To approve and execute a Landscape Improvement Grant Agreement(s) between the Collier
County Community Redevelopment Agency and a Grant Applicant(s) within the Bayshore
Gateway Triangle Community Redevelopment area (2957 Orange Street).
OBJECTIVE: To approve and execute a Landscape Improvement Grant Agreement(s) between
the Collier County Community Redevelopment Agency (CRA) and a Grant Applicant(s) within
the Bayshore Gateway Triangle Community Redevelopment area (2957 Orange Street).
CONSIDERATIONS: The Community Redevelopment Agency's Landscape Improvement
Grant Program is funded at a level that satisfies existing grant obligations from prior fiscal years
and future grant opportunities. The purpose of the grant program is to provide an incentive to
revitalize the area by providing a matching grant to encourage the residents to improve their
properties with "Florida- Friendly landscapes" aesthetically and ecologically within the
Redevelopment Area. The grant requires applicants to provide a project cost -match of at least
50% with remaining project dollars supported by Tax Increment dollars generated from the CRA
District and free technical assistance is provided to grantees by the Collier County Extension
Service. For FY 10, a total of $170,000 is budgeted for all grant programs. From this allocation,
$60,878.90 is committed and due to previously approved applicants upon satisfaction of all grant
stipulations, leaving $109,121.10 available for new projects.
The Landscape Improvement Grant application (Exhibit A) submitted by Melissa DeSavigny,
resident at 2957 Orange Street, Naples, Florida, 34112, was recommended for approval by the
Bayshore /Gateway Triangle Community Redevelopment Local Advisory Board.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney Office and
is sufficient for Board consideration and approval. (STW)
FISCAL IMPACT: Sufficient budget exists within the FY 10 Bayshore Gateway Triangle Fund
(187) to satisfy this new grant application. This Commercial Building Improvement Grant may
fund up to 50% of the applicant's project cost up to a ceiling of $2,500.00. This landscape
improvement project totals $3,843.25 and the grant request is $1,921.62 which is 50% of the
estimated project cost.
GROWTH MANAGEMENT IMPACT: Policy 4.7 of the Future Land Use Element of the
Growth Management Plan states that redevelopment plans may be developed for specific areas
within the County, including the Bayshore Gateway Triangle CRA that may consider alternative
land use plans, modifications to development standards, improvements to infrastructure and
incentives to encourage redevelopment.
RECOMMENDATION: That the CRA Board approves and authorizes for execution the
Commercial Building Improvement Grant Agreement between the Community Redevelopment

LIG Applicant Agreement to Sound Landscaping Principles
The Bayshore Gateway Triangle has partnered with Collier County Extension Scn ices and Naples Botanical Garden to
assist with managing the Landscape Improvement Grant (LIG). All LTG recipients are required to adhere to the guidelines
as presented in Waterreisc:.South Florida Lanehveapes published by the South Florida Water ivTanagement District and A
Guide to Florida - Friendly Lawlseaping published by Florida Yards & Neighborhoods. All grantees are required to consult
with a Master Gardener from Collier County Extension Services by calling Cathy Feser at (239) 353 -4244. With the
Master Gardener, grantees will assess conditions for landscaping and develop a plan for maintenance. The Master
Gardener will make a minimum of two site visits: during the first visit, the Master Gardener will analyze site conditions to
assist grantee in planning improvements; the second visit occurs after improvements are complete and Master Gardener
ensures that improvements are consistent with those landscaping principles intended for use by the L1(3 program. Note: the
LIG prohibits invasive pest plants. All existing invasive pest plants ?N4 UST he removed in order to qualify for funding
(grant funds cover this expense, matching requirements must be met and associated expenses are included in the funding
maximum of 52,500). During the grant period. = rantees are encouraged to call the CRA and LIG partners for consultation.

Dear Melissa,
It was great visiting with you again. I'm glad to see you want to make your yard
more Florida Friendly. In our visit I told you that the ficus hedge that ran down the
north side of your property had to be removed and both you and your husband
agreed.

Also in photo A. we talked about where the lawn was brown to replace dead grass
with a small garden with plants that require little irrigation once established, so you
could eliminate the front zone of you irrigation system. Leaving the bottom by
drainage ditch grass because it is so green at all times without any water. Also if I
remember correctly there were no sprinkler heads that close to the road. We talked
about Fire bush, ground cover (Beach Sunflower) and some different grasses to be
planted in the front and possibly a bench to sit and enjoy your new garden.
Along the south side of driveway we discussed planting some turf grass to finish that
side and also planting a grouping of shrubs at the lower street side end to eliminate
any maintence in that area. Also suggested removing Queen Lands Umbrella tree it
is on the do not plant list and you agreed saying it was also very messy.

In the back we discussed making the flower beds bigger to eliminate grass but
leaving enough for children to play. Thinning out the large tree in the back for
safety reasons. All in all I think you are on the right track and if you need any

BAYSHORE /GATEWAY TRIANGLE REDEVELOPMENT AREA
THIS AGREEMENT ENTERED this Z'f'day of QCJ-a 6-e-r , 2-059 by and
between the Collier County Community Redevelopment Agency (hereinafter referred to as
"CRA ") and #lt(�ssa OeSav' n (hereinafter referred to as "Grantee ").
WITNESSET14:
WHEREAS, in Collier County Ordinance No. 2002 -38, the Board of County
Commissioners delegated authority to the CPA to award and administer CRA grants including
contracts with Grantees for CRA grants; and
WHEREAS, Ordinance No, 08 -61 established the Landscape Improvement Grant; and
WHEREAS, Grantee has applied for a Landscape Improvement Grant in the amount of

WHEREAS, the CRA has determined that Grantee meets the eligibility requirements and
was approved for a grant award in the amount of I f 2.1 - 6 .z dollars on

NOW, THEREFORE, in consideration of the mutual covenants contained herein and
other valuable consideration, the parties agree as follows:
1. Grantee acknowledges to the CRA that Grantee has received a copy of the Collier
County Community Redevelopment Agency Landscape Improvement Grant Program
Information and Application (hereinafter referred to as "Grant Program "), that Grantee has read
the Grant Program, and that Grantee has had ample opportunity to discuss the Grant Program
with Grantee's counsel or advisor. Grantee further acknowledges to the CRA that Grantee
understands and agrees to abide by all of the terms and conditions of the Grant Program. Grantee
agrees to the terms and conditions of the Grant Program.
2. Grantee is the record owner /tenant of property described as 4 ra__._.._n�e=
3. Grantee has agreed to make certain improvements to the property pursuant to the
grant application submitted to the CRA dated I Z t / 2-0 0 J^ attached hereto as
Exhibit A and incorporated herein by reference.
4. Grantee agrees to complete the construction of the landscape improvements
within one (1) year of CRA Approval. Grantee agrees to fund at least 50% of the costs of the
landscape improvements. Grantee is prohibited from paying for any improvements funded under
this program with cash; all payments for approved projects must be in the form of a check or
credit card drawing on funds from Grantee's accounts.
