- EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners approve and authorize the
Chairman to sign a Pre -Award Cost Request Form requesting pre -award credit of $5,796.00 in
staff time and expenditures as an addition to the grant application to the Florida Department of
Community Affairs for the Hazard Mitigation Grant Program for up to $50,000 to install
aluminum roll down shutters and supporting equipment on the Collier County Environmental
Compliance and Landfill Scale House facility.
OBJECTIVE: To obtain approval of the submittal of a Pre -Award Cost Request Form for $5,796.00
in staff time and expenditures as an addition to the grant application to the Florida Department of
Community Affairs for the Hazard Mitigation Grant Program (HMGP) to fund the installation of
thirteen aluminum roll down shutters on the Collier County Landfill Environmental Compliance and
Scale House facility.
CONSIDERATIONS: On March 24, 2009, (Agenda Item 160) the Board of County Commissioners
(BCC) approved the submittal of a Hazard Mitigation Grant Program application to the Florida
Department of Community Affairs.
During a natural disaster, the Collier County Landfill Environmental Compliance and Scale House is an
essential facility in the process to:
• Clear the streets of disaster - related debris to allow emergency personnel to assist citizens.
• Collect disaster - related debris and rotting food.
• Assist the community to recover from a disaster.
• Collect accurate data for FEMA reimbursement for disaster recovery costs.
• Provide office and shelter space for essential Solid Waste Management Department employees
and contracted employees who must operate the landfill pre - and post- disaster.
Installing aluminum roll down shutters and supporting equipment on the Collier County Environmental
Compliance and Landfill Scale House facility will substantially reduce or eliminate the potential loss
of life and public property, and protect the public health, safety and welfare due to natural and man-
made disasters.
After the BCC approved the original grant application submittal, staff was advised by Florida
Emergency Management staff of a new pre -award cost funding opportunity. County staff has applied
for this additional funding opportunity and is requesting Board approval for submission.
FISCAL IMPACT: If the grant application is approved, FEMA will reimburse Collier County for 75
percent of the pre -award project costs of $5,796.00. This grant requires a 25 percent local cash match.
Staff estimates that there will be approximately $10,000 of total in -kind staff time for project and grant
management.
GROWTH MANAGEMENT IMPACT: There is no impact on the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is legally sufficient for Board action. This is a regular
