Adjournment Agenda item 4.a– June 4, 2019 meeting minutes BAYSHORE/GATEWAY TRIANGLE COMMUNITY REDEVELOPMENT LOCAL ADVISORY BOARD MINUTES OF THE JUNE 4, 2019 MEETING The meeting of the Bayshore/Gateway Triangle Community Redevelopment Advisory Board was called to order by Chairman, Maurice Gutierrez at 5:55 p.m. I. Roll Call: Advisory Board Members Present: Maurice Gutierrez, Larry Ingram, Dwight Oakley, Steve Main, Karen Beatty and Al Schantzen. Camille Kielty and Michael Sherman has excused absences. CRA Staff Present: Sean Callahan, Executive Director of Corporate Business Operations; Debrah Forester, CRA Director; Tami Scott, Project Manager, Shirley Garcia, Operations Coordinator. II. Pledge of Allegiance: The Pledge of Allegiance was led by Chairman Gutierrez. III. Adoption of Agenda: Staff requested the following changes to the Agenda was the Sheriff’s Office moved to Community Presentations, Sabal Shores was added under old business item 6d. Steve Main made a motion to adopt the agenda as amended. Karen Beatty seconded the motion, passed unanimously. IV. Approval of Minutes: Steve Main made a motion to approve the minutes. Seconded by, Karen Beatty passed unanimously. V. Community / Business - Presentations A. Collier County Sheriff’s Department: Corporal Gibson gave an update on the issues in the area, there was an overdose at the drug house reported by the community on Bayview Drive. Staff provided owner contact for the Sheriff’s Office to get in touch and the owner is evicting the tenants and will be selling the house after evicting the tenants. Ms. Gibson is encouraging the community to continue to call and report anything suspicious because that helps them try and resolve the problems before they become bigger problems in the neighborhoods. Ms. Gibson noted the veterans homeless coalition will be doing a count to assist any homeless veterans they can verify on the streets to get them help they need to resolve their issues. VI. Old Business: A. Parking Master Plan- CRA Director Debrah Forester introduced Nick Casalanguida, Deputy County Manager to give a little presentation on the parking and growth in the area. Mr. Casalanguida went over the concerns for parking in the area as it gets developed and the need for parking for future traffic. Ms. Forester went over the parking study the CRA hired Norm Trebilcock to do back in 2017 that determined there is a parking deficiency for the commercial businesses. The staff started looking at some properties that would be a good fit for some surface parking areas to assist some of the parking needs in Bayshore. Tami Scott went over the map staff had put together that identifies catalyst projects, designations, parking lots, vacant lots and transit stops. Ms. Scott went over the zoning map to show allowable uses to identify the areas that could be used for parking. Ms. Scott brought the map to show that in the overlay there is an Accessory Parking zoned area behind the Commercial businesses and some of the confusion is the public thinks that is residential only, which is not accurate. Steve Main pointed out all the destinations identified on the map shows the parking lots near them which is good, but the issue is that not all of the parking areas can handle the number of cars. Nick Casalanguida brought up the public private partnerships option that should be looked at to come up with a good parking plan for the area. Al Schantzen wanted to bring up that he would be more supportive to put projects in the side streets instead toward the commercial business district because the department is community redevelopment agency not commercial redevelopment agency and Nick Casalanguida stated that it is a balance between the residential areas and the commercial areas and staff needs to do both at the same time. Ms. Forester asked for a recommendation to move forward and Maurice Gutierrez made a motion part I, Recommend Staff pursue opportunities to create public/private partnerships to secure additional parking for the corridor and part II, Recommend Staff pursue opportunities to develop a “people mover” system for FY2020 season. Karen Beatty seconded the motion, passed unanimously. B. Stormwater Improvements, Next Steps- Amy Patterson, Director of Capital Planning Projects, which includes stormwater dept. attended to give an update on proposed next steps. They would like to coordinate with CRA staff to get the needs of the stormwater issues resolved. They have identified $100,000 in their budget and would like to ask the CRA to partner with them. Together with some other funding sources such as grants, projects could be completed. She wanted to ask about forming a sub committee to help facilitate the process and make it easier to identify projects within the CRA District. Ms. Forester asked for volunteers to form the subcommittee. Steve Main made a motion to approve the CRA partnering with funding for the stormwater