Agenda 07/09/2019 Item #16B 3 (RPS #18-7466 w/AECOM Technical Services)07/09/2019 EXECUTIVE SUMMARY Recommendation to approve the attached agreement with AECOM Technical Services, Inc., in the amount of $626,732.37, related to Request for Professional Services (“RPS”) No. 18-7466, Construction Engineering Inspection (CEI) Services for the Thomasson Drive Beautification Project, authorize necessary budget amendments to move capital project funding to Bayshore Capital Project Fund (160), and authorize the Chairman to sign the agreement. OBJECTIVE: To engage a professional engineering firm to provide Construction Engineering Inspection services (“CEI”) for the Thomasson Drive Beautification project. CONSIDERATIONS: The Thomasson Drive Beautification project consist of resurfacing and widening portions of Thomason Drive and Hamilton Avenue. Additionally, the project includes new sidewalks, bicycle paths, street lighting, signage, irrigation, landscaping and a roundabout with a landscape island at the intersection of Thomasson Drive and Bayshore Drive. The project includes the entire length of Thomasson Drive and the entire length of Hamilton Avenue, approximately 4,500 lineal feet. On January 22, 2019 (Agenda Item 16.B.4), the Board accepted the selection committee ranking and authorized staff to negotiate an agreement with the top ranked firm, AECOM Technical Services, Inc. (“AECOM”), to provide CEI services associated with the Bayshore Beautification Municipal Service Taxing Unit’s Thomasson Drive Beautification Project. As required by the Consultant’s Competitive Negotiation Act, Florida Statute § 287.055, staff negotiated and reached a proposed agreement with AECOM to provide CEI services on the project in the amount of $626,732.37. Staff recommends that the Board approve the attached Agreement with AECOM. To facilitate financial and project administration of the Thomasson Drive and other planned projects, the County established a Bayshore Project Fund. The fund provides a project accounting structure consistent with best practices and will be used for the Thomasson Drive Beautification project, the North and South Bayshore landscape projects and future Bayshore area projects. The capital project budgets presently located in Bayshore Beautification MSTU Fund (163) will be transferred by budget amendment to Bayshore Capital Project Fund (160). FISCAL IMPACT: The cost of the proposed Thomasson Drive Beautification CEI contract is $626,732.37. Funding is presently provided in Bayshore Beautification Fund (163). In order to facilitate administration of the Thomasson Drive project and the overall Bayshore area capital improvement program, project funding presently located in Fund (163) will be moved into Bayshore Capital Projects Fund (160) via budget amendment. The amount of the budget amendment is $5,245,230 with $5,120,400 programmed for Thomasson Drive and $124,830 programmed for North & South Bayshore landscape design. GROWTH MANAGEMENT IMPACT: This project meets the current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. ADVISORY COMMITTEE RECOMMENDATIONS: On November 7, 2018, the Bayshore 16.B.3 Packet Pg. 748 07/09/2019 Beautification MSTU Advisory Committee was in consensus to move forward with contract negotiations with AECOM Technical Services, Inc., for CEI services on the Thomasson Drive Beautification Project.
