EXECUTIVE SUMMARY
Recommendation that the Community Redevelopment Agency (CRA) approve CRA staff
attendance at Florida Brownfields Association 2009 Annual Conference; authorize
payment of attendees' registration, lodging, travel and per diem from the Bayshore
Gateway Triangle Trust Fund (Fund 187) travel budget; and declare the training received
as serving a valid public purpose
OBJECTIVE: To receive approval for CRA staff to attend the Florida Brownfields Association
2009 Annual Conference; authorize payment of attendees' registration, lodging, travel and per
diem from the Bayshore Gateway Triangle Trust Fund (Fund 187) travel budget; and declare the
training received as serving a valid public purpose.
BACKGROUND: Pursuant to Resolution No. 99-4] 0, the Board of County Commissioners
has determined that attendance at functions or activities that are of educational, professional or
trade serves as a valid public purpose, provided that said functions reasonably relate to Collier
County matters.
CONSIDERA TIONS: Annually the Local Advisory Board recommends travel and training
funding for CRA staff to further their professional development. This year's Florida Brownfields
Association's Annual Conference is November] - 4, 2008 in Tampa, Florida. Two of the CRA
staff desire to attend. The maximum cost is approximately $558 per person for registration
($350/person)l1odging ($104/night) and approximately $200 for group mileage and parking
(carpooling). I
Currently the Bayshore Gateway Triangle CRA owns an environmentally challenged site that is
under rehabilitation, and in the near future will acquire a former gas station site that is
undergoing environmental remediation. Knowledge of brownfields programs, processes and
procedures will benefit the CRA in the successful cleanup of contaminated sites.
PUBLIC PURPOSE: To expand the CRA staff's professional development in the area of
brownfields. To attend the annual conference of the Flolida Brownfields Association for training
and education about browntield programs, and Environmental Protection Agency (EP A) and
Florida Department of Environmental Protection (FDEP) grant programs available to CRAs to
eliminate contaminated properties from the Bayshore Gateway Triangle CRA. Through
attendance at conference lectures and tours, attendees will become aware of successful programs
and projects in other Florida cities and counties and learn from other CRA experiences.
FISCAL IMPACT: Sufficient budget exists within the proposed FYIO Bayshore Gateway
Triangle Fund ] 87 (Travel Professional Development) to fund the requested conference
attendance. Registration fees are $350/person, lodging $104/night/person, and $300 for travel
and per diem.

LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney and is
legally sufficient for Board action. This item is not quasi-judicial, and as such, ex parte disclosure
is not required. A simple majority vote is necessary for CRA action. (STW)
GROWTH MANAGEMENT IMPACT: None.
