Recommend that the Board of County Commissioners approve and authorize the
County Manager or his designee to execute Change Order #2 Contract # 08-5028
for the Golden Gate Community Park Boat Ramp Project (#80031.1) in the amount
of $17,080.00 for the installation of six (6) mooring pilings. The net contractual
value of services will total $206,620.40.
OBJECTIVE: Provide and install six (6) concrete mooring pilings on each side of the
existing Golden Gate Community Park Boat Ramp to provide functional enhancement
measures.
CONSIDERATIONS: On February 12, 2008, the Board of County Commissioners
authorized and approved the award of bid #08-5028 to Quality Enterprises USA, Inc. for
the construction of the Golden Gate Community Park Boat Ramp Project. The scope of
work included insubstantial changes to the existing site development plan expanding
the existing parking lot, landscape improvements and the construction of a new double
lane boat ramp. Upon completion of phase I of the project staff applied for a "permit
modification" from SFWMD agency to enhance the boat ramp access by adding floating
boat docks. However, the permit modification request for adding the floating boat docks
was denied and disapproved by SFWMO.

As an alternative solution the design consultant of record (Q. Grady Minor & Associates)
recommended staff to consider the installation of six (6) concrete mooring pilings as an
alternate method for improved enhancements. Staff conducted a meeting with the
SFWMD agency to review the proposed concept for permit modifications and received
the required agency permit modification approval. The result of the improvements will
provide added safety measures and improved functional value. Staff is recommending
that the Board of County Commissioners approve and authorize the County Manager or
his designee to execute Change Order #2 Contract # 08-5028 for the Golden Gate
Community Park Boat Ramp Project (#80031.1) in the amount of $17,080.00 for the
installation of six (6) mooring pilings.
FISCAL IMPACT: The source of funding for this project has been previously allocated
and budgeted within FY 08-09 Capital Improvement Funds, Project #306-80031.1 and
includes the required budgeted funds for this change order.
GROWTH MANAGEMENT IMPACT: This project is consistent with the Growth
Management Plan Objective 1.3, Policy 1.3.2, to ensure that access to waterways
remains available to the general public.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the
County Attorney's Office. This item is not quasi-judicial, and as such ex parte disclosure
is not required. This item requires majority vote only. This item is legally sufficient for
Board action. - CMG
