EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners approves a staff-
recommended Domestic Animal Services department mission statement that
addresses the public's and the Domestic Animal Services Advisory Board's
desire to include adoption in the statement
Obiective: To articulate the mission of the Domestic Animal Services Department.
Considerations: The Domestic Animal Services department mission statement as revised by
staff in August 2009 reads:
"To protect Collier County residents and visitors fiAom animal-related injUlY and
zoonotic diseases while promoting humane treatment of animals, positive outcomes for
shelter animals, and responsible pet o"Vvnership. "
At the September 27, 2009 Board of County Commissioners meeting, Gisela Rowley requested
on public petition that the Domestic Animal Services department mission statement be revised to
include the word "adoption." Staff has thoroughly considered the issue, researched the mission
statements of many other state animal services agencies, and offers the following suggested
language:

"To ensure compliance vl'ith local and State animal-related la11's; to return strays to their
owners and adopt homeless animals to new families; and to work toward ending the
community problem of pet ove/population. "
Fiscal Impact: No Fiscal Impact is associated with this action.
Growth Manaaement Impact: No Growth Management Impact is associated with this action.
Leaal Considerations: This action has been reviewed by the County Attorney's Office and is
legally sufficient for Board action. - CMG
Advisory Board Recommendation: At its regularly scheduled meeting in April 2009 the
Domestic Animal Services Advisory Board voted unanimously to "retain the current Mission
Statement at this time, with the option of re-evaluating it at a later time." At its regularIy
scheduled meeting in August 2009 the Domestic Animal Scrvices Advisory Board voted 6 to 1
"in favor of adding the word 'adoption' in the DAS Mission Statement."
Recommendation: That the Board of County Commissioners approves the staff-
recommended Domestic Animal Services dcpartment mission statement that addresses the
public's and the Domestic Animal Services Advisory Board's desire to include adoption in the
statement.

Mission Statement
To promote a peaceful coexistence between citizens and animals
through regulation, protection and education
The function of Animal Control is to protect the public from stray,
nuisance, and rabid animals. The division also investigates dangerous
dog complaints. Animal Control responds to other request for animal
control services dependent upon the nature of the complaint and the
type of animal involved.
To protect public safety by enforcing county ordinance and state laws
relating to domestic animals and impounding of animals at large. To
maintain public health by reducing the threat of animal carried .
diseases being transmitted to humans. To protect animals from abuse
or neglect through aggressive investigation and enforcement of state
animal cruelty statutes. To provide sheltering of homeless domestic
animals, and the care and adoption of strays.
The mission of the Broward Animal Care and Regulation Division is to
promote responsible pet ownership, Animal Care, community safety,
increase adoptions, and reduce pet overpopulation. The Division
treats the symptoms of irresponsible pet ownership while seeking to
eliminate the cause by compassionately using education and
enforcement.
Ed ucate-Enforce-Assist -Protect:
· To Educate the public in public safety and humane issues
regarding animal
· To Enforce the county ordinances and statutes pertaining to
animals
· To Assist the public in resolving animal issues
· To Protect the safety and welfare of the citizens and animals
of this community
The primary mission of the Animal Services is to educate the public
about responsible pet ownership and to enforce the Animal Services
Ordinance, while providing shelter for impounded animals.
The Animal Services Officers investigate animal bites and citizen
complaints, enforce the Animal Services Ordinance, impound stray
animals, issue citations for violations, investigate cruelty and neglect,
prosecute court cases, and respond to emergency calls.
The shelter staff maintains the only open admission animal shelter in
the county. The staff is responsible for providing humane care for all

