EXECUTIVE SUMMARY
Recommendation to adopt a resolution authorizing the condemnation of those perpetual and
temporary easement interests necessary for the construction of stormwater improvements
know as the Lely Main Canal East-West phase of the Lely Area Stormwater Improvement
Project (LASIP). (Capital Improvement Element No, 291, Project No. 51101), Estimated
fiseal impact: $585,000.
OBJECTIVE: To adopt a resolution authorizing the condemnation of those temporary and
perpetual easement interests necessary for the construction of the Lely Main Canal East-West phase
of the Lely Area Stormwater Improvement Project (LASIP) (Project No. 51101).
CONSIDERATIONS: The Board of County Commissioners has been advised through various
communications of the need for construction of this project, and has clearly stated its concern
relating to the extreme flooding issues during tbe rainy season in the East Naples area. Construction
of Phase 1A of LASIP was completed during 2007, Royalwood Lake Interconnect Improvements
during 2008, and Phases lB North and I B South during the course of this year. The proposed
resolution relates to Lely Main Canal East-West only, and attached is a vicinity map depicting the
location of this part of the project. A significant amount of time and effort has been spent on
analyzing various considerations resulting in LASIP's final alignment. This alignment is based on
the natural overland flow of stormwater working in concert with existing wetlands, as well as
existing ditches and canals constructed many years ago, and the project deepens and widens existing
- facilities. Construction of Lely Main Canal East-West is scheduled to commence in the dry season
of 20 10/2011. Project scheduling requires that authority be granted for the condemnation of seven
parcels, so as to ensure that construction is not delayed if these parcels are not acquired in a timely
manner by negotiation.
A technical memorandum from Daniel W. Brundage, P.E., a principal with the firm Agnoli, Barber
& Brundage, Inc., the consultant engineering firm designing and permitting the project is attached.
Attached also is an extract from Collier County's response to the South Florida Water Management
District's Request for Additional Infonuation relating to Application No. 980828-1 for LAS1P. By
its review, concurrence and approval of tbis Executive Summary, the back-up documentation, and
the proposed resolution, the Board wi]] have determined that tbe legal descriptions, and tbe interest
in real property specified on each legal description attached to the resolution, represent the most
feasible location, and are necessary for the construction of the Lely Main Canal East-West portion
of the LASIP Project.
FISCAL IMPACT: Should condemnation of all of the parcels described in the Condemnation
Resolution become necessary, the total cost could approach $585,000. This includes not only the
value of the easements, but also the attorney and expert witness fees for which the county is
responsible under Sections 73.091 and 73.092, F.S. Funding is available in the Stormwater Capital
Fund 325.

GROWTH MANAGEMENT IMPACT: This recommendation is consistent with tbe County's
Growth Management Plan.

RECOMMENDATION: That the Board of County Commissioners of Collier County, Florida:
I. Adopt the attached Reso lution;
2. Authorize its Chairman to execute same on behalf of the Board; and
3. Authorize any budget amendments that may be necessary to implement the collective will of
the Board as evidenced by the adoption of attached Resolution and the approval of this
Executive Summary.

RESOLUTION NO. 2009-
A RESOLUTION AUTHORIZING THE CONDEMNATION OF THOSE PERPETUAL AND
TEMPORARY EASEMENT INTERESTS NECESSARY FOR THE CONSTRUCTION OF
STORMWATER IMPROVEMENTS KNOWN AS THE LELY MAIN CANAL EAST.WEST
PHASE OF THE LEL Y AREA STORMW A TER IMPROVEMENT PROJECT LOCATED IN
EAST NAPLES (CAPITAL IMPROVEMENT ELEMENT NO. 29t, PROJECT NO. 51101).
WHEREAS, the Board of County Commissioners desires to improve the treatment and
control of stormwater in the East Naples Area in order to alleviate flooding; and
WHEREAS, the Lely Area Storrnwater Improvement Project consists of improvements to an
existing drainage system for an 11,100 acre (plus or minus) area located in East Naples, of which
Lely Main Canal East-West (hereinafter referred to as the "Project") is an integral phase; and
WHEREAS, the drainage improvements as part of the Project include the expansion of an
existing canal, installing new surface water control structures (weirs and culverts), and
constructing a canal maintenance pathway along the canal; and
WHEREAS, the Lely Area Stonnwater Improvement Project (CIE Project No. 291) is in
accordance with both the Capital Improvement Element and Drainage Sub-element of the Growth
Management Plan; and

