EXECUTIVE SUMMARY
Recommendation to award Request for Professional Services No. 18-7277, “Public Utilities
Department Complex Design,” to Stantec Consulting Services, Inc., to provide professional
architectural services in the amount of $5,773,613, and authorize the Chairman to execute the
attached agreement and authorize the necessary budget amendment.
OBJECTIVE: To obtain professional architectural design services for the Government Complex Design
Project. The resulting design will provide, among other County structures: a new facility for Wastewater
Collections and Water Distribution Operations, together with other governmental buildings, such as the
Collier County Sheriff’s Forensic/Evidence facility, a Centralized Inventory Building, a Collier Cou nty
Traffic Operations, SCADA and Security Building, and a fuel depot that will result in a quality, best
value project to serve Collier County.
CONSIDERATIONS: Over the course of 20 plus years, the County’s Solid Waste Division acquired
and assembled a total of 344 acres +/- parcels of land north-northwest of the County Landfill into the
property now known as the Resource Recovery Business Park. In accordance with Land Development
Code restrictions on that property, as supported by environmental permi tting, 50% or 172 acres +/- must
be maintained as preserve. Pursuant to Collier County Ordinance No. 2017 -01, as amended, the
permitted uses within the developable portion of that property include County equipment storage and
maintenance, and administration buildings. During 2016 and 2017, Collier County performed an
evaluation of County facilities. Due to the current conditions and age of facilities, as well as in planning
for space allocations to adjust to future population and additional level of service requirements, staff has
identified the replacement of several facilities. Plans include development of a Public Utilities Complex
on the property known as the Resource Recovery Business Park, by consolidating Public Utilities’
operations for Wastewater Collections, Water Distribution, centralized inventory, and Solid Waste
operations, in one cooperative complex. Also identified is available land for the development of the
Collier County Sheriff’s Forensic/Evidence Storage facility, a fuel depot, a Col lier County Traffic
Operations, Stormwater control, SCADA and Security Building together with other future agency needs.
This project is consistent with the mission, vision, and guiding principles presented to the Board of
County Commissioners at the Master Space Planning Workshop on June 4, 2019.
Previously, the Board accepted the selection committee ranking for Request for Professional Services No.
18-7277, “Public Utilities Department Complex Design,” and authorized staff to negotiate a proposed
agreement with the top ranked firm, Stantec Consulting Services, Inc., on May 22, 2018, (Agenda item
16.C.7).
Consistent with the Competitive Consultant’s Negotiation Act, Florida Statutes § 287.055, staff
negotiated and reached a proposed agreement with Stantec Consulting Services, Inc. to provide these
professional services in the amount of $5,773,613. The attached agreement includes permitting, final
design plans, specifications and construction administration.
FISCAL IMPACT: The Citizen Surtax Oversight Committee validated the Collier County Sheriff’s
Forensic/Evidence Storage facility project on May 1, 2019 in the amount of $33 million. A Budget
Amendment will need to be authorized in the amount of $5 million utilizing Infrastructure Sales Tax
Fund (318), within Project 70167. The $5 million allocation from the infrastructure sales tax fund
includes approximately $2.6 million for design and an additional $2.4 million to cover land acquisition,
permitting fees, and utility infrastructure costs associated with the Sheriff’s Forensic/Evidence Storage
facility.

The source of funding for Public Utilities is Water/Wastewater User Fees Capital Fund (412/414), Project
70167. The source of funding for Transportation is a General Fund dollars which have been transferred to
the Transportation Capital Fund 310, Project 70167. A budget amendment in the amount of $1,250,000 is
required to reallocate funds from the Traffic Management Center Relocation Project 60146, and Road
Maintenance Facility Project 60197. A breakdown for the cost of design is listed below.

standards to ensure the adequacy and availability of viable public facilities.
