EXECUTIVE SUMMARY
Recommendation to approve the FY19 Program of Projects and submittal of a grant application
for the Federal Transit Administration, 49 U.S.C. 5339 FY19 grant funds supporting capital costs
for new and replacement buses and related equipment and facilities in the amount of $372,752
through the Transit Award Management System.
OBJECTIVE: To obtain grant funds for the management of the Collier Area Transit (CAT) System.
CONSIDERATIONS: Each year the Public Transit & Neighborhood Enhancement (PTNE) Division
receives federal grant funds for the management of the CAT System under the Bus and Bus Facilities
Urbanized Area Formula Program (49 U.S.C. 5339) to provide capital assistance for new and replacement
buses, as well as related equipment and facilities. For urbanized areas with populations of 200,000 and
over, funds are appropriated and flow directly to a designated recipient. Collier County is the designated
recipient for the urbanized area. The amount allocated to the Bonita Springs/Naples Urbanized Area is
$372,752.
The Federal Transit Administration (FTA) published an apportionment for the formula funds on April 9,
2019. Staff prepared the proposed Program of Projects based on a total of $372,752 of urbanized area
funds for the Bonita Springs/Naples Census Urbanized Area. The Program of Projects has gone through
the Public Involvement Process, including receiving an endorsement from the Public Transit Advisory
Committee (PTAC).
The projects proposed for the funding include the construction of a bus transfer facility in Immokalee and
rehab of existing buses. A grant application must be entered into the FTA Transit Award Management
System (TrAMS) to utilize these funds. The application has been prepared and attached for the Board of
County Commissioner’s (Board) consideration. The grant requires a twenty percent (20%) match for all
capital projects. Collier County has requested approval from the Florida Department of Transportation
(FDOT) for the use of $93,188 transportation development credits as a soft match for the grant.
After review and approval by the FTA, the grant award is electronically executed in TrAMS by the Public
Services Department Head, who serves as the Board-appointed designee. PTNE and the Office of
Management and Budget grants compliance staff will also use this electronic system to manage the
project and submit all required reports.
FISCAL IMPACT: No Fiscal impact is associated with this action at this time. A Budget Amendment
will be required to recognize the funds when FTA awards the grant to CAT. The application amount of
$465,940 consists of $372,752 in federal funding and required match of 20% or $93,188. The match is
available through use of transportation development credits.
GROWTH MANAGEMENT IMPACT: Transit capital improvement supports the goals and objectives
of the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board approval. -JAB
RECOMMENDATION: To approve the Program of Projects identified herein and authorize Public
Transit & Neighborhood Enhancement staff to apply for and submit the attached grant application for the
Federal Transit Administration, 49 U.S.C., 5339 available grant funds for Fiscal Year 2019.