WHEREAS, the location for the construction of the proposed improvements has been fixed
by survey and is collectively represented by the legal descriptions comprising Exhibit "A"
attached hereto and incorporated herein; and
WHEREAS, after consideration of the availability of alternate routes and locations, the
comparative costs of project alternatives, various impacts upon the environment, long range
planning options, and public safety considerations, the Board desires to exercise its right to
condemn the property for public purposes.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISS10NERS OF COLLIER COUNTY, FLORIDA, that it has been detennined by the
Board that it is necessary and in the public's best interest to acquire the property described in
Exhibit "A" (the "Property") for the purpose of constructing the improvements proposed as part of
the Lely Main Canal East-West phase of the Lely Area Stormwater Improvement Project located
in East Naples, and for providing access to the improvements, in order to protect the health, safety
and welfare of the citizens of Collier County.

AND IT IS FURTHER RESOLVED that acquisition of the Property and construction upon
the Property is part of the County's long range planning effort to alleviate flooding in the East
Naples area.
AND IT IS FURTHER RESOLVED that the Board has reviewed the staff reports
concerning alternative locations for the Project, various impacts to the environment, public safety
and welfare considerations associated with the design and construction of the Project, and the
costs associated with the design, property rights acquisition, and construction of the Project; and
the Board finds that after consideration of these issues, the most feasible location for construction
of the proposed improvements is collectively represented by the legal descriptions comprising
Exhibit "A" attached hereto and incorporated herein.
AND IT IS FURTHER RESOLVED that the real estate interests described in Exhibit "A"
attached hereto and incorporated herein are necessary for the construction of the Lely Main Canal
East-West phase of the Lely Area Stormwater Improvement Project.
AND IT IS FURTHER RESOLVED that all of the Property sball be put to public purposes.
AND IT IS FURTHER RESOLVED tbat tbe County staff is hereby authorized to
immediately acquire by gift, purchase or condemnation, in accordance with the provisions of
Chapters 73, 74 and 127, Florida Statutes, the real property interests more particularly described
in Exhibit "A", attached hereto and incorporated herein.
AND IT IS FURTHER RESOLVED that no mobile bomes are located on the Property and
therefore it will not be necessary to remove any mobile homes from the Property to be acquired.

Condemnation Resolution for LASIP Lely Main Canal Extension Improvements

At an upcoming meeting, the Board of County Commissioners will consider the adoption of a
Condemnation Resolution for the property interests necessary to construct the Lely Main Canal
Extension portion of the Lely Area Stormwater Improvement Project (LASIP). This
memorandum contains vital information that the Board of County Commissioners must consider
in adopting this resolution.
The LASIP system, as a whole, will provide a comprehensive stonnwater outfall system for an
area of East Naples formerly known as Water Management District #6 which has for years
experienced an increasing level of drainage related problems as growth has continued in the area.
The drainage area of LASIP consists of about 11,135 acres and consists of two sub-basins known
as the Lely Canal Basin (LCB) system and the Lely Manor Basin (LMB) system. The Lely
Canal Basin discharges into an estuarine coastal zone along the intercoastal waterway near
Dollar Bay. The Lely Manor Canal discharges into an estuarine coastal zone near the headwaters
of Sandhill Bay and eventually into Rookery Bay

