EXECUTIVE SUMMARY
Recommendation to approve budget amendments totaling $545,000 to ensure continuous
funding of the Older Americans Act grant in the Services for Seniors Program for FY 2010
and authorize the continued payment of grant expenditures.
OBJECTIVE: To amend the operating budget of the Older Americans Act to reflect the FYIO
allocation and allow for uninterrupted support services to Services for Seniors' frail, elderly clients.
CONSIDERATIONS: The Collier County Services for Seniors program has been providing
support services to Collier County's frail elderly for over 30 years through the Older Americans Act
program. This program includes funding for in-home assistance, congregate dining sites, home
delivered meals and nutrition education services. The grantor agency, Area Agency on Aging of
Southwest Florida, has provided the estimated anlount to be allocated to Collier County Services for
Seniors for the FYIO funding cycle. The Agreement between the Collier County Board of
Commissioners and the Area Agency on Aging will not be received until the latter part of
December 2009. Once the Agreement is received and reviewed by the County Attorney's Office, it
will be submitted to the Board for approval. The grant award period will begin January I, 2010 and
end December 31, 2010 and will be allocated as follows:

FISCAL IMPACT: The total estimated grant amount of $545,000 is funded from the State of
Florida grants and aids appropriation administered by the Area Agency on Aging of Southwest
Florida. A total of $49,300 in local matching funds was approved in the FYlO budget as a
contribution from the General Fund (001) to Services for Seniors Fund (123). This grant begins
111/2010 and will be administered in the new SAP Grants Management system. A new fund, (708)
Human Services Matching Funds was created to manage the County matching funds and will
require that the matching funds currently budgeted in fund] 23 be moved into the newly created
fund (708).
