EXECUTIVE SUMMARY
Recommendation for the Board of County Commissioners to accept the donation
of $29,412 from the Pelican Bay Property Owners Association and the North
Naples Community Alliance that provides funds to open the Vanderbilt Beach
Branch Library on Fridays, from October 1, 2009 - March 31, 2010, and approve
the necessary budget amendment.
OBJECTIVE: To receive approval to accept a donation of $29,412 from the Pelican
Bay Property Owners Association and the North Naples Community Alliance, funding
Friday library hours at the Vanderbilt Beach Branch Library, from October 1, 2009 _
March 31,2010, and to approve the necessary budget amendment for that purpose.
CONSIDERATIONS: At the May 26, 2009 Board of County Commissioners meeting,
the Board approved accepting private donations for the purpose of extending library
hours. The Pelican Bay Property Owners Association, Inc. and a coalition of other
property owners in the North Naples area have continued to sponsor events to raise
funds for the Library.
All libraries continue to work with reduced staffing levels as a result of budget
reductions and the hiring freeze. In order to continue to provide library services at all
library facilities the hours at the smaller, neighborhood libraries remain reduced to
Monday through Thursday, from 10 a.m. to 7 p.m. Staff from the small neighborhood
libraries work at a regional or a larger library on Fridays and Saturdays.
The Pelican Bay Property Owners Association and the North Naples Community
Alliance are donating $29,412 to enable the Vanderbilt Beach Branch Library to stay
open on Fridays, from October 1, 2009 through March 31, 2010. Vanderbilt Beach
Branch hours will be expanded to include 9 a.m. to 5 p.m. on Fridays.
Four (4) part-time, temporary employees would be hired. Two have been previously
hired with funds donated in May 2009 by the same organizations. These four temporary
employees will cover the staffing demands needed to restore Friday hours at the
Vanderbilt Beach Branch Library from October 1, 2009 through March 31, 2010, and to
replace the hours lost by Vanderbilt Beach Branch Library Staff working at the
Headquarters Regional Library. Two of these part-time, temporary employees will be
assigned to the Headquarters Regional Library, for this purpose, and two part-time,
temporary employees will be assigned to the Vanderbilt Beach Branch. These positions

will be terminated April 1 , 2010 if additional funding is not provided.
The Pelican Bay Property Owners Association and the North Naples Community
Alliance have deposited funds raised for this purpose with the Friends of the Library of
Collier County, Inc. The Friends issued the check for $29,412, payable to the Library
for extending Library hours at Vanderbilt Beach Branch Library, for the first six (6)
months of FY2010.
FISCAL IMPACT: This donation adds $29,412 to the FY2010 Library Budget and fully
covers the cost of this action. No additional funding from the General Fund will be
needed.

GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's
Office, and is legally sufficient for Board action. CMG.
RECOMMENDATION: That the Board of County Commissioners approve the donation
of the Pelican Bay Property Owners' Association, Inc. and the North Naples Community
Alliance and necess~ry budget amendments, enabling the Vanderbilt Beach Branch
Library to remain open to the public on Fridays, from October 1, 2009 through March
31,2010.
