management come out and do a site visit and they did not have any issues with a volunteer watering the bridge planters. Debrah Forester made the recommendation that a volunteer oversee a couple of days a week on top of what Ground Zero does once a week would be better and since Jim Bixler has the expertise to recommend the plants staff would like to have that recommendation as well. Maurice Gutierrez made a motion to direct staff to establish the volunteer plan and work with Jim Bixler for the volunteer. Sandra Arafet seconded passed unanimously. Sandra Arafet made a motion for Aaron Gross to change out all the planters to Bougainvillea’s that did not already have a bougainvillea, seconded by Susan Crum passed unanimously. Maurice Gutierrez made a motion for Jim Bixler to be the liaison on all plantings in the future, second by George Douglas passed unanimously. b. 2020 Budget – Debrah Forester asked if the committee wanted to stay mileage neutral, she brought up the budget report that shows additional fund lines that can keep track of Capital projects and keep better track of the costs. Sandra Arafet made a motion to stay mileage neutral and approve the budget as presented, second by Jim Bixler passed unanimously. VI. Landscape Report: 2 a. Update on Landscaping—Aaron Gross, Ground Zero Landscaping— Aaron gave his landscaping report, zone 1 median 20 irrigation wasn’t working, now it is repaired and running fine. Fox Tails were totally removed that were rotting. Aaron reminded the committee about the bridge planters in the previous discussions from a couple of meetings ago to switch out the plants and they wanted to wait until they died. But they were trimmed up and dead annuals have been removed. He is requesting if they want perennials or bougainvillea’s he could replace them with whatever they decide. He mentioned 7 plants that need to be changed out. He made some plant recommendations and asked what they would like for him to do. VII. Old Business: a. Monument Sign Renovation- Solicitation 2019-039 – Tami Scott gave an update, selected a contractor and the PO was opened and waiting for an actual start date. Ms. Scott will show the proof for the sign once she receives something before changing it out. b. Bayshore Dr. and South Bayshore Dr. - Mike McGee LA, Landscape Renovation – Tami Scott gave an update, she had a kick off meeting and he has great ideas so far. Mr. Mcgee will attend the next MSTU meeting to show what he has so far. c. Thomasson Dr. CEI Services – Tami Scott noted the contract will be on the BCC agenda on 6/25. e. Thomasson Dr. Scope Rework- Tami Scott provided the update, she met a couple of times with RWA and stated they are a little behind and anticipating getting the plans later in the week to provide to the CEI Services contractor. f. Bayshore Lighting Replacement- Plans are in County Procurement waiting to send it out to bid. VIII. Staff Reports: A. Project Manager Report: Tami Scott, highlighted some of the projects on the list. One of the projects highlighted is the mixed-use residential development across the street from Celebration Food Park. George Douglass asked if Rebecca Maddox reached out to go over her plans for the other 2 vacant lots next to that project, Tami Scott stated she had not yet reached out yet but she will have to go through a pre application meeting like any other project. B. Financials: The financial report was provided for review. C. Maintenance report: The maintenance report was provided for review. IX. Correspondence and Communications: a. Code Enforcement report- Staff asked if there were any questions, attached code enforcement 60-day report. X. Public Comments: Al Shanzten just wanted to note that Sawyers Marina has permits to put in docks along his Commercial property at the north end and wanted staff to keep an eye out on anyone putting in docks so it doesn’t impede in the Haldeman Creek waterway. XI. Staff Comments: Ms. Forester wanted to let everyone know that the Sheriff and Code Departments will not be attending the MSTU meetings any longer because staff wanted to be considerate of their 3 time but if there is a need staff would extend an invite to them. Tami Scott mentioned the new master pump station and a neighborhood informational meeting at the same time as this meeting right now, if anyone wanted to attend they could it is being held at Shadowlawn Elementary School until 7pm. Project was approved at the June 25th BCC meeting, Official start date of the grant is October 1,2019. Staff is working on the interlocal agreement with the City of Naples, and developing the construction documents for the project. • Master Pump Station 306: Thomasson Avenue and Thomasson Drive Public Utilities is starting a new Master Pump Station 306 Renovation/Relocation project. Construction Underway. Collier County has hired a firm to oversee all the questions and comments related to the new pump stations through Collier County. Staff is pursuing other contractors. HALDEMAN CREEK MSTU PROJECTS • Bathymetric Survey and Data Review: Humiston and Moore Engineers have been retained to provide a Bathymetric Survey of the Haldeman Creek existing conditions. The survey data will be used to compared to the 2006 /2007 post dredge information with the current conditions. The information will be used for discussions to move forward with permitting if dredging is required. As of 5-30-2019 All the field work and data has been completed, staff is awaiting final documents. The park, which has become a pickleball mecca in recent years, has hosted the U.S. Open Pickleball Championships since 2016 and its existing 54 courts are frequented by daily players. The project’s first phase, which will cost approximately $1.8 million, will upgrade electrical, water and wireless access and add 10 pickleball courts by April 2020, according to a master plan county commissioners approved this week. The initial upgrades will help event organizers meet the needs of the U.S. Open Pickleball Championship, said Chris Evon, a co-founder of Spirit Promotions LLC, the company that runs the U.S. Open. Access to improved electricity and wireless Internet will help the event run more efficiently while the extra courts will accommodate demands for more space, Evon said. “The demand not only for the U.S. Open but for daily play is still increasing so we asked for more courts. The U.S. Open, we pull in 2,100 people, but we turn away about 1,000 people. So, we know that more people want to come to the U.S. Open, we just don’t have the space,” she said. The second phase of upgrades will include a 3,500- seat Championship Pickleball Stadium, more than 1,000 additional parking spots, a community center and a new welcome center. The welcome center, which is set to be completed in 2021, will bring much-needed additional bathrooms to the park, said Barry Williams, the county’s parks and recreation director. “The big thing is we’re going to start the design of a welcome center that would include adequate bathrooms for this facility. It was designed in the ‘80s with a different use and now this has become kind of an event center,” he said. The Phase 2 improvements will cost approximately $21.5 million. Although funding for the second phase of upgrades has not been secured, the money will likely come from an array of county funding sources, Williams said. Urs Winznried, who plays pickleball at East Naples Community Park at least three times each week, said he thinks the planned improvements will help keep the U.S. Open in Naples and will benefit the economy. “It’s going to add more business and more traffic. It’s definitely a good development for East Naples,” said Winznried. “Without investments (the U.S. Open) probably would go to Scottsdale, Palm Springs, some place with more money, so it’s good for the economy.” Ray Mohr, who plays pickleball at the park about five times each week, said he welcomes the improvements, but hopes the new courts and other additions will receive adequate maintenance. “I know they build these things … but they got to maintain it,” Mohr said. Although the timeline for completing the park’s master plan is still uncertain, Williams said the improvements will depend on funding and the upgrades needed at other county parks. “Funding is always the question, but we think the momentum of this facility ... will help us with our prioritization,” he said. Item 10a In the past four years, the county has invested more than $3 million in East Naples Community Park, converting areas designed for skateboarding and tennis into pickleball courts, installing a shade structure and making other improvements. The investments have drawn people from across the United States and the world to play pickleball in Naples, said Terri Graham, who co-founded Spirit Promotions LLC with Evon. “In the pickleball world, it’s truly become the bucket list for people,” Graham said. On a recent morning, Steve and Linda Bell of Virginia Beach, Virginia, played pickleball at East Naples Community Park for the first time. The couple traveled to Naples to play pickleball at the park. “We came because we heard about this place so we want to play it,” Steve said. “Pickleball brings people everywhere.
