EXECUTIVE SUMMARY
Recommendation to approve a Work Order in the amount of $264,238 for Request for Quotation
No. 14-6213-130 to Douglas N. Higgins, Inc., on the “Sunshine Boulevard and Green Boulevard
Water Main Improvements” project, which is within the scope of work under Project Number
70222, the “Golden Gate City Compliance Assurance” project.
OBJECTIVE: To meet demand, stay in compliance, and serve customers efficiently by providing a
compliant and reliable potable water system to Collier County Water-Sewer District (“CCWSD”)
customers.
CONSIDERATIONS: The proposed scope of work under Project No. 70222, the “Golden Gate City
Compliance Assurance” project, is consistent with the FY2019 Budget approved by the Board of County
Commissioners on September 20, 2018. The Sunshine Boulevard and Green Boulevard Water Main
Improvements project is included within the total Golden Gate City Compliance Assurance project.
This project includes the replacement of the existing water main on Sunshine Boulevard fr om 17th
Avenue Southwest to Green Boulevard. This is required because a section of the 10 -inch water main
conflicts with the foundation of the proposed Sunshine Boulevard Sidewalk and Pedestrian Bridge
Improvement Project (Local Agency Program # 435030-1-58-1) being completed by the Growth
Management Department Transportation Engineering Division in coordination with the Florida
Department of Transportation (“FDOT”). During design, the following additional objectives were
identified, which will be completed within the scope of this project:
1. Replace approximately 150 feet of 10-inch asbestos cement water main under proposed sidewalk
improvements.
2. As required by the Southwest Water Management District Permit, remove approximately 100
feet of 30-year old 10-inch ductile water main (aerial crossing attached to Green canal roadway
bridge) and replace with a 14-inch directional drilled water main under Green canal. The water
main size was increased to improve capacity and meet future growth demands within Golden
Gate City.
3. Reconstruct water main connections at Green Boulevard and Sunshine Boulevard intersection.
Due to FDOT grant timing, Board authorization for the utility relocation project is proceeding in advance
of receiving the U.S. Army Corp Permit, which is expected in August of 2019. The CCWSD will
complete all items above after receiving the US Army Corp Permit, and prior to the construction of the
FDOT funded project.
The County posted Request for Quotation (RFQ) No. 14-6213-130, “Sunshine Boulevard and Green
Boulevard Water Main Improvements,” on April 18, 2019, and distributed it to all vendors on the Fixed -
Term Underground Utilities Contract No. 14-6213 via the County’s electronic bid process. Of the six
vendors notified, three submitted quotations by the May 3, 2019 deadline, as follows:

Kyle Construction, Inc., Mitchell & Stark Construction Co, Inc. and Southwest Utility S ystems, Inc. did
not submit quotes in response to the RFQ.
The quote specifications informed the respondents there may be unforeseen conditions associated with the
project. The quote amount incorporates an owner-directed allowance of $30,000 for work related to
unforeseen conditions including, but not limited to, conflicts with existing facilities not reflected in record
drawings and modifications or repairs resulting from unforeseen utility work associated with this project.
The price for any needed additional work will be negotiated prior to commencement in accordance with
the County’s Procurement Ordinance and the terms of the Agreement No. 14-6213.
County staff determined the lowest quote to be fair and reasonable and recommends awarding the project
to Douglas N. Higgins, Inc., the lowest responsive and qualified contractor. The quote received is 15
percent less than Johnson Engineering, Inc.’s cost opinion. In correspondence dated May 6, 2019,
Johnson Engineering recommends awarding the project to Douglas N. Higgins, Inc., who has a
satisfactory performance and warranty record on previous, similar utility-related projects.
FISCAL IMPACT: The source of funding to relocate the utilities is Water User Fees, Fund (412). The
project is expected to be completed in 2019. This is a replacement project; therefore, operating costs are
not expected to change. The total project cost is summarized below:

LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities and to remain in compliance
with all regulatory programs.
RECOMMENDATION: To approve a $264,238 Work Order under Request for Quotation No. 14-
6213-130 to Douglas N. Higgins, Inc., and authorize the Chairman to sign the attached Work Order.

The bid opening for the above-referenced project took place on Friday, May 3, 2019. Collier
County provided the results of the bid opening to Johnson Engineering and we performed an
evaluation of the results and our recommendation is contained herein.

Quality Enterprises USA, Inc. $337,268.00
Following the bid opening, Collier County prepared the enclosed Bid Tabulation Analysis, which
includes an analysis for mathematical errors. No errors were discovered. For comparison purposes,
Johnson Engineering provided Collier County with an Opinion of Probable Construction Cost in
the amount of $309,446.00. All bidders acknowledged the addendums. The results show Douglas
N. Higgins, Inc. as the low bidder.
Based upon our review, the low bidder, Douglas N. Higgins, Inc., appears to be a reasonable and
responsive bid. Subject to concurrence with the County’s Purchasing and Contracts Administration
Division, we believe selection of Douglas N. Higgins, Inc. by Collier County for the intended work
contained within the bid documents would be an appropriate choice. Should you have any
