EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners approve and authorize the
Chairman to sign an amendment to the Continuum of Care (CoC) Supportive Housing
Program (SHP) Grant Agreement FL14B50 -6001, between the U.S. Department of
Housing and Urban Development (HUD) and Collier County Board of County
Commissioners.
OBJECTIVE: For the Board of County Commissioners to amend the agreement FL141350-
6001 between the U.S. Department of Housing and Urban Development and the Collier County
Board of County Commissioners to extend the term of the agreement until January 31" 2011 and
amend the agreement scope in order to allow the use of SHP funds to pay for the installation of
playground equipment for the transitional housing cottages, which are operated by the Shelter for
Abused Women & Children (SAWCC).
CONSIDERATIONS: At the May 27, 2003 BCC meeting, the Board gave approval for the
County to become the Lead Agency and apply to HUD on behalf of the County's social service
agencies for the annual Continuum of Care Homeless Assistance (CoC) grant. On May 24,
2005, the Board approved the submittal of a Continuum of Care (CoC) grant application to HUD
for three projects requesting $622,521 in homeless funding. In December 2005, the County was
notified that the three grants were funded for a total amount of $622,521.
At the July 25, 2006 BCC meeting, the Board gave approval to accept the Continuum of Care
(CoC) grant in the amount of $622,521, which included a grant in the amount of $226,266 for the
Shelter for Abused Women & Children (SAWCC) for new construction of transitional housing,
supportive services, operations, and administration costs. This funding is a "pass through" from
the County's Housing and Human Services Department as the CoC Lead Agency.
All other objectives under the scope of this agreement have been met. The unallocated funds,
will apply towards the building of a playground for the participants of the transitional housing
program, which is an eligible use of funds under the Continuum of Care program regulations. In
addition, funds from the New Construction budget line, as well as the Operating budget line,
have been shifted to the Supportive Services budget line, in order to pay for the salary of the
transitional housing advocate who works with the families of the shelter. These changes along
with an extension are being granted in order to allow unallocated funding from this grant to be
applied towards a new and approved project by HUD. The re- allocated funding is available due
to previous projects within this grant being completed under budget. This change will
necessitate a reallocation between line items in the budget, but will not change the amount of the
grant agreement between Collier County and the Shelter for Abused Women & Children.
FISCAL IMPACT: Collier County has been receiving U.S. Department of Housing and Urban
Development funding for eligible CoC -SHP projects since 2003. Approval of this amendment
will not increase the grant agn-eement amount. No general funds are being utilized in this
initiative.

GROWTH MANAGEMENT IMPACT: This amendment to the grant with the Shelter of
Abused Women and Children is consistent with the goals and objectives of the Housing Element
of the County's Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's office
and requires majority vote only. This item is legally sufficient for Board action. -CMG
RECOMMENDATION: For the Board of County Commissioners to approve and authorize the
Chairman to sign an amendment to CoC SHP FL14B50 -6001 agreement between the Board of
County Commissioners and HUD extending the term of the agreement to January 31, 2011, and
to allow for a change in the scope of the agreement and redistribution of funds between line
items of the budget.

GRANT AGREEMENT AMENDMENT
This Agreement is made this 06/15/09 day and between the United States Department
of Housing and Urban Development (HUD) and Collier County Board of
Commissioners. the Recipient.
RECITALS
1. HUD and Recipient entered into the Grant Agreement dated 07/2 08 for project
number FL14B50- 60011ocated at Naples Florida.
2. Under the terms of the Grant Agreement, Recipient received a grant from HUD
in the amount of 12g§,266 to be used to carry out the project described in the
Grant Agreement over a three (3) year period. The term of that Grant
Agreement will end 07131/11
3 . Recipient desires to make a change in the project: The changes that the
grantee is requesting are as follows: due to unforeseen circumstances
they are seeking an amendment to build a playground for the children of
the clients in the permanent housing for abused women, which has been
determined an allowable cost under the HUD regulations. As the
construction of the project progressed, and additional funding became
available, the transitional housing program grew. It became evident that
more funding would be necessary in order to keep the transitional housing
advocate and working with the families transitioning from SHELTER, into
transitional housing program, and onto Independence. For this reason,
these additional funds are needed In Supportive Services.

was initially selected.
2. The need for assistance for homeless persons continues within the jurisdiction
within which the project is located and the need for the project continues.
3. HUD has reviewed the project and the performance of the Recipient and has
determined that the project is worthy of continuation.
4. HUD and the Recipient have agreed to amend the Grant Agreement to [as
