EXECUTIVE SUMMARY
Recommendation to authorize expenditures for the sole source purchase of geographic information
system (“GIS”) solutions from Esri, Inc., in an amount not to exceed $300,000 per fiscal year, for a
period of five years.
OBJECTIVE: To continue providing and creating maps from geospacial data for County operating
departments and public use.
CONSIDERATIONS: On June 10, 2014 (Agenda item 16.E.1), the Board standardized the use of Esri,
Inc. (“Esri”) GIS products by the County. The County has been using Esri GIS products for over sixteen
(16) years and has purchased several software platforms that require Esri GIS software including Public
Utilities' CityWorks asset management system, Growth Management's Cartegraph asset management
system and its CityView permitting system.
Esri is the industry leader in GIS with no other provider offering an end -to-end solution. While it is
technically possible to switch to a different product, it would require a significant time and dollar
investment involving a multi-year effort to change how the GIS data is stored, retrieved and edited,
altering existing business processes and data communications, and reconfiguring or purchasing new
software. Additionally, Public Utilities and Growth Management Depart ments would face the prospect of
replacing their asset management and permitting systems, which are tightly integrated with Esri’s GIS
platform, and may not be compatible with other solutions.
Esri, Inc. is the sole manufacturer and distributor for the following products currently used by the County:
• ArcGIS Desktop & Extensions Subscription (Basic, Advanced, Standard)
• ArcGIS Desktop Advanced
• ArcGIS Desktop Standard
• ArcGIS Developer Subscription
• ArcGIS Enterprise
• ArcGIS for Server and extensions
• ArcGIS Hub
• ArcGIS Image Server
• ArcGIS Monitor
• ArcGIS Online (excluding data owned by 3rd party providers)
• Portal & Hosted Portal for ArcGIS
There are other Esri GIS products that are available through multiple vendors and do not require a waiver
of competition. Those products will not be covered under this waiver so long as there are at least two
suppliers to provide quotes, if a Countywide contract is not in place.
The Purchasing Director certifies that it is in the County's best interest (from a productivity, infrastructure
and financial perspective) to waive competition and declare the Esri products, and associated services,
listed above, as sole source for a period of five (5) years. Standardization and the sole source acquisition
of goods and services are authorized procurement methods as provided in the Code of Laws and
Ordinances of Collier County, Florida at Sections 2-196(10) and 2-203(1).
FISCAL IMPACT: Funding is available in department operating and capital budgets. The County has

purchased approximately $300,000 annually from Esri, Inc. for the last few fiscal years.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
executive summary.
RECOMMENDATION: To authorize purchases from Esri, Inc., in an amount not to exceed $300,000
per fiscal year, for a period of five (5) years, for the County's geographic information systems (GIS)
mapping, software and maintenance solutions described above.

Esri Sole Source Waiver
Background
Prior to 2003, the agency implemented ESRI’s products for a geographic information system (GIS) and
provided funding through a capital fund project (301-210140). The agency has spent $717,437 with ESRI
for software acquisition, maintenance, support and training since 2003. This does not include
expenditures by the individual departments.
In 2006, Information Technology Division developed Technical Architectural Compatibility Standards
(TACS) for the County that required vendors to “leverage the County’s ESRI GIS Infrastructure” if a
geographic information systems (GIS) was included in the solution.
On June 10, 2014, the Board of County Commissioners standardized on the use of ESRI products and
systems for the County’s geographic information systems (GIS) mapping, software and maintenance
solutions. The accompanying sole source waiver was valid for five (5) years.
Since 2014, the Board of County Commissioners approved the continued use of Categraph for the
Growth Management Department, the purchase of software support from PenBay Solutions for Public
Utilities Department, approval of a 3-1-1 / Customer Relationship Management (CRM) with QScend and
the Cityworks license and maintenance agreement for the Public Utilities Department. These systems
either require or depend on ESRI GIS.

GMD North Business Case for Esri.
Esri GIS application suites form an integral part of GMD’s mapping, permitting, and work management
architecture.
Esri is the only GIS product that can fully be integrated to GMD’s permitting and work management
system CityView. The two products are partners and the pairing help GMD see where the work is
occurring and how information is connected resulting in increased productivity, data-driven problem
solving, smoother operations, and a better experience for the Departments customers and the residents
of Collier County.
GMD leverages many of ESRI’s products that allow GMD to seamlessly work with architectural and
engineering data submitted during the application process and convert to spatial information that is
then used within every facet of the organization; the development of numerous web-based and installed
software products that assist and enable accurate reviews of these application by GMD staff; the ability
to publish web applications to the public cost efficiently without the need to acquire other software
products that allow Collier County residents and our customers find address, zoning, code enforcement,
and flood zone (FEMA) related information about their property.
For GMD, Esri products form GMD’s core online and offline capabilities for mapping and damage
assessment during and after a storm event. GMD uses a product called Crisis Track allowing it’s staff to
rapidly collect damage information post-disaster and submit this information to the EOC for inclusion in
their reports. Crisis Track relies upon the addressing and parcel data created and maintained by GMD’s
staff within ESRI’s software to provide that capability.
The impact of switching systems and moving away from Esri will be disruptive and costly because of the
multiple layers of functionality GMD gets from the integrated ESRI suites of products. Currently there
are no products in the market that provide all the necessary functions under one umbrella. Breaking
apart the applications and the interconvertibility between the ESRI products and their partner products
like CityView will be very costly and unworkable for GMD.

PUD Asset Management Business Case for Esri.
Public Utilities has a long history of using ESRI applications and products to create and maintain our
utility infrastructure. In the past, the standard put forth by the Information Technology Division has
required that all software related to GIS is to utilize ESRI applications and products. PUD has since then,
built a catalog of software that supports and integrates with this standard. Being ESRI GIS centric and by
selecting software only compatible with ESRI. Having to shift to another platform would require a
significant paradigm shift in both technology and workflows throughout the Public Utilities Department.
One example of this would be Cityworks. Cityworks was selected to become the asset management
system based on meeting the GIS and other requirements. To compound on this investment, the
purchase of the 311 system was based our investment with Cityworks, which is now layered together
firmly and unified in process and workflow. Changing the GIS foundation of Cityworks would have a
ripple effect to other applications that are integrated together.
Sharing of GIS data is also essential to our day to day operations. PUD shares GIS data both internally
and externally. ESRI ArcGIS is recognized as the industry standard allowing a common exchange of data
between divisions, departments, agencies and vendors.
While we support looking at new technologies and other advancements in software, because of the
amount of effort, financial commitment, and training involved we believe that losing ESRI as the GIS
standard for the Agency would cripple our ability to provide excellent service to both our customers and
staff.

Alternatives
No other GIS vendor provides the end to end solution that ESRI offers, however it may be possible to
replicate the end to end functionality with a variety of software (see below).
