Recommendation that the Board of County Commissioners approve and authorize the
Chairman to sign a Pre -Award Cost Request Form requesting a pre -award credit of $54,164.80
in staff time and expenditures as an addition to the grant application to the Florida Department
of Community Affairs for the Hazard Mitigation Grant Program for up to $320,000 to construct
a six -inch High Density Polyethylene leachate pipe at the Collier County Landfill.
OBJECTIVE: To obtain approval of a Pre -Award Cost Request Form requesting pre -award credit of
$54,164.80 in staff time and expenditures as an addition to the grant application to the Florida
Department of Community Affairs for the Hazard Mitigation Grant Program (HMGP) to fund the
construction of a six -inch High Density Polyethylene (HDPE) leachate pipe at the Collier County
Landfill.
CONSIDERATIONS: On March 24, 2009, (Agenda Item 16C4) the Board of County Commissioners
(BCC) approved submittal of a Hazard Mitigation Grant Program application to the Florida Department
of Community Affairs for the construction of a leachate pipe at the Collier County Landfill.
The leachate pipe is an essential piece of infrastructure in the normal solid waste processing for
residents and businesses of Collier County. Landfill leachate is water exposed to waste in a landfill.
This program will provide capacity to handle additional leachate created by a severe storm or other
catastrophic event. The leachate is pumped to and processed at Collier County's South County Water
Reclamation Facility. Constructing a six -inch HDPE landfill leachate pipe will protect the public
health, safety, and welfare due to natural and man-made disasters.
After the BCC approved the grant application submittal, staff was advised by Florida Emergency
Management staff of a new pre -award cost funding opportunity. County staff has applied for this
additional funding opportunity and is requesting Board approval for submission.
FISCAL IMPACT: If the grant application is approved, FEMA will reimburse Collier County for 75
percent of the pre -award project costs of $54,164.80. This grant requires a 25 percent local match.
Staff estimates there will be approximately $20,000 in staff time related to project and grant
management.
GROWTH MANAGEMENT IMPACT: There is no impact on the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is legally sufficient for Board action. This is a regular
item requiring a majority vote. - JBW
