EXECUTIVE SUMMARY
Recommendation to award the Invitation to Qualify (ITQ) # 09-5227 to vendors for
delivery of various services to seniors in Collier County and authorize the Chairman
to execute the standard contract documents.
OBJECTIVE: To obtain approval from the Board of County Commissioners to supply
a resource pool of vendors who will deliver various adult day care and in-home nursing
services to the elderly in Collier County.
CONSIDERATIONS: Collier County Services for Seniors has been providing in-home
support services to Collier County's frail senior population for over 30 years through the
Older Americans Act, Community Care for the Elderly program, and the Alzheimer's
Disease Initiative. Beginning July 1, 2005, the State of Florida legislation mandated that the
Area Agencies on Aging will no longer contract on behalf of the Lead Agency (Collier
County is the Lead Agency for Planning and Service Area 8). Lead Agencies must enter
into contractual agreements with area service providers to administer Homemaking,
Personal Care, Respite, Chore and Adult Day Care services.
An Invitation to Qualify was identified as the solicitation method as the criteria was pre-
determined by the funding agency through the State of Florida, Department of Elder Affairs
(including rates, programmatic terms and conditions, service provider declarations, HIPAA
Compliance, and several other requirements). The Department of Elder Affairs has
outlined the following services (which are included in this ITQ) to be provided for Collier
County seniors: Adult Day Care, Chores, Enhanced Chores, Homemaker, Personal Care,
Respite, Skilled Nursing, Emergency Alert Response Services, Specialized Medical
Equipment, Services and Supplies, and facility Respite. The staff in Housing and Human
Services believes it is critical to provide a vendor pool that performs these varied services
so that seniors are served in the most expeditious manner.

The ITQ was publicly posted on May 15, 2009, and closed on June 5, 2009. Thirty two (32)
email notices were sent to prospective vendors; twenty nine (29) vendors requested a copy
of the solicitation package. A total of fourteen (14) companies submitted proposals. All of
the proposers met the Department of Elder Affairs required specifications as identified in
the Invitation to Qualify.

There is no growth management impact from this
FISCAL IMPACT: Prior to July 1, 2005, the Services for Seniors spending authority was
administered by the Area Agency on Aging. As of July 1, 2005 the Services for Seniors
program received this funding to directly contract with area vendors. The 2008-09 funding
level was approximately $672,000; funding projections for FY 2009-10 have not yet been
released. Additional matching funds are not required.
LEGAL CONSIDERATIONS: This item requires simple majority vote and is legally
sufficient for Board action. - CMG
RECOMMENDATIONS: That the Board of County Commissioners 1 )awards the Invitation
to Qualify # 09-5227 for Housing and Human Services and authorizes vendors to deliver
various services to seniors in Collier County and 2) authorizes the Chairman to execute the
standard contracts after review by the County Attorney's office.
