These federal funds are provided by the United States Department of Health and Human Services under the American Recovery and Reinvestment Act of 2009 and will be used to increase congregate and home delivered meals for seniors in Collier County. OBJECTIVE: That the Board of County Commissioners approves and authorizes the Chairman to sign an amendment to the ARRA 203.09 agreement with the Area Agency on Aging for Southwest Florida, Inc. to reflect an increase in the allocation of ARRA funds in the amount of $51,609.96. These increased funds are provided by the United States Department of Health and Human Services under the American Recovery and Reinvestment Act of 2009 and will be used to increase congregate and home delivered meals for seniors in Collier County. -, CONSIDERATIONS: On June 9, 2009, the Board of County Commissioners signed an agreement, agenda item 16D 11, with the Area Agency on Aging for Southwest Florida, Inc. to accept an allocation of ARRA funds in the amount of$68, 901.84 designated for Collier County to operate the initial three (3) months of nutrition program activities. Effective August 1, 2009, this amendment to the initial agreement represents additional funding in the amount of $51,609.96 ($31,731.66 for C1/Congregate Meals and $19,878.30 for C2/Home Delivered Meals). Grantees participating in the ARRA are required to ensure that funds are expended responsibly and in a transparent manner to further the job creation, economic recovery, and other purposes of the Act. These ARRA funds are provided by the United States Department of Health and Human Services through the Florida Department of Elder Affairs and are granted to the Area Agency on Aging (AAA), which then maintains an annual contract with Collier County. The special considerations which apply to the ARRA funds received by the Housing and Human Services Department are outlined in the original agreement and are identified in the Special Considerations Attachment. - FISCAL IMPACT: To provide the required match for ARRA funds, in-kind contributions must meet the same grant requirements as the cash match requirements for Older American Act funds. The County provides matching funds on an annual basis for Seniors programming. These funds have been budgeted for FY09. No transfer of ARRA funds will be pennitted. GROWTH MANAGEMENT IMPACT: None. LEGAL CONSIDERATION: This fonn amendment is provided by the Area Agency on Aging for Southwest Florida, Inc.
