EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners provides after-the-fact approval for the
attached Assistance to Firefighters Grant application that was submitted to the Federal Emergency
Management Agency for the purchase of a Pumper ALS Transport Vehicle for Emergency Medical
ServiceslFire in the amount of $380,000.
OBJECTIVE: To receive after-the-fact approval from the Board of County Commissioners to submit an
Assistance to Firefighters Grant (APO) application to the Federal Emergency Management Agency
(FEMA) to fund the purchase of a Pumper ALS Transport vehicle for the Collier Fire District, including
remote 1-75 fire/emergency medical services response.
CONSIDERATIONS: On May 18, 2009, the Deputy County Manager approved the electronic submittal
of an AFG grant application, in accordance with Collier County CMA #5330 which authorizes the County
Manager- to approve the submittal of grant applications with subsequent BCC action at the next available
Board meeting to ratify the approval as "after-the-fact."
The Assistance to Firefighters Grant program typically provides only a month for development and
submittal of grant applications. This year, the program was announced on April 15th with a deadline of
May 20th. Staff was unable to develop the full application in time to meet the deadline for the May 12th
BCC meeting partly due to obtaining final budget numbers from the vendor and partly because the
population and land use percentages for the Collier Fire District were not immediately available.

This grant was submitted by EMS to request funding to purchase a pumper ALS transport unit for the
Collier Fire District. Response times for this district are woefully inadequate; currently 70 minutes for fire
or EMS to the County line and that is if the closest units are available. Staff has negotiated land use with
the Florida Department of Transportation and it is anticipated that this apparatus would be located at a rest
stop location on 1-75. The dual purpose vehicle, which will be staffed by current County EMS
firefighter/paramedics, is a cost effective solution to the problem of response times to incidents in the
remote areas of the Collier Fire District.
The total funds requested for this project was $380,000, $304,000 to be funded by the grant and a match
of20%, $76,000 to be funded by the County grant from the State of Florida Bureau of Emergency Medical
Services. If awarded, staff will come back to the Board to request approval to accept the grant.
FISCAL IMPACT: There is no Fiscal Impact at this time.
LEGAL CONSIDERATIONS: This item is not quasi judicial, no ex parte disclosure required, requires
majority vote only, and is legally sufficient for Board action. - CMG
GROWTH IMPACT: There is no Growth Management Impact resulting from this action.
RECOMMENDATION: That the Board of County Commissioners approves the after-the-fact submittal
of an Assistance to Firefighters Grant application to fund the purchase of a pumper ALS transport unit for

Our system has detennined that you are a Rural community while you have entered that you are a
Suburban community. In addition to your narrative statement, please explain why you feel that you arc
a Suburban community.
Collier County EMS/Fire provides emergency medical services for all of Collier County, Florida,
which is the largest county geographically in the state, encompassing 2025 square miles. In addition,
this agency is also responsible for fire protection for a dependent MSTU district within the County
which includes many miles of the 1-75 corridor know as "Alligator Alley." Collier County is located on
the southwest coast of Florida with a permanent population of251,000 (based on the 2000 census).
Approximately 20,000 workers increase the population each day. In addition, the moderate climate,
miles of beaches, three airports and numerous marinas attract a multitude of visitors each day, swelling
the population level to an estimated 420,000 (Collier County Planning Department estimate for 2009)
during peak season. This agency responded to 34,495 calls in FY 2008 and provided 22,884 transports.
Emergency medical services are provided to the County via 145 full-time Paramedics and EMTs,
including 39 dually certified Firefighter/Paramedics, and 11 Fire Certified field supervisors.
Project Description and Budget:
This grant request is respectfully submitted to provide $304,000 for the procurement of a pumper ALS
transport. Collier County will match 20% ($76,000) of the total $380,000 necessary to fund the
purchase of this apparatus. We expect a turnaround time of approximately seven months to order and
deploy this vehicle. It is anticipated that the project could be completed within eight months of an
award of grant funds.
Collier County has ten fire districts. There are five independent fire districts, two municipal fire
departments and three MSTU (dependent) fire districts managed by the County. One of these MSTU
districts, known as Collier County Fire, is the second largest in land area in the county. This district
borders Interstate 75 (Alligator Alley) which connects the west coast of Florida in Collier County to
the east coast (Broward County). Because this district is sparsely populated, very little in the way of ad
valorem taxes and impact fees are being generated and consequently it has not been feasible to
construct either fire or EMS stations in this district. Even though the County is responsible for this
district, with no current fire apparatus, fire protection is being provided through formal mutual aid
agreements with adjoining fire districts. This grant offers us the ability to purchase our first fire
apparatus and thus drastically reduce the response time and delays due to reliance on other agencies.
The Collier County Fire District and the 1-75 corridor are home to the Big Cypress Swamp, The
Florida Panther National Wildlife Refuge and the Alligator Alley Reservation of the Miccosukee Tribe.

