EXECUTIVE SUMMARY
Recommendation to approve the sole source purchase of Wavetronix Data Collector
Appliance, as well as the Data Translator Plug -in from Transportation Control Systems,
Inc., in the amount of $78,690.00 from the PUD Monitoring/Traffic Counts Project No.
69124
OBJECTIVE: To purchase Wavetronix Data Collector Appliance, as well as the Data
Translator Plug -in, from Transportation Control Systems, Inc. ( "TCS "), for measuring real time
and historic traffic demand on the County's arterial and collector roadways.
CONSIDERATIONS: The Board of County Commissioners has previously approved purchase
and installation of the Wavetronix Permanent Traffic Count Stations by sole source acquisition
on September 09, 2008, from TCS. The Transportation Planning Department is seeking to
purchase the Wavetronix Data Collector 25 Server Appliance, as well as the Data Translator
Plug -in. Currently, most traffic counts are obtained from 24 -72 hour volume studies conducted
at quarterly intervals and at specific locations throughout the County. This data is needed to
create the Annual Updated Inventory Report (AUIR) as required by the Growth Management
Plan. The data for these counts are currently manually downloaded, and are then manually
added to a spreadsheet for use in the AUIR. With the Wavetronix Data Collector this will all be
completed electronically reducing the possibility of human error. This will increase productivity
by decreasing the amount of time that the data is manually worked on. Thus it will be reducing
the cost of the process for the County. Wavetronix Data Collector Appliance with the Data
Translator Plug -in, the system offered only by Wavetronix through TCS met all of the criteria set
by staff. The following criterion was established for product evaluation:
1. Capable of measuring speed, volume, vehicle class and occupancy.
2. Must have the ability to communicate with both current and future count stations.
3. Must be able to translate all count station types into one uniform format.
4. Must be able to produce reports on a daily /weekly /monthly basis.
5. Must convert reports to a required format for the Collier County Concurrency
Management System.
Staff has successfully completed negotiations with Wavetronix in the amount of $78,690.00.
Funds for this project have been accumulated from payment in lieu that has been collected for
annual PUD traffic monitoring requirements per LDC Section 10.02.13.F.2.e and must be used
by the County for traffic monitoring.
FISCAL IMPACT: Funds in the amount of $78,690.00 are available in the PUD
Monitoring /Traffic Counts Project No. 69124 in the Gas Tax Fund (313).

LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is not quasi- judicial and requires no ex parte disclosure, requires only a
majority vote for approval, and is otherwise legally sufficient for Board action. —SRT
GROWTH MANAGEMENT IMPACT: Traffic monitoring is consistent with the Growth
Management Plan. Traffic monitoring is required to complete the AUIR and is a function
necessary for the concurrency management system.
RECOMMENDATION: That the Board of County Commissioners approve the sole source
purchase of Wavetronix Data Collector Appliance, as well as the Data Translator Plug -in from
Transportation Control Systems, Inc., in the amount of $78,690.00 from the PUD
Monitoring /Traffic Counts Project No. 69124.
