EXECUTIVE SUMMARY
Recommendation to approve a Resolution authorizing implementation of a school
zone speed limit reduction to 20 MPH during school arrival and dismissal hours as
indicated by flashing beacons on westbound Lely Cultural Drive at a cost of
approximately $13,000.
OBJECTIVE: That the Board of County Commissioners approve a Resolution
authorizing implementation of school zone speed limit reduction to 20 MPH during
school arrival and dismissal hours on westbound Lely Cultural Drive adjacent to Ldy
Elementary School.

CONSIDERATIONS: Traffic Operations staff received a request from the Collier
County School District school safety staff and the school Principal for reduction of the
speed limit for vehicles on westbound Lely Cultural Drive during the school arrival and
dismissal times. Recent conversion of LeIy Cultural Drive from a dead end two-lane
roadway to a local connector 4-lane roadway has considerably changed the characteristics
of traffic in the area of the school. Additionally, due to local development in the
neighborhood, this year the school is experiencing its first year in which there are
students who will be walking and biking to school. During a field review by a
professional engineer licensed to practice in the State of Florida it was noted that Lely
Cultural Drive, with a speed limit of 35 mph, fronts Lely Elementary School and
recommends establishing a school zone at that location to insure safety of children
arriving and leaving the school on foot and on bikes.
FISCAL IMPACT: The cost of solar powered flashing beacons at the two locations as
proposed is approximately $13,000 (two installations @ $6500 ea.). Funds will be used
from Traffic Operations Project 60172.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact
associated with this Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the
County Attorney's Office and is a legally sufficient, regular agenda item only requiring a
majority vote for approval-SR T

RESOLUTION AUTHORIZING IMPLEMENT A nON OF A SCHOOL
ZONE SPEED LIMIT REDUCTION TO 20 MPH DURING SCHOOL
ARRIV AL AND DISMISSAL HOURS AS INDICA TED BY
FLASHING BEACONS ON WESTBOUND LEL Y CULTURAL
DRIVE ADJACENT TO LEL Y ELEMENTARY SCHOOL
WHEREAS, Chapter 316, Florida Statutes, permits the Board of County
Commissioners (BCC) to alter established speed limits on roads under its jurisdiction; and
WHEREAS, Lely Cultural Drive adjacent to Lely Elementary School falls under
the jurisdiction of the BCC and has a normal speed limit in excess of twenty miles per hour
(20 mph); and
WHEREAS, in accordance with Florida Statute ~9 316.189 and 316.1895, the
BCC may alter existing speed limits within school zones as may be appropriate upon the
basis of an engineering and traffic investigation; and
WHEREAS, in accordance with Florida Statute ~ 316.1895, a school zone speed
limit "may be in force only during those times thirty (30) minutes before, during, and thirty
(30) minutes after the periods of time when pupils are arriving at a regularly scheduled
breakfast program or a scheduled school session and leaving a regularly scheduled school
session;" and
WHEREAS, the results of the County's engineering traffic investigation indicate
that a reduction of the existing school zone speed limits to twenty miles per hour (20 mph)
is reasonable and safer under the conditions found to exist during the times that students
are traveling to and from the schools served by the subject school zones.
NOW, THERFORE, BE IT RESOLVED BY TIlE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA THAT:
1. There is hereby established a twenty miles per hour (20 mph) school zone speed
limit on Lely Cultural Drive during school arrival and dismissal hours at Lely Elementary
School and that the County Manager or his designee direct the Collier County Traffic
Operations Department to maintain appropriate school zone speed limit signs at that
location, including installing flashing beacons to inform motorists of the school zone and
school zone speed limit in effect when beacons are flashing.
2. A copy of this Resolution shall be forwarded to the Collier County Sheriff's
Office for proper enforcement of the established school zone speed limit of twenty miles
per hour (20 mph) at the specified location.
3. The effective date of the reduced school zone speed limit shall be after written
notification to the Sheriff's Office and upon posting of appropriate signage.