During FY08, there were 513 responses for 229 incidents within the Collier County Fire District There
were 671 responses for 319 incidents during FY07. Approximately hal f of these responses were for
motor vehicle accidents, with medical and fire accounting for the balance of the responses. Since
Collier County is registered with the State of Florida as a Fire Department, and employs qualified
Firefighter Paramedics to staff a pumper transport, this would be an effective use of resources,
combined with the other two dependent districts to provide medical and fire service to this area. Collier
County EMS/Fire currently has no fire apparatus, having served the County in an Emergency Medical
Services capacity only since its inception. Collier EMS/Fire serves the entire County and is the only
agency within the County with a Certificate of Public Convenience and Necessity (COPCN), which
allows for the pre-hospital transport of patients. Consequently, the service of a pumper transport would
need to be provided and staffed by EMS/Fire.
In a recent risk/needs analysis it was determined that the high volume of emergency calls to remote
locations on 1-75 warrants a vehicle that can respond both for fire and emergency medical services. The
rural portion of 1-75 is comprised of slightly over 50 miles. Currently incidents occurring along remote
locations of 1-75 are being responded to primarily by EMS and one of the dependent districts located
approximately 20 miles from the closest point of 1 -75. Collier County has negotiated with the State of
Florida Department of Transportation to obtain land use at one of the rest areas to place a response
vehicle to better serve the area.
Beginning October 2008, the State of Florida Administrative Code 69A-62 requires a minimum ISO-9
classification. The proposed apparatus will be the first of its kind in the nation. It meets not only the
ISO-9 requirements, but is fully compliant with all KKK and NFP A requirements for emergency
response vehicles. All firefighters within the agency are fully certified and compliant with NFP A 1001
per Florida Statute 633 - Minimum Standards Firefighter Training. All drivers and officers assigned to
fire apparatus receive 40 hours in fire hydraulics training and 40 hours in pump operations training in
compliance with NFP A standards and will be Florida State certified pump operators. In addition all
officers and drivers will receive 40 hours of formal EVOC training for this apparatus. The agency has a
formal SOP requiring all vehicle occupants to wear seatbelts and that drivers obey all traffic signals,
signs and laws (Collier County CMA #5202). All training will be completed in house by state certified
instructor/trainers at no additional cost. All firefighters within the agency, upon assignment to a fire
apparatus, are required to pass a physical in compliance with NFPA 1582. Our agency is also fully
compliant with Chapter 6 ofNFP A 1500 Standard on Fire Department Occupational Safety and Health
Program, including pump operations.
Financial Need:
Nearly 80% of the Collier County EMS/Fire budget is to cover personnel costs. The remaining 20% is
utilized to cover operating costs and capital purchases to replace worn equipment. The budget is largely
dependent on revenue. With the majority of the county being agricultural, there is a large influx of both
a migrant population and indigent patients. As such, Collier County experiences a high volume of
write-offs for ambulance services. In addition, ambulance fee collections are taking a negative turn due
to the trend by insurance companies to short-pay claims (payments substantially less than that billed),
unemployment and people's loss of group insurance, and the economy in general. Most individuals
will choose to keep their lights on and feed their families before paying for an ambulance ride. As the
revenues decrease, the offsetting funds must come from ad valorem taxes, which are already strained
due to the growth of the area and demands on the infrastructure of the County. Especially significant is
the passage of a referendum in the State ofPlorida to reduce property taxes that will cripple COWlty
agencies from obtaining necessary funding through ad valorem taxes. In fact, the budget for FY09

