EXECUTIVE SUMMARY
Request that the Board of County Commissioners (Board) approve the waiver of the
applicable time constraints and fees for a Temporary Use (TU) permit for the placement of
temporary banners and on- site /off -site directional signs to announce the location of
immunization centers in response to the federally declared pandemic (H1N1 Virus) as a
national public health emergency.
OBJECTIVE: To seek approval of the Board to approve the waiver of the time constraints
and fees for the issuing of a temporary use (TU) permit to allow for the placement of banners to
identify the location of immunization centers in response to the federally declared pandemic.
CONSIDERATIONS: Collier County's Pandemic Influenza Plan calls for the Collier County
Health Department using an Incident Command System to respond to illness in our community and
to implement a mass immunization effort according to Center for Disease Control (CDC)
guidelines. As soon as the Health Department receives sufficient vaccine, the Department will be
opening a north H1N1 immunization clinic at the North Collier Regional Park off Livingston Road
and a south H1N1 immunization clinic at the soon to be vacated K -mart site in the Freedom Square
Plaza off Route 951 /Collier Boulevard and the US41 /East Tamiami Trail. Both sites will require
signage. Mr. Tipton from the Transportation Division will be providing variable message equipment
to provide public notice of the locations. The north site will use those and perhaps some temporary
signs placed at strategic locations near the site. The south site will use a banner as described below
which will hang below the K -mart signs.
• The banner will be 48" X 96" (4' X 8') (32 square feet).
• The banner will read "H1N 1 Vaccinations ".
• The banner will need to be displayed from November 1 through December 31 of this year.
• When the vaccination clinic is non - operational the signs will be removed or covered.
As this is a county -wide public health event in response to a world -wide H 1N 1 pandemic, Doctor
Joan Colfer, Department of Health, is requesting a waiver of both the normal fees and time
constraints for obtaining any permits needed to display temporary banners and on- site /off -site
directional signs to direct people to the vaccination sites.
FISCAL IMPACT: Application and pennitting fees for temporary signs is $200.00 per temporary
use permit.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney and is
legally sufficient for Board action. -JAK
RECOMMENDATION: That the Board by deeming this action an emergency response to a
federally declared pandemic approve the waiver of the applicable time constraints and applicable
fees for the temporary use permit and in doing so approved that all related fees to cover costs
incurred by staff be paid by Fund 1 11.
