EXECUTIVE SUMMARY
Recommendation to approve the application sponsored by the Collier County Bar
Association to officially recognize the name, "The Honorable Hugh D. Haves Courthouse
Annex" for the new courthouse annex at the Collier County Government Center.
OBJECTIVE: To approve an application sponsored by the Collier County Bar Association to
officially recognize the name, "The Honorable Hugh D. Hayes Courthouse Annex" for the new
courthouse annex at the Collier County Government Center.
CONSIDERATIONS: The Collier County Bar Association, adhering, to the County's policy for
naming County owned facilities, submitted to the County Manager's Office an application/request
containing the signatures of 1031 persons who reside, at least part-time, in Collier County and who
agree with the recommendation to name the courthouse annex, "Zhe Honorable Hugh D. Hayes
Courthouse Annex ". It was determined by the County Manager's Office that the application appeared
to be complete and with merit, and that the steps in the process have been followed in accordance with
the County's policy for naming County owned facilities which was approved by the Board of County
Commissioners on May 13, 2003.
The following reasons were indicated by the sponsor organization as to why it is appropriate to name
the facility as requested:
The Collier County Bar Association feels strongly that Judge Hugh D. Hayes has spent his
career offering unique and extraordinary public service to the citizens of Collier County.
Judge Haves has served as a judge in Collier for over 30 years (and counting). While his
length ofservice is exceptional in its own right, the quality ofJudge Haves'service to Collier
County is all the more remarkable. Thanks to his tireless efforts, Coilier County citizens enjoy
a court system that is one of the most efcient, well- staffed and accessible in the State of
Florida. Judge Hayes'service has always gone well beyond his duties on the bench, from
mentoring local students and young laKyers to lobbying the Legislature for the funding and
staff needed to ensure that our courts meet the needs of Colliers citizens. Putting Judge
Hayes' name on this building will serve as a reminder to all of what dedicated public service
can bring to a community.
FISCAL IMPACT: There is no direct fiscal impact associated with this Executive Summary. As
required in the County's policy for naming County owned buildings, any plaque or other notation to
be placed in the Courthouse Annex must be paid for in full at no cost to the County by the sponsor
organization (unless the Board decides in a specific case that it is appropriate and in the public's
interest for the County to contribute ). Any plaque for other notation provided by the sponsor
organization must first meet the approval of the County.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with
this Executive Summary.
LEGAL CONSIDERATIONS: This item is legally sufficient for Board action. It requires a simple
majority vote. This item is not quasi-judicial and as such, ex parte disclosures are not required.

(b). "Specific, Direct. Local Benefit." The natural person whose na�e the facility is
proposed to honor must have performed significant, direct local benefit to the facility ' or at least
with regard to the site of the facility (sand or water). "Significant, direct, local tenefit" does not
include acts by a person who has benefited Florida generally (or has generally benefited the
United States) and has not rendered direct, significant local, beneficial acts t benefit Collier
County, the specific facility, or at least the general geographic area of the facility
(c). Sponsorship. Each recommendation to have a County -owned s cture named to
honor a natural person based upon that person's Iocal, beneficial acts (other than a Substantial
Financial Contribution) may be proposed to the County Manager by any individual, any
corporation, any organization or group, but only by using the attached form.
(d). Application Procedure. Each application to recommend ranting a County -
owned facility in honor of a natural person based upon that person's local acts (not based upon a
Substantial Financial Contribution) must be submitted to the County Manager by use of the
attached form. Each such sponsored application, when complete, must

1. Notwithstanding any other provision of this policy, except the referral provisions
listed below, a County -owned facility can be named in honor of a natural perso (s) provided
substantial sums of money or other substantial, valuable assets (such as land mlated to the
facility or land situate elsewhere), are contributed to Collier County by, or on bcWf of, such
natural person(s), living or deceased, to assist Collier County, directly or indirecd in acquiring
title to the underlying land, to the facility, or to some specific, identifiable part of the facility
(e.g., "The John Jones Wing of the Collier County Hospital "); provided. however, that such
person has not engaged in illegal. immoral, or otherwise improper conduct. N such natural
person need be a local person.
2. If a facility is named and it is thereafter discovered that the natural person
unbeknownst to the County, had engaged in illegal, immoral, or otherwise imp per conduct,
that brings discredit upon the County, the County may in its unbridled discmti n rename the
facility. If a facility is named after a then living natural person and that prA30n thereafter
engages in illegal, immoral, or otherwise improper conduct, that brings discredit upon the
County, the County in its unbridled discretion, may rename the facility. This discretion to
rename is and shall be subject to any then existing and enforceable provision in a written
agreement to which the County is then a party and wherein the County contral�ted away this
unbridled discretion to rename the facility.
C. il`eferrals by the County Manaa+er.
1. If the County Manager determines that the standard form application is complete
and has merit (or that the facility may appropriately be named in honor of a Substlintial Financial
Contributor, which does not require use of the standard form or any signatu s, the County
Manager shall refer the complete application, or the recommendation to nanw the facility to
honor a Substantial Financial Contributor, for review comments and suggestions, as follows:

