EXECUTIVE SUMMARY
Recommendation to adopt a resolution requesting the Florida Department of Transportation
(FDOT) to erect appropriate signage on Interstate 75, designating the roadway between mile
marker 100 and mile marker 102 as the “Trooper Lindell J. Gibbons Memorial Highway.”
OBJECTIVE: To direct the FDOT to erect suitable markers on Interstate 75 between Mile Markers 100
and 102 to signify the “Trooper Lindell J. Gibbons Memorial Highway.”
CONSIDERATIONS: House Bill 385, a bill relating to transportation, authorizes 40 honorary or
memorial transportation facility designations around the state to identify fallen Florida Highway Patrol
officers. The Bill further provides that “That portion of I-75 (03175000) between mile markers 100 and
102 in Collier County is designated as the "Trooper Lindell J. Gibbons Memorial Highway." Florida
Statutes Sec. 334.07(3) provides that such “Erection of markers shall be contingent on the appropriate city
or county commission passing a resolution in support of the particular honorary designation. If the bridge
or road segment being designated is located in more than one city or county, resolutions supporting the
designation must be passed by each affected local government prior to the erection of the markers.”
Lindell J. Gibbons was born in Cape Girardeau, Missouri in 1947 and served with the Florida Highway
Patrol in Collier County. He lost his life in service to the citizens of Collier County and the State of
Florida when he was killed during a pursuit on Interstate 75 in 1985. Prior to his service in Collier
County, Trooper Gibbons served in the United States Air Force during the Vietnam War and was a police
officer in Missouri for nearly a decade.
Attached for Board consideration is a Resolution stating that the “Trooper Lindell J. Gibbons Memorial
Highway” is the preferred designation to be used between mile markers 100 and 102 on Interstate 75.
Also attached is a letter to be signed by the Chairman and sent to FDOT requesting the installation of
suitable markers.
FISCAL IMPACT: There is no fiscal impact to the County. The affected signage is under the FDOT
jurisdictional control and maintenance.
GROWTH MANAGEMENT IMPACT: This action will result in no growth management impact.
LEGAL CONSIDERATIONS: The County Attorney has reviewed this item and approved it as to form
and legality. Majority support is required for approval. - JAK
RECOMMENDATION: That the Board approves and authorizes its Chairman to sign the attached
Resolution and correspondence requesting the FDOT to erect signs on Interstate 75 between mile markers
100 and 102 to signify the “Trooper Lindell J. Gibbons Memorial Highway.”

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, ENDORSING THE DEDICATION OF
THE PORTION OF INTERSTATE 75 FROM MILE MARKER 100 TO
MILE MARKER 102 AND REQUESTING THAT THE FLORIDA
DEPARTMENT OF TRANSPORTATION ERECT SUITABLE MARKERS
DESIGNATING THIS TRANSPORTATION FACILITY AS THE
“TROOPER LINDELL J. GIBBONS MEMORIAL HIGHWAY.”
WHEREAS, House Bill 385 authorizes 40 honorary or memorial transportation facility
designations around the State and directs the Florida Department of Transportation to erect suitable
markers; and
WHEREAS, Lindell J. Gibbons (1947 – 1985) served with the Florida Highway Patrol in
Collier County and was killed in the line of duty when his vehicle crashed during a pursuit on
Interstate 75; and
WHEREAS, Section 21 (6) of House Bill 385 states, “That portion of I-75 (03175000)
between mile markers 100 and 102 in Collier County is designated as the "Trooper Lindell J.
Gibbons Memorial Highway."
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA that this Board endorses the
dedication of the portion of Interstate 75 from mile marker 100 to mile marker 102 and requests
that the Florida Department of Transportation erect suitable markers designating this transportation
facility as the “Trooper Lindell J. Gibbons Memorial Highway.”
THIS RESOLUTION ADOPTED after motion, second, and majority vote favoring same

The Collier County Board of Commissioners (BCC) respectfully requests that appropriate signage is erected
to signify the “Trooper Lindell J. Gibbons Memorial Highway” between mile markers 100 and 102 on
Interstate 75. Attached is a resolution passed by the BCC expressing that desire.
