EXECUTIVE SUMMARY
Recommendation to approve a change order to a work order in the amount of $43,950.00
to Post, Buckley, Schuh & Jernigan, Inc. (PBS &J) for contract #06 -3969 "Fixed Term
Professional Engineering Services" for the Lely Area Stormwater Improvement Project
(LASIP), Whitaker Road Improvements (Project No. 51101) necessary to relocate utility
pipelines in conflict with stormwater improvements due to unforeseen conditions.
OBJECTIVE: To add services to existing contract by change order to assist the Transportation
Services Division, Stormwater Management Section in the identification, relocation, permitting
and construction oversight for the relocation of the utility pipelines in conflict with the
stormwater improvements. The need for these additional services is described in greater detail
on the attached Professional Engineering Services for LASIP Whitaker Road Project - Scope of
Work.
CONSIDERATION: The purpose of the overall LASIP project is to provide a comprehensive
stormwater outfall system for the area of East Naples, which has experienced an increasing level
of drainage related problems as growth has continued in the area. The drainage area of LASIP
consists of about 11,135 acres and consists of two sub - basins known as the Lely Canal Basin
system and the Lely Manor Basin system. The Lely Canal Basin discharges into an estuarine
coastal zone along the intercoastal waterway near Dollar Bay. The Lely Manor Canal discharges
into an estuarine coastal zone near the headwaters of Sandhill Bay and eventually into Rookery
Bay.
This segment of the project will provide stormwater design services which include the LASIP
improvements for all of Whitaker Road from County Barn Road to the Santa Barbara corridor,
including the box culvert located along the western border of Royal Wood Country Club. The
scope of work includes data collection, design services, permitting, professional meetings and
bid services. The requested change order involves identification, relocation, permitting and
construction oversight for the relocation of the utility pipelines in conflict with the stormwater
improvements.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is not quasi-judicial and requires no ex parte disclosure, requires only a
majority vote for approval, and is otherwise legally sufficient for Board action. —SRT
FISCAL IMPACT: Funding in the amount of 543,950.00 is available in the Stormwater
Capital Projects Fund (325) LASIP Project (Project No. 51101).
GROWTH MANAGEMENT IMPACT: The LASIP Whitaker Road Stormwater
Improvement project is in accordance with the goals and objectives of the Drainage Sub - element
of the Growth Management Plan for Collier County Stormwater Management..
RECOMMENDATION: That the Board of County Commissioners approve a change order to a
work order for the LASIP Whitaker Road project in the amount of`$43,950.00 with PBS &J, Inc.,

Additional Professional Services Assignment

As requested by Collier County, specific utility adjustments were identified during the
data collection and design process for the LASIP project.
The purpose of this Work Assignment is to provide professional services for the
identification, relocation, permitting, and construction oversight for the relocation of the
utility pipelines in conflict with the stormwater improvements. Specifically this includes
a 20 -inch reclaimed water main, a 30 -inch wastewater force main, and an 8 -inch potable
water main in conflict with the proposed storniwater improvements in the project area.
The following scope of work is presented in accordance with Collier County Contract
Number 06 -3969 "Fixed Term Professional Engineering Services ".
SCOPE OF WORK
PBS&J will provide the following professional services:
Task F — Record Information Review & Conflict Identification
PBS &J will review the available record drawings, provided by Collier County, and
identify potential utility conflicts within the LASIP project area. This review is necessary
to confirm already identified potential conflicts in certain locations, but also to verify that
other utility conflicts are not present within the project corridor, based on available
records. This task will identify the specific locations where subsurface utility
engineering (SUE) data will be required for designing of pipeline conflict resolutions.
PBS &J will contact other local utilities providing electricity, communications, and gas
and request their record information in the project area. This information will
electronically be integrated into the design base map. Potential utility conflicts will be
identified for these utilities, however, this scope of work does not include design or
permitting efforts for relocation of these private utilities.
Task G — Additional Survey & Subsurface Utility Engineering (SUE)
PBS &J will coordinate with the local surveyor to obtain the necessary SUE infomiation
needed for the utility resolutions identified in Task F. Specifically, the data needed will
include location of utility pipes (horizontally and vertically), confirmation of pipeline
diameters, and verification of the materials of construction. This task is included and will
be invoiced based on time and material charges with an aggregate not -to- exceed amount.

Preliminarily, this SUE effort is included for the following pipelines:
• 20 -inch reclaimed eater main parallel to Whitaker Road
• 30 -inch wastewater force main parallel to Whitaker Road
• 8 -inch water main parallel to Nh'hitaker Road & associated connections
• 8 -inch water main south of Whitaker Road between developments
• Force mains for lift stations at the western project area on Whitaker Road
Horizontal and vertical controls are assumed to be present within the site boundaries for
the stormwater improvements and will be used to maintain common datum and geometry.
Geotechnical reports are also assumed to have been conducted and will be made available
for review by the utility design team and are thus not included in this scope of work.
Included in this task is a site visit for PBS &J desian engineers and Collier County staff to
confirm the relocations, to discuss any potential field conflicts, and to better understand
the overall project goals and intents.
Task H — Utility Relocation Design Services
PBS &J will provide design services for the utility relocations necessary to cornplete the
stormwater improvement project.
Services under this task include development of plan and profile sheets for the private
utilities within the project area, relocated public utilities. Collier County standard detail
sheets. Collier County standard technical specifications for utility improvements, and
integration into the LASIP stormwater improvement contract documents.
PBS &J will subirtit two (2 ) 11" x 17'" sets of 90(C desian plans to the County for review
and comment. Upon receipt of comments. PBS &J will revise the utility relocation plans,
include applicable County comments, and issue a final set of contract documents for the
utility relocations as part of the overall LASIP stormwater improvement project.
Task I — Permitting
The following utility permits and reviews apply to the utilitti, components of this project:
• Wastewater (force main) relocation permit. FAC Form 62 -604 300(8)(a)
• As long as the utility relocations are less than 100 linear feet.. relocation permits
are not required for the eater main ( per FAC 6?- 555.520) or the reclaimed main
)per correspondence with FDLP)

The Florida Department of Environn;ental Protection has confirmed the need for the
wastewater force main permit. PBS &J will prepare the FDEP permit application and
supporting documents for signature by the County. In addition, PBS &J will prepare and
submit to the Collier County Utility Department for review and comment. PBS&J will
respond to up to two (2) requests for additional information (RAIs) during each
permitting process. It is assumed that all stormwater, earth - moving, or other permits
were covered under the original _tssienment and are therefore. not included in this scope
of work. All permit fees are the responsibility of and will be paid for by the County.

Due to the nature of these utility conflicts delaying the overall project timeline, PBS &J
will complete the above listed tasks within 120 days of receiving a Notice to Proceed
from the County. Obtaining permits from regulatory agencies is always difficult to
anticipate their level of cooperativeness; however, PBS &J will show good faith and
responsiveness to any RAIs to expedite the pennitting process. In the event a delay has
been identified, PBS &J will notify the County immediately.

scope of work will be based on a billing type listed below.
