EXECUTIVE SUMMARY
Recommendation to authorize a Budget Amendment in the amount of $137,000 to design the
Golden Gate Community Park activity pool renovation.
OBJECTIVE: To design the Golden Gate Community Park activity pool renovation.
CONSIDERATION: The Parks & Recreation Division is seeking authorization for a Budget
Amendment to consolidate funds from various Non-Regional Park Capital fund projects to pay for the
design of the Golden Gate Community Park activity pool renovation.
Golden Gate’s aquatic facility opened in 1993 and is now over twenty-five (25) years old. The average
useful life of a commercial pool is approximately fifteen (15) years. Parks budgeted for a minor
renovation of the pool in FY19 and began the work in October. Work was stopped when the contractor
uncovered undocumented repairs and conditions that exceeded the contracted scope of work. A Request
for Information was sent to the engineer on record to determine what was required to complete the
renovation and meet current building and health codes. The engineer’s response confirmed that extensive
work was recommended, and a full renovation of the pool and surrounding deck was required.
Because the scope of work that is required to renovate the pool is more extensive than originally planned,
the design required is significantly more than budgeted. Due to aging infrastructure, years of deferred
maintenance, and many unforeseen critical repairs in all the community park pools, the Division has
already used the majority of the FY19 funds in the community park pool maintenance project to make
needed repairs to pumps, motors, and filters. The Division seeks to utilize funds from other community
park projects to complete the design for the Golden Gate activity pool at this time so that the renovation
work can go out to bid in the fall and construction will follow in early 2020.
The design proposal is $136,480. The Division created a new project number, #80405, Golden Gate
Activity Pool to clearly capture all the costs of the new asset. The Division seeks to move $28,000 from
Community Park Pool Maintenance project 80406 and $109,000 from Community Park Lighting
Infrastructure project 80401 to cover the cost of design.
FISCAL IMPACT: A budget amendment is needed to move $28,000 from Community Park Pool
Maintenance project 80406 and $109,000 from Community Park Lighting Infrastructure project 80401 to
the Bolden Gate Activity Pool Project number 80405 within the Park Capital Project Fund (306). Source
of funding is transfers from the Unincorporated Area General Fund.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
LEGAL CONSIDERATIONS: This Item has been reviewed by the County Attorney, raises no legal
issues, and requires majority vote for approval. -JAK
