EXECUTIVE SUMMARY
Recommendation to authorize Budget Amendments in the amount of $390,000 to realign funding
within Parks & Recreation operating budgets to support County park facilities, infrastructure, and
equipment maintenance.
OBJECTIVE: To realign funding within the Parks & Recreation Division to support and maintain an
acceptable level of maintenance for County Parks, park facilities, associated infrastructures, and
equipment through year-end September 30, 2019.
CONSIDERATION: The Parks & Recreation Division is responsible for the maintenance, repair, and
replacement of County-owned Parks facilities, equipment, fields, lights, infrastructure, and landscape
features. The Parks & Recreation Division is seeking authorization for Budget Amendments
reprograming payroll savings to continue to address maintenance needs for the current fiscal year.
Additional funds are necessary to manage unanticipated needs, deferred maintenance, and maintaining
appropriate service levels.
More specifically, unforeseen expenses include additional resources and increased staffing to prepare
facilities for sports tourism sponsored events; expenses required for “certified” playground mulch
necessary to maintain Department of Children and Families standards for Parks chil dcare facilities;
maintaining aging athletic field lighting systems; servicing and repairing irrigation systems; and catching
up on aquatic facilities maintenance and repairs. These unforeseen expenses have resulted in potential
shortfalls for routine maintenance of landscape, trees, and athletic fields through the end of Fiscal Year
19.
FISCAL IMPACT: Available payroll savings in the amount of $60,000 in General Fund Parks
operations and $330,000 in Unincorporated Area General Fund Parks operations will be reprogrammed to
help meet Park’s maintenance objectives. Budget Amendments moving funding from the Personal
Services expense category to the Operating Expense category are required.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan from this
action.
LEGAL CONSIDERATIONS: This Item has been reviewed by the County Attorney, raises no legal
issues, and requires majority vote for approval. -JAK
RECOMMENDATION: To authorize Budget Amendments for the Parks Division in the amount of
$390,000 to cover costs associated with maintenance for County park facilities, infrastructure, and
equipment.
