Agenda 07/28/2009 Item #16C13Agenda Item No. 16C13 July 28, 2009 Page 1 of 13 EXECUTIVE SUMMARY Recommendation to award Bid Number 09 -5267 "Rehab Reactor #1 - SCRWTP" in the amount of $97,400 to Douglas N Higgins, Inc. to complete the rehabilitation of the Reactor #1 at South County Regional Water Treatment Plant. Project No. 71065.5. OBJECTIVE: To obtain Board approval to award Bid Number 09 -5267 to complete the rehabilitation of the Reactor 41 at South County Regional Water Treatment Plant (SCRWTP). CONSIDERATIONS: There are three reactor tanks located at SCRWTP which are used in the Lime Softening Treatment Process. The tanks have a capacity to treat 12 million gallons of raw water per day. These structures basically combine three functions as part of the water treatment process: mixing, residuals recirculation, and sedimentation. Lime and other chemicals are applied to the mixing zone where solids are formed and accelerate the chemical reactions. Through continuous recirculation of the residual solids or sludge, the water becomes more stable and moves upward to flow into outlet chambers. The mixing and recirculation zone is separated from the sedimentation zone by a conical wall inside the tank. The raw water in reactor #1 is penetrating through the tank wall, and moisture and calcification have formed on the outside of the tank. This condition put reactor #1 out of compliance with the Florida Department of Environmental Protection (FDEP), as documented in the attached Compliance Inspection Report dated January 16, 2009, page 6, item 5. The scope of this project is to clean, repair and recoat the interior of reactor #1 to stop the filtration of water through the concrete onto the exterior walls of the structure. The bid for the reactor #1 was advertised on June 6, 2009. Bids were publicly opened on July 1, 2009. The received quotes are summarized in the following table: BIDDER TOTAL Amherst Maintenance Inc. $97,400.00 Douglas N. Higgins, Inc. $97,9511.00 Gulf Coast Contracting, LLC $100,820.00 Mitchell & Stark Company, Inc. $1 18,000.00 Professional Tank Cleaning, Inc. $136,200.00 Spectrum Contracting, Inc. $161 ,006.00 Southland Painting Corp. $220,700.00 Collier County staff's estimate for this repair is $100,000.00 and finds the bids to be fair and reasonable and recommends awarding the contract to the Douglas N. Higgins, Inc for $97,400.00. This company was the second lowest bidder and claimed the Local Vendor Executive Summary Award of Bid 09 -5267 Page 2 Agenda item No. 16C13 July 28, 2009 Page 2 of 13 Preference, matching the lowest bidder in accordance with Collier County Purchasing Department Policy. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office. It is not quasi-judicial and requires no ex pane disclosure. A majority vote is necessary for Board action. - -HFAC FISCAL IMPACT: This Project is consistent with the 2008 Water Master Plan Update adopted by the Board of Collier County Commissioners on June 24, 2008. The source of funds is Water User Fees, fund 412. Funding is available under the SCRWTP Technical Support Project, and is consistent with the FY 09 budget in Project Number 71065.5, as stated in the 2008 Water Master Plan Update, Table 8 -2, page 4 of 5, line 115 GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the viability of public facilities. The system needs to fully implement the Cross - Connection Control Program. No evidence was provided at the time of inspection that an enhanced inspection program and enhanced education program has not been implemented for areas served by reuse water. Rule 62- 555.350(2), F.A.C. 5. Reactor #1, built in 1983, is offline for maintenance. Evidence of multiple cracks and unsuccessful leak repairs are evident. — Repair or replace the reactor and submit a two day bacteriological clearance prior to placing it back into service. Chlorine ventilation louvers at the Carica Pump Station did not seal when turned off and there was no air intake into the chlorine store room — Provide floor level cross ventilation in both rooms and as needed repair or replace the exhaust fans. The Chlorine room at the North and South Plant did not have floor level cross - ventilation. — Provide floor level cross - ventilation or vent the room to the chlorine scrubber and install a sensor switch to the scrubber to activate it upon detection of a chlorine leak. Rule 62- 555.320(13)(a)8, F.A.C. 8. Rotometer for chlorine was stuck at the North RO plant — Repair the stuck rotometer. Rule 62- 555.350, F.A.C. RECOMMENDATIONS: 1. The Department recommends that the rest of pipe on the back of the ground storage tank at Manatee Road Station be painted. 2. The Department recommends that down facing protected (screened) well vents be installed on each well. 3. The Department recommends that the electrical conduit of each well pump be sealed. 4. The Department recommends that where an air relief valve is provided at the well the discharge piping be directed off of the well pad. 5. The Department recommends that you update your Preventive Maintenance Plan to look for and correct any corrosion and leaks in a timely manner. COMMENTS: 1.