project. Karen Beatty seconded the motion. Adopted Redevelopment Plan – Staff distributed hard copies for the and committee noted if anyone in the public would like a copy to let staff know. The plan is available on the Bayshore CRA website, www.bayshorecra.com. D. Sabal Shores Neighborhood Meeting – Debrah Forester thanked Ms. Jenkins for assisting staff in getting the meeting with the community together to talk about the next steps. Ms. Forester let everyone know that we have budgeted money to do the traffic calming in the neighborhood, and that it would require a petition signed and is enlisting the help from Al Schanzten to educate the neighbors and getting the petition signed. The other departments are very supportive so far with the idea of getting some of the recommendations from Dan Burden. This will be a pilot project in Sabal Shores neighborhood and could be used in other streets. VII. New Business: A. Advisory Board Reappointments/Appointments-Steve Rigsbee- Steve Main made a motion to appoint Mr. Rigsbee, seconded by Karen Beatty. Passed unanimously. B. 2020 Budget – Motion to approve budget as recommended, Steve Main made the motion, seconded by Karen Beatty. Passed unanimously. VIII. Staff Report: A. Project Manager Report: Tami Scott highlighted a few projects on the list, the FAA has reviewed the application for the cell tower, and taking comments until the end of June. The Fire Suppression Phase II will be going out to bid soon, Fire Suppression III is going to the Board on June 25th, CEI Services are really close to being approved, the contract is on June 25th BCC Agenda, Thomasson Drive improvement project is still on que, waiting for drawings and updated opinion of costs from RWA, Staff has procured the help from Mike McGee to revamp Bayshore Drive, lighting, landscaping and irrigation. The welcome sign will be getting a new face lift, cleaned, painted and sign changed out with the current logo. The Hookah Lounge has resubmitted a revised plan to the county, no response from the owner to staff yet. Haldeman Creek has received the survey to see if there needs to be a dredge, the comparison is from the 2006 survey. The design of the CRA Parking lot should be available at the end of June and staff should get the opinion of costs. There are some amenities on the design that may not be constructed at the beginning but maybe added as alternates on the plan. Staff attended a pre-application meeting in the morning that is a small scale residential development, it is the two lots on Haldeman Creek north of the bridge they may ask for density units from the County. Steve Main asked since there are all these developments on the north end of Bayshore Dr, why don’t staff have some discussions on building a sky walk to go over Bayshore Drive. Staff recommends waiting to see the options developed through the design plans Mike Mcgee is developing and noted the cost maybe prohibited. B. Financial Report: The financial report was provided for review. C. Maintenance Report: The maintenance report was provided for review. Ms. Forester had a question about the neighborhood watch sign, staff advised they still need to buy the sign pole approved by the County and will have it installed later in the month. IX. Other Agency’s: A. Collier County Code Enforcement: John Johnson provided a report for the community that identifies the code cases for the last 60 days. Al Schantzen asked about Celebration Food Truck parking lot which is in violation that but not on the Code list, Jaime French gave the update on Celebration Food Truck parking lot, stating staff is waiting for revisions to the site plan. The owner hired another planner to assist with getting the project moving along. X. Communications and Correspondence: a. Notice of Public Information Meeting on Master Pump Station – Ms. Scott gave a brief description on the public information meeting regarding the construction of the new master pump station that will affect Francis Ave and Airport Pulling if anyone would like to attend the date and time was announced which is the same night and time of our Bayshore Beautification MSTU meeting tomorrow night. b. Public Comments: MaryBeth, Manager at Alice Sweetwater had a question about the Pump Station and the negative affect the construction will have on the restaurant, if they could do Francis and Airport Pulling Road in August since the restaurant is closed at that time. She wanted to also bring up that the restaurant might fill out a commercial improvement grant for their parking lot issue they have. c. Staff Comments: Ms. Forester wanted to remind the Advisory Board the CRA meeting that is scheduled for July 9th, due to July 4th Holiday. However, there is another presentation scheduled for July 9th that maybe of interest to the Advisory Board Members the same night. The Board agreed to move the CRA meeting to either July 10th or July 16th, depending on the