EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners provides the after-
the-fact approval for the attached American Recovery and Reinvestment Act
(ARRA) Assistance to Firefighters Fire Station Construction Grant Application
that was submitted by the Ochopee Fire Control District for the renovations to
Fire Station 61 at Port of the Islands in the amount of $452,474 funded by the
American Recovery and Reinvestment Act (ARRA) of 2009 and accept
responsibility for the additional transparency, accountability and reporting
compliance requirements of these funds.
OBJECTIVE: To obtain after-the-fact approval of an American Recovery and
Reinvestment Act (ARRA) Assistance to Firefighters Fire Station Construction
Grant (FSC) Application to fund the renovations for Ochopee Fire Control District
Station 61 at Port of the Islands.
CONSIDERATIONS: On February 17, 2009 Congress passed the American
Recovery and Reinvestment Act of 2009 (ARRA) and designated $210 million for
this fiscal year to provide financial assistance directly to fire departments on a
competitive basis to build new or modify existing fire stations in order for
departments to enhance their response capability and protect the community
they serve from fire and fire-related hazards. The authority for FSC is derived
from the American Recovery and Reinvestment ACT (ARRA) of 2009 (Public
Law 111-5).
The primary goal is to help fire departments meet their firefighting and
emergency response needs. FSC seeks to support organizations lacking the
tools and resources necessary to effectively protect the health and safety of the
public and their emergency response personnel with respect to fire and all other
hazards. The program will be administered by the Department of Homeland
Security (DHS) Federal Emergency Management Agency's (FEMA) Grant
Programs Directorate in Coordination with the US Fire Administration by the
Assistance to Firefighters Grant (AFG) Program Office.
The fire station at Port of the Islands purchase was a ' pproved by the Board of
County Commissioners (Board) on November 18, 2008 (Agenda Item 10K). A
total of $788,000 in Ochopee Fire Control District funds were used for this
purchase, nearly depleting District Fund reserves. Since that time, Architectural
and Engineering fees in the amount of $53,810 have also been incurred. In
order for to complete the necessary renovations required to convert the Port of
the Islands Marina into a Fire Station within a reasonable time frame, the District
is seeking the American Recovery and Reinvestment Act (ARRA) Assistance to
Firefighters Fire Station Construction Grant in the amount of $452,474. This is a
much needed facility, as it would increase effectiveness regarding emergency

medical response to an area where the average age is 61, and would assist the
community at Port of the Islands in obtaining insurance for their residences.
The grant application was due July 10, 2009 at 1700 hrs EDT. Due to the
Board's summer schedule and the significant amount of work involved in
completing the application materials, the District was unable to prepare the
documents in time for the last meeting in June; therefore, the application had to
be submitted with approval of the County Manager as authorized by CMA #5330
and provided for approval of the Board after-the-fact.
Special Considerations Related to the American Recovery and
Reinvestment Act of 2009: Grantees are required to ensure that public funds
are expended responsibly and in a transparent manner to further the job creation,
economic recovery, and other purposes of the Recovery Act. The grant program
guidelines and subsequent grant agreement will identify additional compliance
requirements related to the ARRA, however the attached document highlights the
major requirements and how Collier County will maintain compliance.
FISCAL IMPACT: The total amount requested for the renovations is $452,474.
The grant will provide $429,851, and Ochopee Fire Control District Fund (146)
will provide $22,623 from Reserves for Capital Outlay. Following the award, a
grant agreement will be presented to the Board of County Commissioners along
with budget amendments to transfer funds to the ARRA Grants Fund (125).
GROWTH MANAGEMENT IMPACT: There is no growth management impact
associated with this Executive Summary.
LEGAL CONSIDERATION: This item has been reviewed by the County
Attorney's Office. The grant agreement will be reviewed for legal sufficiency
upon receipt. This item requires majority vote and is legally sufficient for Board

dispatch. dayluonl, kitchen, sleeping clualters. full restrootrl and showers, ADA public restroom,
three ofliccs, exercise room and storage area.hlhe building will be equippcd with a
decontamination station, washer and dryer for station clothing and an emergency generator for