impounded animals, supervising the quarantine of all bite animals,
assisting owners who are claiming their lost pets, handling the
adoption of animals, and conducting the euthanasia and disposal of
unwanted animals.
To project pride in our area of Public Service. To create and preserve
a safe community for our residents, visitors and their pets. Not only
through enforcement but through education.
Our mission is to provide shelter for unwanted, stray, abused and
impounded animals in accordance with state and local regulations.
Gilchrist County Animal Services is responsible for assuring the timely
and effective enforcement of the County's ordinances and State
Laws. Gilchrist County Animal Services strives to protect the public's
health and safety from vicious, sick or injured animals, to educate the
public about responsible animal care and ownership and to reduce
the number of unwanted animals in the community.
Gulf County is committed to protecting the health, safety and general
welfare of its citizens through effective and courteous enforcement
and education regarding the Gulf County Animal Control Ordinance.
The mission of the Hardee County Animal Control Division is to
promote responsible pet ownership, increase adoptions, and enforce
Florida Statues, to reduce pet overpopulation and to reunite lost pets
with their owners.
The mission of the Animal Services Division is to operate and
maintain an animal shelter, to respond to citizen's service requests
about animal related issues, and to enforce County ordinances and
state laws to protect the health, safety, and welfare of the citizens
and the animals of Hernando County.
Provide public safety, animal welfare, enforce state statutes and local
ordinances, provide professional services and education for the
public and promote responsible animal ownership
Lee County Animal Services is a tax-funded government domestic
stray animal control agency dedicated to:
· Ensure public safety and health
· Providing education on responsible pet ownership and
compliance of local ordinances and State Statutes relation to
animals
· Reducing pet overpopulation through non-lethal humane
methods
· Strengthening the human-animal bond to reduce the number
of animals surrendered to overcrowded shelters

Nassau County Animal Care and Control promotes and protects public
safety and animal care through sheltering, adoption programs,
education and animal law enforcement.
Our philosophy is to promote responsible pet ownership, compassion
towards animals and safe human-animal interactions.
Nassau County Animal Services is responsible for animal related
public safety. This is achieved through shared county values including
professionalism, responsibility, compassion, commitment, integrity,
accountability and community partnerships.
Orange County Animal Services will protect the health, safety, and
general welfare of Orange County citizens and animals through the
effective and courteous enforcement and education of the Orange
County Code.
· Encourage pet owners to be responsible for pets in their care
by providing educational programs on humane treatment,
animal behavior training, and proper control.
· Appropriately enforce county, state, and federal animal laws.
· Provide safe shelter and veterinary care for lost, abandoned
and unwanted animals.
· Return to owners or adopt to new homes, as many
impounded animals as possible.
· Humanely euthanize injured and sick animals.
· Encourage spay/neuter and provide reduced-cost surgery for

programs.

The goal of the Animal Services Division is to ensure the health and
safety of the people and pets in our community by encouraging
responsible pet ownership through education, legislation, and by
providing incentives to sterilize pets.

programs which ensure compliance with the Animal Control Code,
promote public awareness of animal welfare. Reduce animal
overpopulation, and protect public health and safety.

Protect the health, safety, and welfare of the citizens and animals of
Sumter County and to promote justice and equity in the enforcement
of state and local laws for control and protection.
The mission of Taylor County Animal Control is to promote
responsible pet ownership, animal welfare, a safe community, and to
reduce pet overpopulation. Our division strives to eliminate animal
cruelty by educating the public and enforcing the laws.
Protecting People from Animals and Animals from People
To take pride in our chosen profession of Animal Control. To set high
standards and strive to obtain them in our daily work. To enable us to
have better communication and stronger working relationships with
the community we serve, and other agencies with which we come in
contact. To encourage our co-workers in Animal Control to set high
goals and courteous services to all persons in Okeechobee County,
disregarding our own personal opinion and views. To treat the

Okaloosa County The purpose of Animal Control is to help insure the public safety as
Animal Control well as providing safer environmental conditions for animals.
Volusia County Animal To provide Animal Control Services to the public in the most effective,
Control efficient and courteous means possible. We will provide professional,
pro-active enforcement of Volusia County Code of Ordinances
chapter 14 and the State Statutes pertaining to animals. We will
promote responsible pet ownership by individual contact and
community outreach programs.
