EXECUTIVE SUMMARY
Recommendation to approve an agreement between Collier County and the Collier County
Community Redevelopment Agency (Bayshore Gateway Triangle) to accept U.S. Department of
Housing and Urban Development Community Development Block Grant funds in the amount of
$300,000 for the Bayshore Gateway Triangle Fire Suppression Infrastructure Project, authorize the
Chairman of the Board to sign the grant agreement and authorize the necessary budget
amendments.
OBJECTIVE: To improve the fire suppression infrastructure by upgrading water lines and installing or
upgrading fire hydrants along Coco Avenue, Areca Avenue, Basin Street, Canal Street and Captains Cove
in the Bayshore Gateway Triangle Community Redevelopment Area.
CONSIDERATIONS: The Collier County Community Redevelopment Agency/Bayshore Gateway
Triangle component area (BGTCRA) applied for funds to upgrade the City of Naples water lines and to
install and/or upgrade fire hydrants in the BGTCRA. BGTCRA staff submitted an after -the-fact grant
application at a regular Board of County Commissioners meeting on March 12, 2019 (Agenda Item
#16B).
Through a competitive process, the BGTCRA was awarded $300,000 from the FY2019-2020 U.S.
Housing and Urban Development (HUD) Community Development Block Grant (CDBG) program.
The purpose of the project is to upgrade existing water lines and install new and/or upgrade fire hydrants
along five streets in the Bayshore Area. The improvements will be along Coco Avenue, Areca Avenue,
Basin Street, Canal Street and Captains Cove. The BGTCRA is located on the periphery of the City of
Naples water service area and has historically experienced low water flow and pressure conditions. The
Greater Naples Fire Control and Rescue District has confirmed these conditions.
The City of Naples Utilities Department is providing in-house design services for the water line
improvements along the streets identified above. This partnership has previously been successful in the
completion of Fire Suppression Phase 1 in 2018 which completed improvements along three streets in
BGTCRA: Collee Street, Peters Avenue, and Gordon Avenue. Phase 2 is scheduled to commence in the
fall of 2019, Phase 2 includes Becca Avenue and Pine Street. An interlocal agreement between all parties
for Fire Suppression Phase 3 will be presented for consideration by the Board as was done for Phases 1
and 2.
FISCAL IMPACT: Total estimated cost of the project is $650,000. The funding sources are CDBG
grant monies and cost sharing with the City of Naples. A budget amendment is necessary to appropriate
CDBG grant funds of $300,000 within the Bayshore CRA Grant Fund (717), Project 33639. The
$350,000 balance of estimated project funding will be provided by the City of Naples. A budget
amendment is also necessary to appropriate the City's cost share within Bayshore CRA Match Fund
(718), Project 33639.
GROWTH MANAGEMENT IMPACT: The fire suppression infrastructure project will further the
goals, objectives and policies outlined in the Future Land Use Element - Bayshore/Gateway Triangle
Redevelopment Overlay.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board approval. - JAB

Please accept this letter to serve as confirmation that the City of Naples is once again interested in partnering
with Collier County Bayshore/Gateway Triangle Community Redevelopment Agency (BGTCRA) to upgrade
the City’s potable water system (including fire protection/fire flow improvements) within the Bayshore
Gateway Area.
Phase 3 of the Fire Suppression Project proposes to replace the potable water mains on Coco Avenue, Areca
Avenue, Basin Street, Canal Street, and Captains Cove. The water mains are currently undersized, and these
streets lack fire protection (mains are inadequately sized for fire hydrants).
The preliminary construction cost estimate for replacing the water mains, water services, and installing fire
hydrants is $650,000. The City can commit $350,000 toward the fire suppression system project. Upgrading
the water mains throughout the City of Naples Service Area is critical and challenging; we are grateful to be
able to partner with both the CRA and CDBG Grant Funding.
