EXECUTIVE SUMMARY
Recommendation to adopt a Resolution supporting the not-for-profit Immokalee
Foundation in obtaining contributions to promote entrepreneurial and job
development skills and opportunities for the youth of Immo~alee through the
Florida Office of Tourism, Trade and Economic Develop~ent Community
Contribution Tax Credit Program.
OBJECTIVE: To approve a Resolution (attached) of the Collier County Board of
County Commissioners (BCC) in support of the Immokalee Foundation, Inc., a Florida
not-for-profit corporation, in obtaining contributions to promote entrepreneurial and job
development skills and opportunities for the youth of Immokalee through the Florida
Office of Tourism, Trade and Economic Development Community Contribution Tax
Credit Program.
CONSIDERATION: As described by applicant, established in 1991, the Immokalee
Foundation is a section 501 (c) (3) tax-exempt charitable corporation organized for the
purpose of empowering and educating the youth of Immokalee from kindergarten
through high school, encouraging them to attend college, and providing vocational
programs as well as scholarships, grants and other assistance. The Foundation advises
that ninety (90) percent of the 6,000 school-age children in lmmokalee reside in
impoverished conditions, as measured by federal statistics on the percentage of children
receiving free and/or reduced school lunches; that the average reading level of high
school freshmen in lmmokalee is fourth and fifth grade; and that less than 50 percent of
school-age children in lmmokalee graduate from high school. The Foundation includes
among its goals enabling the youth of lmmokalee to graduate from high school and
complete college or vocational training. To accomplish its goals and continue its various
programs, the lmmokalee Foundation requires funding.
The Foundation is applying for contributions as an approved sponsor of its programs
through the Community Contribution Tax Credit Program. As part of the application, a
Resolution from the local government entity is required assuring this is consistent with
local plans, regulations, and the comprehensive plan.
Comprehensive Planning staff approved the Resolution.
FISCAL IMP ACT: There is no fiscal impact associated with this executive summary.
GROWTH MANAGEMENT IMPACT: There is no growth management impact
associated with this executive srnnmary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney
and is ready for Board action. -JAK.

COUN1Y~ FLORIDA, SUPPORTING THE IMMOKALEE FOUNDATION, INC~ A
FLORIDA NOT FOR PROFIT CORPORATION, IN OBTAINING CONTRIBUTIONS
TO PROMOTE ENTREPRENEURIAL AND JOB DEVELOPMENT SKILLS AND
OPPORTUNITIES FOR THE YOUTH OF IMMOKALEE THROUGH THE FLORIDA
OFFICE OF TOURISM, TRADE AND ECONOMIC DEVELOPMENT COMMUNITY
CONTRIBUTION TAX CREDIT PROGRAM
WHEREAS, having been organized on September 4, 1991~ The ImmokaIee Foundation Inc.
("The Foundation"), is a Florida not-for-profit corporation;
WHEREAS, The Foundation has complted with the registration requirements of Chapter
496, Florida Statutes, The Solicitation of Contribution Act (the" Act"), and as of June 30,
1992 was, and is currently, recognized as a tax exempt charitable organization by the
Federal government pursuant to the applicable provisions of section 501 (c) (3) of the
Internal Revenue Code;

WHEREAS, that ce~ain area of east Collier County commonly referred to as
"Immokalee" is located within Florida Enterprise Zone EZ-llOl ("EZ-llOl");

Take Stock in Children, and Immokalee Readers, by providing scholarshlps~ grants,
guidance and other assistance through various fund raising activities and events;
WHEREAS, one ofthe goals ofthe Foundation is to enable the Youth ofImmokalee to
graduate from high school and complete college or vocational training thereby increasing
and/or promoting entrepreneurial and job development skins and opportunities;
WHEREAS, The Foundation requires funding to continue its various educational and
vocational programs;
WHEREAS, The Foundation is eligible to apply for contributions as an approved sponsor
of the above described programs through the Florida Office ofTourism~ Trade and
Economic Development's Community Contribution Tax Credit Program (the "Community

Contribution Tax Credit Program" as authorized in sections 212.08 (5) (p), 220.183 and
624.5105, Florida Statutes);
WHEREAS, in the event the Florida Office of Tourism, Trade and Economic Development
approves The Foundation's application and designates it as an approved sponsor pursuant
to the applicable pro\1sions of the Community Contribution Tax Credit Program, the
variously funded educational and vocational programs for the Youth of Immokalee as
operated by The Foundation are, and will continue to be, consistent with the permitted
uses, planning goals, objectives, and regulations of Collier County, including, its
comprehensive plan;
NOW THEREFORE, BE IT RESO LVED BY THE BOARD OF COUNIY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, THAT:
1. The programs sponsored by The Immokalee Foundation, Ine., as hereinabove described, -
are consistent with the permitted uses, planning goals, objectives, regulations, and
comprehensive plan of Collier County.
2. The Collier County Board of Cou nty Commissioners supports the application of the
lmmokalee Foundation, Ine., to become an approved sponsor pursuant to the provisions of
the Community Contribution Tax Credit Program.
THIS RESOLUTION IS ADOPTED after motion, second, and majority vote favoring same

JUST THE FACTS
Who: The Immokalee Foundation is a not-far-profit, 501(c) 3, charitable corporation.
What: Empowering the children of Immokalee to succeed by helping them from
kindergarten to career by providing programs so they may graduate from high school and
complete college or vocational training.

Many social justice and government programs are grossly ineffective; functioning as

grades, steady attendance, positive attitude and community service.
