EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners approves an after-the-
fact acceptance of the attached Federal Aviation Administration (FAA) grant offer
for $247,000 for the acquisition of 2.73 acres of land (Tract Q) purchased from
WCI Communities, Inc. on November 18, 2008 required for Phase I of the Taxiway
Project at the Marco Island Executive Airport, and associated budget
amendments.
OBJECTIVE: That the Collier County Board of County Commissioners approves an
after-the-fact acceptance of a Federal Aviation Administration (FAA) grant offer for
$247,000, and associated budget amendments, to fund the acquisition of 2.73 acres of
land (Tract Q) purchased from WCI Communities, Inc. on November 18, 2008 required
for Phase I of the Taxiway Project at the Marco Island Executive Airport.
CONSIDERATIONS: The Collier County Airport Authority applied for the FAA grant on
or about February 17, 2009. Pursuant to the Collier County Airport Authority Ordinance
No. 2004-03, the Airport Authority is authorized to submit this grant application; however
the Ordinance provides that the Board of County Commissioners is required to accept
any grant. (Ord. No. 04-03, § 7)
The Collier County Airport Authority (CCAA) received a grant offer of $247,000 from the
FAA for the for the acquisition of 2.73 acres of land (Tract Q) purchased from WCI
Communities, Inc, required for Phase I of the Taxiway Project at the Marco Island
Executive Airport.
The planned taxiway at the Marco Island Executive Airport will increase the aircraft
operation area by adding a taxi lane, which will displace current aircraft parking and
maneuvering areas. This grant will reimburse the purchase of 2.73 acres of land
necessary to extend the runway safety area at the Marco Island Executive Airport to
fully comply with FAA Design Standards by expanding the aircraft apron (north) to the
current vehicle parking area and relocating the vehicle parking area.
The total project cost is $260,000. The FAA grant award is $247,000. The County's
match of $13,000 is available in Fund 496.
Collier County CMA #5330 authorizes the County Manager to sign a grant agreement
when the grantor requires execution of the agreement within one month or less, and the
deadline has been missed for the next available Board of County Commissioners
meeting. This grant offer was received by the Airport Authority on June 29, 2009, and
the executed grant agreement is due by July 28, 2009.
FISCAL IMPACT: A Budget Amendment is necessary to reclassify grant revenue of
$247,000 out of carryforward.

GROWTH MANAGEMENT IMPACT: There is no growth management impact
associated with the Board's approval of the Authority's requests.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's
Office and is legally sufficient for Board action. This is a regular matter requiring simple

incurred in accomplishing the project consisting of the following:

as more particularly described in the Project Application dated February 17, 2009.
The maximum obligation of the United States payable under this Offer shall be $247,000 for land.
This offer is made in accordance with and for the purpose of carrying out the applicable provisions of the Federal
Aviation Act of 1958, as amended, codified at Title 49 of the United States Code. Acceptance and execution of
this offer shall comprise a Grant Agreement, as provided by Title of the Unit States Code, constituting the

SUBJECT: County Manager Review and Acceptance of a Federal Aviation Administration (FAA)
Grant Offer
The Collier County Airport Authority has been offered a grant from the Federal Aviation
Administration (FAA) in the amount of $247,000 to fund the acquisition of 2.73 acres of land (Tract
Q). This tract of land was purchased from WCI Communities, Inc, on November 18, 2008 to construct
Phase I of the Taxiway Project at the Marco Island Executive Airport.
The total project cost is $260,000. The FAA grant award is $247,000. The County's match of $13,000
is available in Fund 496.
The offer was received by the Airport Authority on June 29. 2009 and requires acceptance via
signature by July 28, 2009. We have inquired and the FAA is not able to be flexible on this date.
Therefore, due to the summer Board of County Commissioners schedule, your review, and acceptance
of this grant offer is requested. This acceptance will be followed by after- the -fact approval by the
Board of County Commissioners. This process, as outlined in CMA #5330, is acceptable to the FAA.
After you have reviewed and accepted the offer, please sign the Offer on the page identified with SIGN
HERE labels and also in the box above and call me for pickup at 2522-GRNT (4768).
The County Attorney must sign the Grant Agreement AFTER the authorized official has executed the
Agreement and the official's signature has been notarized and sealed /stamped or the Agreement is not
