EXECUTIVE SUMMARY
Recommendation to approve the FY19 Program of Projects and submittal of a grant application
for the Federal Transit Administration, 49 U.S.C. 5307 FY19 grant funds supporting transit system
operational and capital costs in the amount of $2,611,614 through the Transit Award Management
System, accept the award and authorize any necessary Budget Amendments. (Total Fiscal Impact
$3,410,514)
OBJECTIVE: To obtain grant funds for the management of the Collier Area Transit (CAT) System.
CONSIDERATIONS: Each year the Public Transit & Neighborhood Enhancement (PTNE) Division
receives federal grant funds for the management of the CAT system under the Urbanized Area Formula
Program (49 U.S.C. 5307) to be used predominately for transit capital projects as defined by the Federal
Transit Administration (FTA). The FTA published an apportionment for the formula funds on April 9,
2019. Collier County is located within the Bonita Springs/Naples Census Urbanized Area; therefore, a
portion of the 5307 funding is shared with Lee County. The amount allocated to the Bonita
Springs/Naples Urbanized Area is $3,217,779 based on the apportionment issued April 9, 2019. The
apportionment designated for CAT is $2,611,614 and $606,165 for Lee County Transit.
Staff prepared the proposed Program of Projects based on a $2,611,614 total. The Program of Projects has
gone through the Public Involvement Process, including receiving an endorsement from the Public
Transit Advisory Committee (PTAC).
Proposed projects include:
1. Transit enhancement projects including bus shelter rehab
2. Security enhancements that include installation of solar lights at bus stops
3. Provision of Americans with Disabilities Act (ADA) paratransit services
4. Comprehensive Operations Analysis Study
5. Operating assistance for transit operations and fuel
6. Preventative maintenance
7. Purchase of software warranties

*A 50% ($798,900) local funds match is required.
A grant application must be entered into the Transit Award Management System (TrAMS) to utilize these
funds. The application has been prepared and attached for the Board of County Commissioner’s (Board)
consideration. The capital portion of the grant requires a twenty percent (20%) match. Collier County has
requested approval from the Florida Department of Transportation (FDOT) for the use of $453,178

transportation development credits as a soft match for the grant.
After review and approval by FTA, the grant award is electronically executed in TrAMS by the Public
Services Department Head, who serves as the Board-appointed designee. PTNE and the Office of
Management and Budget grants compliance staff will also use the electronic system to manage the project
and submit all required reports.
As noted in the attachment, these funds are used for both capital and operational costs. Hence, it is
essential that funds be budgeted in time for the beginning of FY20. In light of these considerations, staff
is requesting pre-award authority from the Board to create the required budget appropriations for the new
fiscal year to ensure continued and immediate operational funding in the new fiscal year.
FISCAL IMPACT: A Budget Amendment is required in FY19 in the amount of $2,611,614 to recognize
the grant revenue funds to CAT Grant Fund (424), Project 33634. Collier County has requested approval
from FDOT for the use of transportation development credits in the amount of $453,179 as a soft match
in FY18. A cash match of fifty percent (50%) is required for the operating assistance portion o f the award
and is available within CAT Match Fund (425) Reserves in FY20 supported by an annual transfer of
General Fund (001) Revenue. A Budget Amendment in FY20 is required within CAT Match Fund (425),
Project 33634 in the amount of $798,900.
GROWTH MANAGEMENT IMPACT: Transit capital and operations support goals and objectives of
the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board action. -JAB
RECOMMENDATION: To approve the Program of Projects identified herein and authorize PTNE staff
to apply and submit the attached grant application for the FTA, 49 U.S.C. 5307 available grant funds for
Fiscal Year 2019, and to exercise pre-award authority, accept the award, and appropriate budget as
needed to cover operations.

Application Executive Summary

Application Executive Summary: Collier County Board of County Commissioners is the designated recipient for the 5307 formula funds. FTA
allocated $3,217,779 of FYT19 5307 funding to the Bonita Springs/Naples UZA. The Collier County portion of the FY19 5307 apportionment is
$2,611,614 and the remaining amount of $606,165 is allocated to Lee County. The Collier County funds will be utilized to improve security by
adding solar lighting to bus stops; provide ADA paratransit services; transit enhancements including bus shelter rehab; preventative maintenance
of rolling stock; planning activities including a comprehensive operations analysis, and operating assistance. Transportation Development Credits
in the amount of $453,178 willl be utilized as the soft match for the capital portion of this grant. The overall start and end dates are 10/1/2019-
03/30/2024. This is not a research and development application. Collier County is not applying an indirect cost rate to the activities within this
application.