Project Description
The Ochopee Fire Control District is a dependent fire district located in eastern Collier County, Florida
encompassing 1100 square miles of rural county, state, and federal lands- The major population areas include
Everglades City comprising 52% of the population and one residential development, Port of the Isles, comprising
38% of the population. The remaining population is spread throughout the District. The District presently
operates one station located in Everglades City, which provides service to the entire district. The residential
development, which comprises 38% of the Districts population, is 14.5 miles from the existing station, making
provision of emergency services to tnis area difficult. To expand fire and EMS service and provide better
response times to this residential development, the District has purchased an existing building to renovate into a
fire station facility. Since there is no existing fire station in this area and no other vacant land available for
construction of a public service facility, it was decided that the best option is to purchase and renovate this
structure. The structure is a existing marina and boat bay facility and it will he renovated into 3.856 square foot
facility that will include a single bay for an engine company, dispatch, dayroom, kitchen, sleeping quarters, full
restroom and showers. A.DA public restmom, three of flces, exercise room , storage area and a community
meeting place. The building will be equipped with a decontamination station, washer and dryer, for station
clothing and an emercemw _generator for 100 operation. The Dilstrict : us expel is edv�41.810 to date on iand

8452,474. Permitting is underway and is expected to be completed by the end of the fiscal year.
Financial Need
Due to a significant decline in property rates and an increase in the number of foreclosures, ad valorem
revenues within the District are anticipated to fall below budget amounts by as much as 11 4 %. As a result, all
County departments are required to contain spending in FY2nn9 and reduce b- dgets fll ther for FY2010. The
district spent $605,000 out of reserves and $183,000 from impact fees to purchase property for this project. The
District has also expended 824,050 and S28,860 for architectural and engineering fees. The District for the last
five year has made an effort to fund this project by rolling four ✓ard monies into reserves. Unfortunately
anticipated revenue for roiling forward reserves to fund this proiect will not be available. The District is covering
daily operations and above that, only emergency expenditures are allowed. The District is now employing a
grant effort to help finish this project. No ether grants or alternative funding sources have been identified and
traditional fund raising efforts are not allowed under County policy. The District has never been in a situation
where a partial grant was obtained but lost due to inability to fund the balance of the project. The local
community's economic situation varies th!'oughOUt ifle district Everglades City is primarily a lovder middle class
working community and the residential development comnlun,ity is predominately retired living on ri ed incomes.
The District unemployment is 12% the poverty level is ?.n °!o based on 2008 Census.
Cost- Benefit

by 82 %. Presently the average response time to the residential area is 22 minutes. All occupancies serviced by
the new facility will be within a 4 rninute response. The new facility will allovv for expanded services to include a

homeowner's insurance for residents. The area that would have been serviced will continue to see fire and
emergency medical response times in excess of 20 minutes. The local contribution to this project is presently
$841,810 this contribution was expended to secure the property and an additional a 5% match of $21,500 will be
afforded by the district. The new facility will respond to structure fires, brush fires, aircraft incidents, vehicle fires,
hazardous materials incidents, vehicle accidents, emergency medical calls, water rescue calls, and public
service calls. The new facility will have incorporated into its design "green" elements as required by County and
State Building code as well as any elements recommended by engineering and those listed in the grant
requirements.
Effect on Daily Operations
If awarded this grant the District will see an improved daily operational service for an area currently 14.5 miles
from the nearest fire station. Being embedded within the community provides for a response to fire and medical
emergencies in less than four minutes. This will also reduce the present Insurance Services Offices rating to
afford the residents a better insurance rate and also allows for the non emergency functions such as prefire
planning, company inspections, hydrant maintenance and district training to be greatly enhanced. A staffed
engine company is presently in service at the station in Everglades City will be moved to the new facility. This
engine company is presently used to service the residential development and will not reflect a reduction of
service to the district. The new facility will be incorporated into the County auto dispatch system and will provide
1 st due coverage to the adjoining East Naples Fire District and will be available for mutual aid to service the City
of Marco Island and Goodland.

Since the source of funds for this program is the American Recovery and Reinvestment Act (ARRA),
additional considerations are necessary to ensure the use of funds properly implements the purpose of
the Act. Generally, grantees are required to ensure that the public funds are expended responsibly and
in a transparent manner to further the job creation, economic recovery, and other purposes of the
Recovery Act. The following table indentifies the general requirements, including reporting
requirements and an indication of how each requirement will be met.

The period of performance for SCG Grants is 36 months

Within 90 days after the end of the period of
performance, grantees must submit a final closeout
