EXECUTIVE SUMMARY
Recommendation to approve a temporary Right of Entry for Lee County Electric
Cooperative, Inc. (LCEC) to stage, off -load and load electric transmission poles
and associated materials, and for access on, over and across County property at
9800 Isles of Capri Road (S.R. 951) at no cost to the County.
OBJECTIVE: That the Board of County Commissioners of Collier County, Florida
(Board) approve the attached Right of Entry. The public purpose is to assist LCEC to
provide improvements to existing electrical utility services to Marco Island, Florida.
CONSIDERATIONS: Approval of this Right of Entry will allow Lee County Electric
Cooperative, Inc. to complete their project, which involves the construction and
maintenance of electric transmission lines and associated infrastructure across the Marco
River that will ensure improved performance and electric service to Marco Island. A
Construction Narrative and Aerial containing an explanation of LCEC's plans is attached.
A location map of the proposed Right of Entry area is also attached for ease of reference.
The attached Right of Entry has been reviewed and approved by the Public Services
Division and the County Attorney's Office.
LEGAL CONSIDERATION: The attached document has been approved for form and
legal sufficiency. This item is not quasi - judicial and no ex parte disclosures are required.
This item requires a simple majority vote for approval, and is legally sufficient for Board
action. JBW
FISCAL IMPACT: There will be no fiscal impact associated with this project.
GROWTH MANAGEMENT IMPACT: There is no impact to the Collier County Growth
Management Plan.
RECOMMENDATION: That the Board of County Commissioners of Collier County,
Florida approves and authorizes the Chairman to execute the attached Right of Entry.

1381W Rebuild - Marco River Structure Crossings
Scope of Project/ Construction Narrative
LCEC plans to re -build two existing damaged h -frame structures on the Marco River, by replacing them
with hybrid -style single pole structures at new locations directly south of the overhead line. Project vicinity
is north of the CR 951 ()olly) Bridge approaching Marco Island. The existing overhead 1381zV line is a radial
feed that serves Marco Island; therefore any re -build effort will have to be done under energized conditions,
with a subsequent removal of the old facilities happening after re- connection and energization of the new
line. In general, the new centerline of poles will be located -25' south of the existing structures.
Structure No. 6A -029 is located in 3' to 6' water depth; structure No. 6A -030 is in approx 10' to 14' water
depth. See Metron Bathymetric Drawing 10970bathMLW, attached. Bio assessment reports have been
produced by WDB & Associates (September 2008).
Since mean -low water depths will range from 2' deep near the shores, to 12' deep in the channel vicinity,
barge construction will be required. At least two barges will be required for transport/construction. Each
barge area will be no more than 40' wide by 90' long, full -load draft requirements not to exceed 2 feet.
For the new installations, two -piece poles (delta conductor configuration, TP -138 Hybl) will be proposed,
consisting of a lower spun- concrete section (64' long, 65,000 Ibs) and an upper galvanized steel multi -tube
section (122' long, 19,000 lbs). The pole heights will account for not only the water - submerged embedment
(34' plus water depth), but also the additional marine vessel mast clearances required across the channel
per Coast Pilot Chart 11429 and 11430 (71' at midspan). The new structures will be stored at LCEC's Belle
Meade Substation yard until construction is awarded. All materials will be transported from the yard to a
barge loading site 6 miles westerly off of CR 951. From there the barge transport of materials and
construction equipment will float approximately 1/z mile to reach the structure rebuild sites (see attached
aerial for details).
The new poles will be direct- embedded into the riverbed by angering to a specified depth, then jetting in
the concrete section of the pole to a final depth of at least 34 feet below the mud surface. Floating
turbidity screens will be installed during all construction activities to contain siltation and limit turbidity
around a construction area of approx 200'x 200'. Distance from the center of the navigation channel to
the edge of the turbidity screens will be no less than 250 feet. Upon energization of the new alignment, the
old damaged facilities will be removed, including the pile cap foundations. The construction period is
expected to last a maximum of 8 weelzs assuming that fair weather is prevalent.
Construction equipment proposed for this segment will be all barge- mounted. A 130' -reach crane, 80 -ton
capacity will be needed for foundation installation, pole erection, wire stringing, and the subsequent
removal of existing facilities. Additional support equipment for 5' diam. polehole jetting and poletop
assembly would include barge- mounted air jet pumps, a buclzet truckz, and hydraulic equipment.
