EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners reject Bid
No. 09-5297, for the renovation of the Courthouse 1st and 4th Floors
(Bldg. L), Project 52004.
OBJECTIVE: To obtain approval from the Board of County Commissioners to reject Bid
No. 09-5297 for the renovation of the 1st and 4th floors of the Courthouse Building (Bldg.
L), Project 52004.
CONSIDERATION: After the completion of the Courthouse Annex, the next phase of
the Campus Master Space Plan calls for the renovation of the 1 st and 4th floors of the
Courthouse to support court related functions. The renovation consists of three
segments: 1) relocating and consolidating the Probation Department to the south side
of the building into space vacated by the Clerk of Courts, 2) modifying the now vacated
evidence vault area on the 4th floor of the Courthouse to create four (4) additional,
holding cells, and 3) creating one court room with the associated support facilities in the
northeast quadrant of the Courthouse.
On August 8, 2009, Bid 09-5297 for the renovation was posted by the Purchasing
Department, and 856 firms that provide these services were electronically notified. One
hundred and fifty five (155) firms downloaded the package. On September 17, 2009,
bids were received and opened from nine (9) firms.
Subsequent to the opening of the bids, staff determined that, in view of the current
growth projections and availability of capital funding, it would be better to separate the
project into three, individual, smaller projects that could be pursued on a prioritized, as-
needed basis depending on availability of funding.
FISCAL IMPACT: There is no fiscal impact from the approval of this Executive
Summary.
GROWTH MANAGEMENT IMPACT: There is no growth management impact from
approval of this Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's
Office and is legally sufficient for Board action. - CMG
RECOMMENDATION: That the Board of County Commissioners approves the rejection
of Bid No. 09-5297 for the renovation of the 1 st and 4th floors of the Courthouse.