Due to the lack of a comprehensive drainage outfall system in the LASIP area continued
development of the area has impacted flood levels as well as water quality. Available data
indicates that water quality is generally good at present but could be expected to deteriorate
unless an improved water management outfall system for the area described as follows is
developed.
A. Lely Canal Basin
The existing Lely "Main" Canal flows from Rattlesnake Hammock Road south then west and
parallel to Rattlesnake Hammock Road, then south again and through the bridges at U.S. 41 and
south until it discharges into an estuarine coastal zone along the intercoastal waterway near
Dollar Bay. The LASlP Lely Main Canal Extension improvements consist ofthe portion of the
Lely Main Canal system located south of and parallel to Rattlesnake Hammock Road between a
point approximately Y. mile east of County Barn Road, thence south for approximately 344 feet,
and thence westerly approximately I mile to the southern bend of the Main canal. The flow
capacity of the canal and structures in the Main upstream of the U.S. 41 bridges will be
increased. At the downstream discharge of the Main canal a spreader lake with a control berm
elevation of2.5 NGVD has been constructed to eliminate current over drainage, salt water
intrusion, and provide a broader distribution of fresh water instead of the existing concentrated
point discharge. South of Rattlesnake Hammock Road a weir will be constructed at Doral Circle
to raise the normal stage elevation to 4.0 to eliminate current over drainage.
The LASlP overall plan will extend the Main canal system upstream using the storm water
management system of the Royal Wood Development. A network of smaller canals, weirs and
swales is proposed to provide appropriate flood relief without over draining existing wetlands.
One new canal system will be extended from the northeast corner of Royal Wood to serve the
northeast portion of the Lely Canal Basin area. The canal will extend from Royal Wood
upstream to the southern edge of a wetland area near Cope Lane. Three weirs will be placed in
this canal to maintain water levels in the wetland areas and to cause flows to continue to pass

through a historic slough lying in a northeast to southwest direction across Cope Lane, Country
Road and Whitaker Road to provide lateral distribution of excess flow into the proposed canal.
Water levels in these swales will be maintained by the downstream weir control elevations. The
weir structures have gates that allow lowering water levels if needed after or in preparation for a
major storm event. Also an east to west canal will collect part of the drainage from the area
along Sandy Lane. It will also provide a cross-basin connection that will normally be closed, but
in special emergency situations can be opened to allow interconnection of the Lely Canal Basin
and the Lely Manor Basin systems. A culvert and canal system will also extend from the
northwest comer of Royal Wood up to Whitaker road. It will provide added capacity for flood
relieffor the downstream end of the slough and for the area between Royal Wood and Whitaker.
A tributary called the "Branch" joins the Lely Main Canal a short distance upstream of the U.S.
41 Bridge and east of the intersection of U.S. 41 and Rattlesnake Hammock Road. The Branch
-
provides drainage for the developed area along the Florida Power and Light Corporation right-
of-way north of Rattlesnake Hammock Road, the areas surrounding Loch Louise and Crown
. c
Point developments located south of Davis Boulevard, and the developments along the north side
of Davis Boulevard. The proposed plan calls for increasing the capacity of the Branch
downstream of Loch Louise, reconstructing the Loch Louise weir, constructing a new weir at the
northern end of the existing triple box culverts under Davis Boulevard, and extending the
collection system along the north side of Davis Boulevard to its full planned length east of Santa
Barbara Boulevard. The project along the Branch system also includes constructing a weir
structure at the intersection of the Haldeman Creek Basin system and enclosing an existing ditch
south of Loch Louise (the north ditch of Riviera) in a storm drain. Elsewhere in the Lely Main
Canal system, improvements associated with three road projects, Rattlesnake Hammock Road,
County Barn Road and Santa Barbara Boulevard Extension will have LASIP drainage features
either constructed or made active.

