Agenda 10/27/2009 Item #16E 1Agenda Item No. 16E1 October 27, 2009 EXECUTIVE SUMMARY Page 1 of 7 Recommendation that the Board of County Commissioners approves and authorizes the Chairman to sign a contract with the Southwest Florida Workforce Development Board, Inc. to allow the reimbursement of training expenses through the Employed Worker Training Program in an amount not to exceed $54,550 and approves the necessary Budget Amendment for the Public Utilities Division. OBJECTIVE: To approve and authorize the Chairman to sign the contract for the Employed Worker Training Program as specified in the Workforce Investment Act. CONSIDERATIONS: On June 23, 2009, (Item 16E15) the Board of County Commissioners approved the grant application for The Employed Worker Training Program, which is designed to improve and enhance the skills of currently employed workers. The grant is offered by the Department of Education and funded through the Workforce Investment Act through Workforce Florida, Inc. and administered by the Southwest Florida Workforce Development Board, Inc. for Region 24. These funds are not normally offered to public employers, however, utility worker positions are considered as targeted jobs this year for Region 24. The Water and Wastewater Departments of the Public Utilities Division supply vital services to the residents and visitors of Collier County. Additional training of these workers will ensure high levels of skills and competencies for these employees as they serve the needs of Collier County Water -Sewer District ratepayers. These grant funds are being requested to cover the costs for 87 employees to attend one (1) or more of eight (8) individual training programs that relate directly to the safe, efficient operations of Collier County Utility Operations. The time limit on the grant is one year from the date of execution. The grant funding will pay for training costs in the areas of operator certification, proper ' treatment processes, repair and proper maintenance of the equipment and techniques for ensuring public safety. FISCAL IMPACT: Grant revenue in an amount not to exceed $54,550 will be recognized by Budget Amendment and deposited in Water /Sewer Fund 408. The grant requires a fifty percent match in kind and this requirement will be met through the payment of these employees' wages during the training. GROWTH MANAGEMENT IMPACT: There is no impact on the Growth Management Plan. LEGAL CONSIDERATIONS: This item has been reviewed the County Attorney's Office and is legally sufficient for Board action. — CMG RECOMMENDATION: That the Board of County Commissioners approves and authorizes the Chairman to sign the contract with the Employed Worker Training Program funded by the Workforce Investment Act (WIA) through Workforce Florida, Inc. and administered by the Southwest Florida Workforce Development Board, Inc. and also approves the necessary Budget Amendment. This will enable the Public Utilities Division to accept reimbursement for expended training dollars. CONNECT Employed Worker Training Agreement to Provide Training This agreement is entered into between the Southwest Florida Workforce Development Board, Inc., hereinafter referred to as the Board, with administrative offices located at 9530 Marketplace Road, Suite 104, Fort Myers, FL 33912, and Collier County Government — Public Utilities Division hereinafter referred to as the Employer, located at 3301 Tamiami Trail East, Naples, FL 34112 for the purpose of providing advanced or occupational skills training to certain employees of the Employer. The Board agrees to reimburse training costs in accordance with the attachments to this document for an amount not to exceed Fifty Four Thousand, Five Hundred and Fifty Dollars ($54,550.00). The terms of this agreement shall begin on 10!1/2009 and end on 9/3012010. The Board is not obligated to reimburse costs incurred related to this agreement prior to the agreement begin date or after the agreement end date. The Employer agrees each employee to complete training will receive a nationally, industry, Department of Education recognized credential or certificate or the training should have a direct correlation to industry standards and employer's requirements to properly document the attainment of the advanced or occupational skills upgrade. Payments to the Employer for reimbursement of training costs will be issued only after Board receipt of copies of all participant certificates verifying skill attainment and copies of paid invoices with proof of payment (check number /date or copy of check). The final payment will not be reimbursed to the Employer until all required documentation is received by the Board. A progress payment or payments may be authorized but will be based on the Employer meeting agreed upon milestones. The Employer certifies the Employment Eligibility Verification (1 -9) documentation has been collected and is maintained by the Employer. If the participant record is subsequently selected for data validation or a quality assurance review, the Employer must provide acceptable documentation. At least one of the items used to establish the identity and/or employment eligibility of the participant on the 1 -9 must contain the name and date of birth of the individual. This agreement incorporates herein by reference the following attachments: Attachment 1 — Budget and Payment Schedule, Attachment 2 - Training Vendor Information, Attachment 3 - Trainee Information, Attachment 4 — Class Composition. This agreement contains all terms and conditions agreed upon by all parties.