required a two percent reduction over the FY08 budget and it is anticipated that even further reductions
(at least 15%) will be required for FYlO. This in itselfwill seriously hamper any efforts to replace
worn and unsafe equipment, let alone expand resources.
Collier EMS/Fire has been unable to identify alternative funding for this project and believe that the
only way we will be able to fund this project is through outside financial assistance, such as the AFG
program. Once received, this apparatus will be maintained through line item budgeting and staffed 24/7
by existing dual certified firefighter paramedics. While our operational budget currently provides
adequate resources to staff this new apparatus, we lack the funds to purchase it.
Cost/Benefit:
The funds requested will allow us to benefit both the nearly 10 million vehicles that traverse 1-75 in
Collier County annually (Florida Transportation Statistics Office), as well as the citizens of this district
with faster response to fires, emergency medical services and motor vehicle accidents. Currently there
is a 70 minute response time for fire or EMS to the County line, and that is if the closest units are
available. Utilizing a dual purpose vehicle, providing both frrefighting and emergency medical
transport capability, will be an economical solution to servicing this area by providing a first response
unit dedicated to this district. Should this project not be funded, we would continue to expect long
response times and continued reliance on mutual aid from other districts.
Effect on Daily Operations:
Currently, service to this district is severely lacking. A pumper transport would provide a dual service,
staffed by existing EMS Firefighter Paramedics, and positioned in an area within the district that would
afford faster response times and potentially provide better fire control and patient outcomes for medical
and motor vehicle accident victims. It will also enable us to offer this service to the region in a mutual
aid situation. Results will be measured in improved response times. This will be the first response unit
for this area, responding to all incidents. As indicated above, there are nearly 10 million vehicles that
traverse this highway each year, each of which is a potential motor vehicle accident or medical
emergency.
Ifawarded this grant through the assistance of the U. S. Department of Homeland Security, Collier
County Emergency Medical Services/Fire will be able to assure that the citizens of and travelers
through this district will be provided with efficient and effective fire and medical response.

acquired as a result of Federal or Federally assisted programs. These requirements apply to
all interest in real property acquired for project purposes regardless of Federal participation in
purchases.
8. Will comply with provisions of the Hatch Act (5 U.S.C. Sections 1501-1508 and 7324-7328),
which limit the political activities of employees whose principal employment activities are
funded in whole or in part with Federal funds.
9. Will comply, as applicable, with the provisions of the Davis-Bacon Act (40 U.S.C. Sections
276a to 276a- 7), the Copeland Act (40 U.S.C. Section 276c and 18 U.S.C. Sections 874),

3. Drug-Free Workplace (Grantees other than individuals)
As required by the Drug-Free Workplace Act of 1988, and implemented at 44CFR Part 17, Subpart F, for
grantees, as defined at 44 CFR part 17, Sections 17.615 and 17.620:
(A) The applicant certifies that it will continue to provide a drug-free workplace by:
(a) Publishing a statement notifying employees that the unlawful manufacture,
distribution, dispensing, possession, or use of a controlled substance is prohibited in
the grantee's workplace and specifying the actions that will be taken against
employees for violation of such prohibition;
(b) Establishing an on-going drug free awareness program to inform employees
about:
(1) The dangers of drug abuse in the workplace;
(2) The grantees pOlicy of maintaining a drug-free workplace;
(3) Any available drug counseling, rehabilitation and employee
assistance programs; and
(4) The penalties that may be imposed upon employees for drug abuse
violations occurring in the workplace;
(c) Making it a requirement that each employee to be engaged in the performance of
the grant to be given a copy of the statement required by paragraph (a);
(d) Notifying the employee in the statement required by paragraph (a) that, as a
condition of employment under the grant. the employee will:

SUBJECT: County Manager Review and Approval of an Assistance to Firefighters Grant
Application to the Federal Emergency Management Agency
Collier County EMS is submitting an application on behalf of Collier County to request funding
to purchase a pumper ALS transport unit for the Collier Fire District. The total cost of the
project is $380,000, $304,000 to be funded through the AFG Grant Program and $76,000 as a
match, which has been approved by the State of Florida Bureau of EMS as an allowable expense
of the County Grant.
This grant program typically provides only a month for development and submittal of grant
applications. This year the program opened on April 15th with a deadline of May 20th1h. Staff
was unable to develop the full application in time to meet the deadline for the May 1 zth BCC
meeting partly due to obtaining final budget numbers from the vendor and partly because the
population and land use percentages for the Collier Fire District were not immediately available.
This application is submitted online and does not require the submittal of any signed documents.
Your approval will allow me, Marlene Foord, on behalf of Jeff Page and Artie Bay in EMS to
submit this application via the FEMA online application portal.