some areas where new canal and swale construction will create new wetland impacts, although
extensive effort was made to avoid or minimize these impact areas.
The capacity of the Main Canal downstream of U.S. 41 is to be increased by excavation to a
larger cross section and the construction of an outlet spreader lake designed to flow into existing
wetlands immediately to the south, west and east of the canal. Wetlands will be impacted by this
construction but impacts are offset by the improved flow conditions into the existing receiving
estuari ne wetland area.
B. Lelv Manor Basin
The Lely Manor "Main" Canal collects storm water from within the Naples Manor subdivision,
developments to the north, and from the drainage area to the northeast of Naples Manor
subdivision. Storm water then flows west to the U.S. 41 culvert which discharges into a wide
canal oriented east to west eventually discharging into a large fresh water marsh. The lower
main begins south of the marsh and discharges into an estuarine coastal zone near the headwaters
of Sandhill Bay and eventually into Rookery Bay. A number of smaller canals provide internal
drainage for the Naples Manor subdivision and discharge into the U.S. 41 road ditch.
Stormwater in the road ditch flows through three additional culverts and to the south and then to
the west to the lower main canal.
The proposed plan downstream of U.S. 41 is to increase the capacity of the main canal to provide
flood relief for upstream areas. Additionally, a weir will be constructed to prevent over drainage
of a large wetland marsh and a spreader lake will be constructed to prevent over drainage while
eliminating the current problem of a freshwater point discharge. The plan will also ereate a new
north/south canal system roughly along the east side of sections 30 and 31 of Township 50 South
Range 26 East. The existing canals that currently divide a historic sloughlflowway will be
abandoned (by future development plans ofthe land owner), a pump station will be installed to
re-hydrate the slough, capacity improvement will be made to the existing canals extending from

U.S. 41, and a new discharge point will be created by constructing a spreader lake adjacent to
another wetland flowway system that has been cut off from historic sheet flow for many years.

Upstream of U.S. 41 the proposed plan will make capacity improvements to the north perimeter
canal ofNapJes Manor, including construction of a weir at Warren Street to reduce current over
drainage impacts to adjacent wetlands. Capacity improvements will be made to the canal along
the north side of U.S. 41 to allow for lateral distribution of storrnwater to all the culverts crossing
beneath U.S. 4 I. For safety and capacity reasons, one existing channel within the Naples Manor
subdivision will be enclosed in a pipe.

Upstream of the Naples Manor subdivision, the southern end of the existing Rattlesnake
Hammock slough will be berrned and a discharge weir constructed to prevent current over
drainage into the north perimeter ditch of the Naples Manor subdivision. North of Rattlesnake
Hammock Road the existing piecemeal system of ditches will be modified to create a
manageable storm water system. Strategically located culverts, weirs, and channel improvements
will direct storrnwater flow into the northern remnants of the Rattlesnake Hammock slough.
Weirs are located with control elevations to provide flood protection while keeping the adjacent
wetlands as wet as possible. A major component of this reconstruction involves connecting the
existing perimeter canals around the Wing South Airpark into the Lely Manor Basin canal
system. The areas of wetland impact are at and near the proposed discharge spreader lakes, the
wide main canal south of U.S. 41 and the lower main canal, the proposed new Region 5 East
outfall canal, areas near the County's South County Water Reclamation Facility, and areas
around the Wing South Airpark. The impacts are minimized by installation of weirs to maintain
water levels and to promote replenishment of existing wetland areas in the lower and upper parts
of this basin. A weir is proposed at the upper end of the lower main canal to maintain water
levels in the fresh water marsh. A weir is also proposed north of the Wing South Airpark to
maintain water levels in the extensive wetland preserve areas of developments to the north.

some areas where new canal and spreader lake construction will create new wetland impacts,
although extensive effort was made to avoid or minimize these impact areas.
C. LASIP Lely Main Canal Extension Easement Requirements
Easements are required across the parcels indicated on the exhibits for the purpose of
construction of the Lely Main Canal Extension facilities as well as access for maintenance of the
system when constructed and in operation.
Staff has considered the following factors before concluding that these easements must be
acquired, and this memo serves to summarize them for the Board's benefit.
1. Alternate Routes
Alternate alignments and configurations of the LASIP proposed improvements have been
exhaustively analyzed as part of the design and permitting process for the LASIP system.
A detailed alternatives analysis was prepared for the permitting agencies and is presented
in a document entitled "Lely Area Stormwater Improvement Project" dated October
2001. Throughout the permitting process each alternative configuration was reviewed
and debated and it has been determined that the current design is the one that provides the
most public benefit with the least environmental impacts. The Lely Main Canal
Extension portion of the project calls for improvements to an existing canal and is thereof
the most practical location for the improvements resulting in the least amount of cost and
environmental impacts

capacity for the Basin and thereby reduce the threat and damage of flooding. The Lely
Main Canal Extension portion of the project is a vital component of the system linking
upstream portions of the Main Canal Basin to the downstream portion of the Main Canal.

