EXECUTIVE SUMMARY
--
Recommendation that the Board of County Commissioners reject Request for
Proposal (RFP) # 09-5226, Architectural/Engineering Services for the Collier
County Government Center in an effort to rebid and streamline all architectural
services into one county-wide contract for all departments.
OBJECTIVE: To obtain approval from the Board of County Commissioners to reject
RFP #09-5226 Architectural/Engineering Services for the Collier County Government
Center.
CONSIDERATIONS: County departments have traditionally contracted these services
on a department-by-department basis with expenditures for the agency approximating
$500,000 annually.
A Request for Proposals (RFP) was issued by the Purchasing Department on April 1,
2009. Notices of the RFP were sent to 522 firms. A total of 257 firms requested the full
RFP package; eighteen firms submitted proposals by the deadline of April 30,2009. A
Selection Committee appointed by the County Manager met on June 10, 2009 to
commence evaluation of the proposals. During the evaluation process, the Purchasing
Department and the selection committee determined that the scope of the contract was
not comprehensive enough to address the future needs of the agency.

Subsequently, the proposal evaluation process was suspended and the Purchasing
Department solicited input to determine whether a more strategic method for obtaining
these services would result in greater efficiency and reduced cost. More than 20
departments participated in the development of a comprehensive scope of services that
included all department requirements. The consensus was that the current proposals
should be rejected and one RFP for Architectural Services with scope to fit all of Collier
County's needs be posted publicly. On June 26, 2009 the Selection Committee met at
that time and agreed to recommend that the BCC reject this proposal and authorize the
posting of one combined RFP in September 2009.
Accordingly, staff is recommending that the RFP 09-5226 be rejected. Staff intends to
re-solicit architectural services under a single county-wide contract and return to the
Board of County Commissioners with an award recommendation(s).