A. To the Constitutional Officer if the facility is or will be occupied Dy, or is or will
be under the jurisdiction of, that Constitutional Officer, or to the County Division
Administrators) if the facility is or will be occupied by, or is or will be under the jurisdiction of,
the Division Administrator(s), to give each such Officer or Administrator ampl opportunity to
provide his or her written comrnents regarding the application or recomrnen on, including
opinions why the application or recommendation is or is not appropriate.
B. If the facility has historical significance, to each County- Affilsated Historical
Agency or Group.
2. The County Manager may also request input from groups that, or ipdividuals who,
the County Manager believes are closely associated with the respective facility.
3. Following the above - mentioned referrals, the County Manager, with or without
his (or her) recommendation for approval, may place the item on the Board'�S agenda for a
decision on the merits by the Board
D. Financial or In -kind Contributions by the County. In all instances, any plaque

FOR THE HONORABLE HUGH D. HAYES
BIOGRAPHICAL SKETCH AND LOCAL CONTRIBUTIONS
Judge Hugh D. Hayes received his B.A. in 1970 from the University of Georgia, and his J.D. in 1972 from the
University of Florida College of Law. At the very young age of 30, Hugh Hayes was appointed to serve as a
County Court Judge by Governor Ruben Askew in 1978. Just four years later, Governor Bob Graham appointed
Judge Hayes to ascend to the position of Circuit Court Judge, a position he has held ever since. In 1988, he
became the first judge in Florida to be awarded the Master of Judicial Studies degree from the University of
Nevada -Reno. In his more than 30 years on the bench, Judge Hayes has continued vigorously to pursue his own
education, and has served in numerous capacities to further the education of his fellow lawyers and judges.
In addition to his many educational pursuits, Judge Hayes has served on countless committees whose purpose was
to improve the administration of justice in Collier, and around the State of Florida. A few examples include the
Supreme Court Steering Committee on Families and Children in the Court, (2004 - 2006); chairman, 20th Judicial
Circuit Indigent Services Committee, (2004 to present); past member, Supreme Court Committee on District Court
of Appeal Workload and Jurisdiction; past member, Supreme Court Committee on Standard Jury Instructions in
Criminal (Misdemeanor) Cases.
Some of Judge Hayes' most significant contributions to Collier County came during his two terms as the Chief
Judge for the Twentieth Judicial Circuit, which also includes Lee, Charlotte, Hendry and Glades Counties. Judge
Hayes' tenure as Chief Judge coincided with the State's complete restructuring of the way our court system is
funded. This restructuring threatened to devastate the stability of our local justice system, and the public's
constitutional ri <aht of access to it. Judue Haves worked tirelessly with our local legislative delegation, with other
chief judges from around the state; and with the justices of the Florida Supreme Court to ensure that our local
system was adequately staffed and funded, and that our citizens would continue to enjoy access to their court
system as they had before the restructuring.
At the same time, Collier County had been experiencing growth at an explosive rate for several years, and our
system and its staffing was getting overwhelmed by the corresponding increase in court filings. Even in a very
difficult economic and political climate, then -Chief Judge Haves lobbied hard in Tallahassee and persuaded the
Legislature and the Governor ereatly to increase t he number of judges, prosecutors, public de Crider s and staff
funded for Collier County. With this increase, the citizens and businesses of Collier County enjoyed a tremendous
improvement in the speed and efficiency with which their matters could be handled in our courts.
Other contributions include Judge Hayes' championing of an effort to keep a law library available to the public
within the Courthouse. This library serves countless citizens, many of whom find themselves in the Courthouse,
facing confusing and frustrating scenarios, and the library offers a place where they can gather their thoughts and
pursue information and answers.
In addition to all of the legal, legislative, educational and civic contributions that Judge Hayes has made to our
community, perhaps his very greatest contribution lies in his attitude and demeanor, both inside and outside of the
courtroom. Judge Hayes has spent his considerable career being an outstanding ambassador for our system of
iustice. Citizens who have encountered Judge Haves seem uniformly to appreciate what he does, whether they

community, and how he has done it, Judge Hayes is a worthy recipient of the singular honor that comes in having a
building bear one's name.