The LASIP improvements including the Lely Main Canal Extension project are part of
the County-wide plan to improve the level of service for flooding and flow-way
enhancement within the Basin and further the stated goals, objectives, and policies of the
drainage/storm water management sub-element of the Collier County Growth
Management Plan to unify and implement the County-wide Storm water Management
Plan that provides an acceptable level of service for stormwater controls and
environmental management objectives. The project improves the LASlP regional
storm water management system and natural flowways within the area.
4.
Environmental Factors
The LAS!P system has been designed to limit the amount of environmental disturbance
as much as possible. Natural flowways and sloughs have been preserved and
incorporated into the design as much as possible. A pump system has been included in
the design to re-hydrate an existing wetland slough by pumping excess storm water from
within the LASIP system into the slough. Weirs have been incorporated in the design in
order to avoid over-draining the Basin. Spreader lakes have been designed at the ends of
the three major outfalls to disperse the discharge as sheet-flow to the receiving
waters/wetlands. As mentioned above, the Lely Main Canal Extension project consists of

5, Costs
Cost to provide the LASIP improvements including the Lely Main Canal Extension
project have been carefully considered as part ofthe alternatives analysis and design of
the project. As the project has been refined during the design and permitting process,.
more specific costs have been developed and considered as part of developing a
financially feasible construction phasing and Capital Improvement Program. The design
of the Lely Main Canal Extension improvements along an existing canal maximizes the
improvement benefits while minimizing the amount of impact to the environment and
adjacent properties.
We are pleased to advise you that the construction of the Le1y Main Canal Extension portion of
this project is anticipated to commence during fiscal year 20 II. Thank you for your time and

2,1 INTRODUCTION
Collier County is requesting an overall conceptual Environmenlal Resource Permit (ERP) and a
construction and operation pennit for Phase I of a storm-water management system project known
as the Lely Area Stormwater Improvement Project (LASIP). These improvements will be made in
the LeIy Main Canal, Lely Branch and Lely Manor drainage basins located in Naples, Florida.
Phase One consists of improvements to the Lely Main Canal from US-41 to Rattlesnake Hammock
Road (Region 2), the Lely Branch Canal located north of Rattlesnake Hammock Road (Regions 2
and 4) and the Lely Manor Main Canal eastern outfall (Region 5 east). Development pressures
within these two basins, (aka, Water Management District #6), have created a critical need for a
primary storm-water management outfall system to address Lbe current issues and those expected to
arise. The term "primary stonn-water management outfall system" is important to understanding
the objectives of this application. A primary system is designed to receive flows from
developments along the route. It is the responsibility of the designer of each of these developments
to meet current South Florida Water Management District (SFWMD) and Collier County rules for
water quality and quantity discharges.
For purposes of permitting LASIP is divided into seven regions l,,'fouped according to land use and
hydrology (Fignre 2.3). Regions 1 through 3 conslitute the Lely Main Canal Basin, Region 4 is a
tributary to the Lely Canal Basin named the Lely Branch, and Regions 5 through 7 are divisions of
the Lely Manor Basin. This chapter of the application addresses Region 2.
2.2 EXISTING CONDITIONS
Description. The second region within the Lely Canal Basin is the central portion located in
Sections 18, 19, 20 and 17. The north segment of the Main Canal described in the discussion for
Region I is located in this region. Upstream of the US 41 Bridge the main canal continues to the
north for 1,500 feet then turns to the east. It is south of and parallel to Rattlesnake Hammock Road
for about one mile before it turns north again and ends at the Rattlesnake Hammock Bridge.
Riviera, Naples Estates, Lely Golf Estates and Royal Wood are residential developments located in

this region. All these communities except Royal Wood, which is in the northeast portion of this
region, are situated immediately north and south of Rattlesnake Hammock Road/Main and north of
U.S. 41. The area of Region 2 is approximately 1,393 acres.
I2pographv, Ground Water and Soils - Based on SFWMD/WMD#6 Aerials with coutours, the
land surface elevation is as low as 5 feet in the area upstream of the U.S. 41 bridge. A few isolated
elevations of 10 occur, but for the most part the elevations are in the 7.5 to 8.5 range. The
topography in many parts of this region has been altered by excavation and fill for regrading the
land surface for each development.
The main canal and the extensive level of development influences the water table in this region.