availability of the room. Staff will confirm the date and time and send out an email. A flyer on the presentation will be sent out. d. Advisory Board General Communications: Al Schantzen asked about the CRA office if there was a way staff could stay on Bayshore Drive but Ms. Forester stated the decision to move has already been made and the County Staff has been working on putting together offices in the County building for CRA staff. Commissioner Taylor discussed the parking issues and noted the need to have a parking plan and the timing. XV. Next Meeting Date: A. July 10, 2019 - 6:00pm (Tentative) XVI. Staff is working on the interlocal agreement with the City of Naples, and developing the construction documents for the project. • Master Pump Station 306: Thomasson Avenue and Thomasson Drive Public Utilities is starting a new Master Pump Station 306 Renovation/Relocation project. The survey data will be used to compared to the 2006 /2007 post dredge information with the current conditions. The information will be used for discussions to move forward with permitting if dredging is required. As of 5-30-2019 All the field work and data has been completed, staff is awaiting final documents. The park, which has become a pickleball mecca in recent years, has hosted the U.S. Open Pickleball Championships since 2016 and its existing 54 courts are frequented by daily players. The project’s first phase, which will cost approximately $1.8 million, will upgrade electrical, water and wireless access and add 10 pickleball courts by April 2020, according to a master plan county commissioners approved this week. The initial upgrades will help event organizers meet the needs of the U.S. Open Pickleball Championship, said Chris Evon, a co-founder of Spirit Promotions LLC, the company that runs the U.S. Open. Access to improved electricity and wireless Internet will help the event run more efficiently while the extra courts will accommodate demands for more space, Evon said. “The demand not only for the U.S. Open but for daily play is still increasing so we asked for more courts. The U.S. Open, we pull in 2,100 people, but we turn away about 1,000 people. So, we know that more people want to come to the U.S. Open, we just don’t have the space,” she said. The second phase of upgrades will include a 3,500- seat Championship Pickleball Stadium, more than 1,000 additional parking spots, a community center and a new welcome center. The welcome center, which is set to be completed in 2021, will bring much-needed additional bathrooms to the park, said Barry Williams, the county’s parks and recreation director. “The big thing is we’re going to start the design of a welcome center that would include adequate bathrooms for this facility. It was designed in the ‘80s with a different use and now this has become kind of an event center,” he said. The Phase 2 improvements will cost approximately $21.5 million. Although funding for the second phase of upgrades has not been secured, the money will likely come from an array of county funding sources, Williams said. Urs Winznried, who plays pickleball at East Naples Community Park at least three times each week, said he thinks the planned improvements will help keep the U.S. Open in Naples and will benefit the economy. “It’s going to add more business and more traffic. It’s definitely a good development for East Naples,” said Winznried. “Without investments (the U.S. Open) probably would go to Scottsdale, Palm Springs, some place with more money, so it’s good for the economy.” Ray Mohr, who plays pickleball at the park about five times each week, said he welcomes the improvements, but hopes the new courts and other additions will receive adequate maintenance. “I know they build these things … but they got to maintain it,” Mohr said. Although the timeline for completing the park’s master plan is still uncertain, Williams said the improvements will depend on funding and the upgrades needed at other county parks. “Funding is always the question, but we think the momentum of this facility ... will help us with our prioritization,” he said. Item 10a In the past four years, the county has invested more than $3 million in East Naples Community Park, converting areas designed for skateboarding and tennis into pickleball courts, installing a shade structure and making other improvements. The investments have drawn people from across the United States and the world to play pickleball in Naples, said Terri Graham, who co-founded Spirit Promotions LLC with Evon. “In the pickleball world, it’s truly become the bucket list for people,” Graham said. On a recent morning, Steve and Linda Bell of Virginia Beach, Virginia, played pickleball at East Naples Community Park for the first time. The couple traveled to Naples to play pickleball at the park. “We came because we heard about this place so we want to play it,” Steve said. “Pickleball brings people everywhere.
