OBJECTIVE: To appoint 1 member to fulfill the remainder of a vacant tenll, expiring on April
4,2013, to the Inm1okalee. Enterprise Zone. Development Agency.
CONSIDERATIONS: The Immokalee Enterprise Zone Development Agency has 1 vacancy
representing a Financial Entity with the term expiring on April 4, 2013. This 13 member
committee was created on March 28, 1995, by Ordinance 95-22 to induce private investment into
distressed areas to create economic opportunities and sustainable economic development for
designated areas. To pel111it Collier County to participate in this program, the Board of County
Commissioners nominated the lmmokalee Community to be considered by the Florida
Department of Commerce for Enterprise Zone designation in Resolution No. 95-248, approved
March 28, 1995. As part of the formal application for an Enterprise Zone, the State required that
a committee consisting of a broad base of citizens be established. The committee has
representation from the lmmokalee Chamber of Commerce, financial or insurance entities,
businesses operating within the nominated area, residents living within the nominated area,
nonprofit community-based organizations operating within the nominated area, local Workforce
Development Board, local code enforcement agency, and local law enforcement agency. This
committee also serves as the ltm110kalee Redevelopment Board. A list of the current
membership is included in the backup.
Mr. Bernardo Barnhart did not request reappointment in April 2009, leaving a vacancy. A press

RE: Immokalee Local Community Redevelopment Agency Advisory Board
(CRA) and the Immokalee Enterprise Zone Agency (EZDA)
The CRA/EZDA received an application for the vacancy on the CRA Advisory Board
and the lmmokalee Enterprise Zone Agency sent by your office on September 24,2009.
At a regular meeting of the CRA Advisory Board and the EZDA Board on October
21, 2009, the local Boards voted unanimously to recommend Jeffery M. Randall
(1975 Dory Ct., Naples, FI 34109) to the Collier County Community Redevelopment
Agency Board for appointment to the CRA Advisory and the EZDA Boards.
Mr. Randall is an interested citizen and is a retired attorney who has consistently
attended the CRA Advisory Board and the EZDA Board meetings in Immokalee.
The CRA advertized on two different occasions for an interested party in the fInancial
or insurance field to no avail. Although letters were sent to all local banks and
insurance firms, no one in those fields responded.

be established. The committee has representation from the Chamber of Commerce, financial or
insurance entities, businesses operating within the nominated area, residents, nonprofit

Overview of Experience since 1986
1. Counsel village boards, plan commissions, zoning boards of appeal; provide
arlvice ~nd consuftation rAlating to land use and zoning issues.
2. Negotiate contracts, intergovernmental agreements, draft ordinances and
resolutions, and provide legal opinions, advice and consultation to various
municipal departments, including building and zoning, engineering, planning, fire
and police.
3. Represent Village of Glenview in the acquisition and subsequent sale of the
former 11 DO-acre Glenview Naval Air Station.
4. Represent boards of fire and police commissioners.
5.
Represent municipal clients at the trial court, appellate court and the Illinois
Supreme Court levels. Contested matters involved eminent domain proceedings,
zoning and land use issues, injunctions, declaratory judgment actions, First
Amendment and other constitutional issues, the validity of statutes and
ordinances, intergovernmental disputes, contract actions, fire district matters,
administrative review actions (at the local hearing, trial court and appellate
levels), referenda, annexation matters, Open Meetings Act litigation, ordinance
violations, civil rights and personal injury lawsuits.
6. Negotiate with developers and prepare and review relevant documents relating to
development projects and annexations, for both large and small projects; and
represented the Village of Glenview in all aspects of the redevelopment of the
1100 acre Glenview Naval Air Station. These activities included, marathon
negotiations with the Department of Defense/Navy on issues relating to a no cost
conveyance of the air station to the Village of Glenview; property disposal and
title issues (including contracts, licenses, leases, environmental matters and
deeds); implementation and defense (in the Circuit Court of Cook County) of the
Village of Glenview's tax increment financing district necessary to fund the
redevelopment of the former air station; negotiation and resolution of wetlands
issues with the Army Corps of Engineers and the Illinois Department of Natural
Resources and the establishment of a prairie preserve ~rea; litigation with the
Metropolitan Water Reclamation District of Greater Chicago regarding connection
impact fees and district service fees; negotiation of real estate contracts and
leases with private developers, not-for-profrts, and governmental agencies for the
sale and/or lease of commercial, office, industrial, residential and recreational
parcels totaling approximately 1100 acres.