The existing canal cross-section varies from a 50.foot bottom width just upstream of the U.S. 41
bridge to approximately 20 feet wide in portions parallel to Rattlesnake Hammock Road. Depths
vary widely, depending upon the effort expended getting through the shallow cap rock, from less
than 5 feet to more than 19 feet. The canal bank side slopes are approximately 2.5: 1 with some
segments having flatter side slopes and others having near vertical side slopes where excavation
through rock was attempted. There is no control of waler levels in the canal.

The soils in this region have been disturbed as part of development, and fill has been added in
many areas. The depth to the water table in these soils is a function of the amount of fill that has
been added to the land surface. The soils map in Appendix A identifies the soil types for this
region. The descriptions for the soil types are also provided in Appendix A along with additional
data about water table elevations.
Environmental - The majority of the land area in Region 2 has been developed as residential and
golf course communities. The existing land uses are shown on the attached plans in the appendix.
Wetland delineations for lands applicable to the Phase One C. & O. pennit application have heen
included. Wildlife and habitat surveys for the Phase One C. & O. permit application were deemed
unnecessary since the improvements are in an area already extensively developed for residential or
commercial purposes. Future construction phases may include wildlife and habitat surveys if
deemed necessary. The canal can be classified as other surface waters.

Hvdrology- Runoff from the areas within the Lely Canal Basin north of U.S. 41 enter this segment
of the main canal. The confluence of the Branch, Region 4, is located 1,500 feet north of the U.S.

41 bridge. At the norlb end oflbe main canal is Royal Wood, and in between are lhe developments
described above. Discharges from these developments enter directly into the main. Runoff from
Region 3 to the northeast enters the Main upstream of the Rattlesnake Hammock Road triple box
culvert via swales and ditches along the west and east perimeter of Royal Wood. Runoff collected
in the road ditch along County Bam Road also discharges into the Main.
Flood Problems. The capacity of the existing culverts and ditches and swales restricts discharge
from the developments in this region and further upstream during high flow conditions. In
addition, the capacity of the Main canal down stream in Region I (downstream of U.S. 41) is
inadequate to provide an outlet for the higher flows. The residential developments in this region
(i.e., Riviera, Lely Golf Estates and Royal Wood) include a large system of lakes that provide some

storage for this area under flooding conditions. Examples of flooding are:
The peak stage in the vicinity of Doral Circle (located near the confluence of the
Main and Branch) is 7.1. Lely Estates house pads are as low as elevation 6. West
of Charlemagne Boulevard (Riviera) and north of Rattlesnake Hammock Road,
water levels are 0.2 feet above house pads.
A recent example of flood problems was the flooding during Tropical Storm Jcrry,
where water levels were I to ? feet above ground levels. The rainfall amount for
Jerry exceeded the 25-year, 3-day storm event in many portions of the project area.
A computer model was developed to simulate existing condition hydrology for a 25.year, 72-hour
stonn event. A summary of !low rates and flood elevations predicted by the model are tabulated
below. For more information about hydrology and the model, refer to Appendix B.

