EXECUTIVE SUMMARY
Recommendation to approve and sign a Memorandum of Agreement
between the Collier County Parks and Recreation Department ("Sponsor")
and the District School Board of Collier County for the purpose of
preparing and delivering meals to summer camp children living in
disadvantaged neighborhoods.
Obiective: To prepare and deliver free nutritious meals for summer park sites, summer
school facilities and any other programs eligible to participate in the Summer Food
Service Program by the "Sponsor", the Collier County Parks and Recreation Department.
Considerations: This agreement is with the understanding that the current school food
service personnel will be hired by the "Sponsor" and the school food service personnel
will run and operate the facilities being used to produce meals for summer camp children.
It is with the understanding that the "Sponsor" agrees to leave the kitchens clean and in
good condition for use at the beginning of the next school year.

All meals will comply with the USDA Summer Food Program Regulations, 7CFR, Part
225. The "Sponsor" will begin using the cafeterias on June 1 through the second week of
August each year for five (5) years, 2009 through 2013. Program dates are subject to
minor changes based upon future school calendars and the beginning of summer c.amp for
the Collier County Parks and Recreation Department. This summer the program will
provide an estimated 70,000 breakfasts and 100,000 lunches.
Food and supplies will be sold to the "Sponsor" using the schools' rate of cost plus two
percent (2%) per case. At the end of each month the schools shall prepare an invoice for
all food received by the "Sponsor" and the "Sponsor" agrees to reimburse the schools'
within thirty (30) days in compliance with Ch. 218, Florida Statutes, the Local
Government Prompt Payment Act. Either party may cancel this agreement with sixty
(60) days notice.
Fiscal Impact: The program is budgeted under the FY 09 Food Grant Fund in the
amount of $588,400. The State will reimburse the County for 100% of expenses.
Growth Manaaement Impact: No Growth Management Impact is associated with
this action.
Leaal Considerations: This item is not quasi judicial, no ex parte disclosure is
required, requires majority vote, and is legally sufficient for Board action. CMG

SUMMER FOOD SERVICE PROGRAM
The District School Board of Collier County (Schools), whose address is 5775 Osceola Trail,
Naples, Florida 34109, agrees to furnish School cafeterias to the Collier County Parks and
Recreation Department (Sponsor), whose address is 15000 Livingston Road, Naples, Florida
34109, for the purpose of preparing and delivering meals for summer park sites, summer school
facilities, and any other programs eligible to participate in the Summer Food Service Program
by the Sponsor. This agreement is with the understanding that current School Food Service
personnel will be hired by the Sponsor to run and operate the facilities being used to produce
meals for the summer food service program. It is understood that the Sponsor agrees to leave the
kitchens clean, in good repair and ready for tbe next school year.
Each meal will meet the specifications as set forth by the USDA Summer Food Program
Regulations, 7 CFR, Part 225. Use of the cafeterias will begin on June 1 through the second
week of August each year for five (5) years, 2009 through 2013. Program dates are subject to
minor changes based upon future school calendars. Either party may cancel this agreement with

The Schools shall prepare an invoice for all food and supplies received by the Sponsor at the end
of each month. The Sponsor agrees to reimburse the Schools upon verification of the invoice and
within thirty (30) days.
IN WITNESS THEREOF: The parties hereto have caused this agreement to be executed by
their duly authorized officers on the 23 day of June, 2009.
