EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment for the Solid and Hazardous Waste
Management Division in the amount of $400,000 to cover costs for the Collier County Landfill
Operating Agreement.
OBJECTIVE: To recognize, review, and provide the necessary funding to the Solid and Hazardous
Waste Management Division in the amount of $400,000 to cover the operating cost of the Collier County
Landfill through the year end September 30, 2019 and authorize the necessary Budget Amendment.
CONSIDERATIONS: The Solid and Hazardous Waste Management Division is responsible for the
operation of the Collier County Landfill (CCLF). The Division maintains a life of site operating
agreement with Waste Management Incorporated (WMI) to manage and operate the landfill. At the end of
FY17, Hurricane Irma caused extensive damage to the County, resulting in a spike of material received at
the landfill. Consequently, an FY18 budget amendment was requested and approved by the Board during
fiscal year 2018 (Board Meeting 07/10/2018, Agenda Item 11.K).
The first five months of FY19 impacts of hurricane related material were still evident. Furthermore,
financial projections were impacted by factors such as, the price of soil for daily cover, and population
growth and associated building construction waste. Overall, waste processed at the CCLF has increased
by 1,842 tons/month or a projected 8% over the fiscal year in comparison to FY17 (pre -Hurricane Irma
conditions). Accordingly, the associated payments increased by an average of $96,000/month or a
projected 17% over the fiscal year. It should be noted C&D materials are not disposed of in the CCLF and
are diverted out of county for proper disposal.
The Division projects an additional $400,000 in unprecedented expenses not recognized in the preparation
for the fiscal year 2019 operational budget is required to cover the costs of additional expenses of
landfilled material. This additional funding is available in Fund 470 as revenue and will cover the
disposal costs under the Landfill Operating Agreement. Without these funds, the Division will be unable
to pay the contractor for services rendered. A budget amendment for the same purposes was recognized in
FY18 in the amount of $1,500,000.
FISCAL IMPACT: In order to provide sufficient landfill operating expense budget a budget amendment
recognizing and appropriating incremental landfill tipping fees in the amount of $400,000 in Solid waste
Disposal Fund (470) is necessary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issue, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
RECOMMENDATION: That the Board of County Commissioners authorizes a budget amendment for
the Solid and Hazardous Waste Management Division in the amount of $400,000 to cover the
unanticipated tonnage surge expense of the Collier County Landfill through the year end September 30,
2019.
