EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners (BCC) direct staff to
credit all surplus sales net revenues from the Information Technology (IT) Fund
505 inventory to that fund.
OBJECTIVE: To have the Board of County Commissioners (Board) direct staff to credit all
surplus sales net revenues from Information Technology (IT) Fund (505) inventory to that fund.
CONSIDERATIONS: Pursuant to the FY 2010 Budget Policy adopted by the Board on
February 24, 2009 (Item 10D), the operating budget for the IT Department will be appropriated
under an internal service fund (505) wherein the Department will charge all of its users for the
services it provides. Historically Board policy has been that funds derived from the auction of
surplus capital goods from all non-Enterprise Funds are deposited into the General Fund
(001). This policy was affirmed by the Board on April 28, 2009 (Item 16E7).
This executive summary requests that the BCC direct staff to return the residual value of
capital goods from IT inventory (as realized from the net sale of surplus goods), to the IT Fund
(505). Such returned funds will be used to defray the cost of refreshing IT infrastructure
(network, storage and servers), offsetting the cost to user departments.

FISCAL IMPACT: There is no direct fiscal impact associated with this executive summary.
However, if this request is approved, future capital reserve requests will reflect funds received
from surplus sales. IT Department management estimates that annual proceeds from the sale
of surplus IT items will be $25,000 - $40,000.
GROWTH MANAGEMENT IMPACT: There are no growth management impacts.
LEGAL CONSIDERATIONS: This request has been reviewed by the Collier County Attorney's
Office, and is legally sufficient for the Board of County Commissioners' consideration and
approval. - CMG
RECOMMENDATION: Recommend that the Collier County Board of County Commissioners
direct staff to credit all surplus sales net revenues from Information Technology (IT) Fund (505)
inventory to that fund.