The project objective of the proposed improvements in this region is to provide capacity to earry
the discharge from upstream and adjacent areas during the 25.year recurrence interval storm event.
Little or no new development is projected here in this region. In a few cases higher flows from
upstream improvements will have to be routed through existing canals and lake systems. Homes,
fences and yards crowd these existing conveyance and storage facilities so there is little
opportunity to increase width or available storage capacity of existing facilities.
The biggest constraint to developing a plan in this region is being able to provide a primary storm-
water management system for developments within the region and upstream in an area that has
narrow easements. Furthermore, no land is available for construction of a storm water storage area.
Therefore, no viable alternatives other than increasing the capacity of the existing canal were
considered.
2.4 PROPOSED PLAN
_.
Description - Under the proposed storm water management plan, the canal draining the areas
immediately upstream of U.S. 41 will be widened and deepened in order to provide b'feater
conveyance of surface waters. The allowable top width of the canal is limited by development on
both sides of the existing canal. The canal immediately upstream of the U. S. 41 bridge will be
excavated to elevation -2.5, and the bottom width will be increased to 84 feet. This geometry will
continue upstream north of the confluence of the Main and the Branch to the existing Rattlesnake
Hammock Road double box culvert. East of the confluence of the Branch, the Main will be
excavated to invert elevation -2.5 and the existing bottom width increased to 25 feet at the new
invert elevation up to the Doral Circle crossing. A weir (LCB.OO.SOI20(i)) will be located on the
eastern end of the new Doral Circle crossing in this reach of lhe Main canal. The weir, with a crest
elevation of 4.0, discharges into three proposed 4 feet by 10 feet box culverts, Upstream of the
weir is a golf cart crossing (LCB-OO.SOI30(i)) constructed with eight 48-inch culverts. The
geometry of the canal changes to a 20-foot bottom width at an invert elevation of -1.0 until the
existing triple box culvert crossing at Rattlesnake Hammock Road. The Royal Wood outlet
structure empties into a short channel and then to the Rattlesnake Hammock crossing. The
capacity of the outlet structure from Royal Wood development will be increased. A weir structure
will be constructed with a crest elevation of 6.5 and a crest length of 35 feet. The existing culverts
interconnecting the chain of lakes within the Royal Wood Development will be modified to

accommodate higher flows from upstream. A tabulation of proposed and existing geometry of
structures and canals is given in Appendix B.
Ground Water - The proposed weir at the Doral Circle crossing will maintain or increase in the
existing ground-water levels in this region while the new weir at the Royal Wood development will
maintain currently permitted water levels but will provide for increased discharge capacity for the
increased flow from the increased upstream watershed.
Hydrology - The combination of the larger cross-sectional area in the Main canal, larger culverts,
the weir structure at Doral Circle, and improvements to the Main canal south of U.S. 41 means
flood stages are lower compared to existing conditions. Some minor berming in the vicinity of
Doral Circle will be required to prevent the overtopping of banks in some low spots.
A computer model was developed to simulate future condition hydrology for a 25-year, 72.hour
storm event. Future condition hydrology incorporates lhe possible impact lo runoff caused by
additional development that may take place in the region It also includes storm-water management
systems in these developments that meet current rules. In this region, the land is already
extensively developed, so land use changes will be minimal, but they were incorporated into the
model. A summary of flow rates and flood elevations predicted by the model are tabulated below.

Water Qualitv - The detention created by the weir at Doral Circle will provide water quality
treatment. A calculation of the water quality treatment provided by the live storage within the

Development and Lely Golf Estates will not change. Increasing volume in the canal will increase
travel time. This will allow more sediment settlement and will permit more nutrient conversion to
a more stable form, such as ammonia to nitrate.
Construction, Operation and Maintenance - Collier County will be responsible for all aspects of the
construction of the proposed improvements in this region. This includes preparation of
construction drawings and specifications, obtaining all local, regional, state and federal permits,
implementing the provisions of the permits, managing the construction and providing certifications.
The County plans to hire firms/contractors to complete the various components of the work. A
discussion of construction techniques and schedule is given in Appendix D.
Collier County will be responsible for the operation and maintenance of the proposed
improvements. The County will provide an operation schedule for the gated structures and a
schedule for maintaining the proposed improvements in the application for construction.
2.5 IMPACTS
~
Permanent Impacts. Impacts are from construction in the other surface water area of the existing
eanals. A total of 18.1 acres will be impacted.
Temporary Impacts - Temporary impact acreages should be minimal (i.e., zero) as most of the land
along the canal is developed.
Secondary Impacts - The proposed design for Region 2 allows the County to maintain water levels
in the canal above the current levels, so the ground-water level in adjacent lands should be higher
than existing conditious. Orawdown of the water table adjacent to the canal will be reduced from
existing condition because of the establishment of a control elevation of 4.0 by the Doral Circle
weir. Additionally, land along the canal has been developed so there are no additional wetland
impacts to be added. Therefore no separate drawdown analysis was performed for Region 2. No
secondary impacts are expected.
