Recommendation that the Board of County Commissioners (BCC) approve a
project charter directing staff to proceed with the development of a county wide
Master Mobility Plan (MMP).
OBJECTIVE: To obtain BCC approval of a charter directing staff to proceed with the
development of a county -wide Master Mobility Plan.
CONSIDERATIONS: Over the past ten years Collier County has seen a dramatic swing
in land development demands that has put a tremendous strain on resources and finances.
The County implemented growth management initiatives and financial plans that took
into account significant back log needs while contending with a record setting demand
for infrastructure and services. The environment created a very reactive mode to
managing our needs. The Transportation Planning Department, in coordination with the
Comprehensive Planning Department, is now looking at a proactive way of managing the
ultimate build out mobility needs of the county. The MMP will focus on demand
management and early coordination rather than trying to finance mobility based on
existing land use regulations. From a business perspective, reducing the physical demand
for infrastructure is a far more practical approach than supporting mobility via continuous
expansion planning and the need for increasing revenues such as impact fees, taxes, tolls
and ad valorem.
Approved HB 697 and proposed federal legislation all require local comprehensive plans
to include a section in the traffic circulation element that indirectly reduces greenhouse
emission through direct reductions in Vehicle Miles Traveled (VMT). The MMP focuses
on several factors that would meet the compliance standards from HB 697. The
Transportation Planning Department was also a successful recipient of a Department of
Energy (DOE) grant that was approved by the BCC on June 9, 2009 as item 10E. The
attached project charter provides a description of the concepts outlined within the MMP.
The project charter has been endorsed by each Division Administrator and upon approval
of the charter by the BCC, the project will be set in motion. The MMP will coordinate all
the data from the East of 951 Horizon Study, the East of 951 Bridge Study, the
Interactive Growth Model, the Long Range Transportation Plan, the Rural Land
Stewardship Area update and all long range plans from each division and key
stakeholders with consideration from each reviewing /permitting agency and
environmental /agricultural advocacy groups.
The MMP will be a single unified planning document that will provide a concise and
practical guide to how we achieve mobility for people, goods and services while
protecting habitat, environmentally sensitive land and agriculture with the primary focus
of reducing VMT through demand management and coordination of purpose. The MMP
will revolve around the following master plans and concepts:
• Infrastructure Master Plan that provides direction on infrastructure, reducing
redundancies and increasing synergy with the goal of reducing VMT.
• Land Use Master Plan that strategically locates public services as well as
private residential, commercial and industrial development with the goal of
reducing VMT.
• Mobility Master Plan that incorporates multi -modal transportation alternatives
with the goal of reducing VMT.

Wildlife Crossings and Habitat Preservation Master Plan that identintige 2 of 10
environmentally sensitive land, habitat and agricultural land that will give
credibility and support to the infrastructure and mobility needs.
Signed MOU's (Memorandum of Understanding) that define, validate and
document the commitments and expectations of Collier County Government
agencies, primary stakeholders and outside agencies.
The MMP will culminate with the adoption of the above plans and agreements with a
concise set of objectives and policy recommendations that would manage the
implementation. The updated objectives and policy recommendations will be an integral
part of the EAR process scheduled through Comprehensive Planning for the spring of
2011.
FISCAL IMPACT: The MMP will be funded by an approved DOE grant in the amount
of $473,476 and General Planning Consultant contracts already in place. A 10%

reduction in 'VMT on the 2030 roadway network would mean a daily fuel savings of over
$600,000.
GROWTH MANAGEMENT: The MMP is consistent with existing goals and
objectives already in place and will provide back up information to generate new policies
to be compliant with HB 697 and support the upcoming EAR based amendment process.
LEGAL CONSIDERATIONS: This item is ready for Board consideration and
approval. No ex parte disclosures are required. A simple majority vote is necessary for
Board action. - -HFAC
RECOMMENDATION: That the Board of Commissioners approve a charter directing
staff to proceed with the development of a county -wide Master Mobility Plan (MMP).

The purpose of this proposed project will be to develop and obtain consensus for what will be called
the "Master Mobility Plan" (MMP). This plan will guide the need and location of land use, public
services (Libraries, EMS, Schools and Parks ... etc), multi -modal transportation and various
infrastructure while protecting environmentally sensitive land, habitat and agricultural land with the
primary objective of reducing Vehicle Miles Traveled (VMT).
1.2 Project Description
The MMP is intended to be a concise and practical plan that will manage growth in a sustainable,
financially feasible and environmentally responsible manner. The plan will be developed within a 24
month time frame. In addition, implementation of certain sub elements of the plan such as local
street network connectivity, signal timing and other projects that reduce greenhouse gases and
VMT will be initiated during the development of the MMP. This plan will inherently allow for flexibility
through the development and integration of Growth Management Plan goals, objectives and
policies as well as Land Development Code criteria that will help accomplish the following:
❖ Provide needed infrastructure and reduce redundancies by the establishment and
incorporation of an Infrastructure Master Plan with the goal of reducing the VMT.
❖ Strategically locate public services as well as private residential, commercial and industrial
development by the establishment and incorporation of a Land Use Master Plan with the
goal of reducing the VMT.
❖ Incorporate multi -modal transportation alternatives by the establishment and
implementation of a Mobility Master Plan with the goal of reducing the VMT.
❖ Preserve environmentally sensitive land, habitat and agricultural land by the establishment
and incorporation of a Wildlife Crossings and Habitat Preservation Master Plan
Secure MOU's (Memorandum of Understanding) that define, validate and document the
commitments and expectations of Collier County Government and the primary stakeholders
and agencies.
1.3 Project Goals and Objectives
The development and implementation of the MMP will result in job creation, job retainment, a
measurable reduction of fossil fuel consumption and less impact to the environment caused by
future growth.
The MMP will help guide Collier County through its next phase of growth efficiently and effectively.
The investment in transportation, environmental protection, and other infrastructure will provide
long -term economic and environmental benefits. Mobility investments and subsidies are justified in
that they will stimulate economic development by:
❖ Increasing and improving cost - effective, environmentally responsible mobility options.
❖ Result in more cost effective transportation facility and service investments.
❖ Increase transport system efficiency (reduces total costs or increase total benefits).
❖ Reducing resource costs, such as the amount of fuel consumed per unit of transport, and
the amount of land devoted to transport facilities.
❖ Significantly reduce VMT. The savings that results when motorist reduce mileage are
widely distributed throughout the economy.

Job creation and job retention is one of the chief objectives of the MMP. The plan intends to
stimulate the economy through the creation of needed infrastructure improvements, development of
public, residential, commercial, and industrial establishments. These developments will accelerate
job growth within the county and promote shorter travel times hence further decreasing total VMT
per year.
Increased accessibility (people's ability to reach desired activities) and mobility (physical
movement) provides a benefit to society, including direct benefits to users (people engaged in the
transport activity) and external benefits to the environment.
Virtually every economic and social activity involves transport. Some types of mobility, such as a
life- saving trip to a hospital or expedited delivery of a valuable good or service, have extremely
large benefits. The strategies and plans implemented as part of the MMP will be sustainable over
the long term by:
