EXECUTIVE SUMMARY
Recommendation to add installation of native landscape materials for a hedge as part of
the Palm River Estates Unit 5 N-S Stormwater Improvement Project, Project No. 51030.1
in the amount of $13,062.50.
OBJECTIVE: To receive Board of County Commissioners approval for the installation of
native landscape materials for a hedge included as part of the Palm River Estates Unit 5 N-S
Stormwater Improvement Project.
CONSIDERATIONS: The Palm River Estates Unit 5 N-S Stormwater Improvement Project is
currently under construction (BCC bid award to Stahlman England on 4/14/09, Item lOB).
During the final design phase there was concern over the project's significant vegetation clearing
requirement. Upon completion of the work, installation of landscape materials for a hedge was
anticipated. The construction plans and specifications included all details necessary to install a
hedge only on the east side of the newly reconstructed stormwater ditch. The cost of the item
was included as a bid alternate. The project was approved with the condition that if any affected
property owner desired a hedge one could be installed for them if they agreed to pay for the
portion installed on their property.

Currently the project is progressing on schedule. Work has included removal of a significant
amount of vegetation within the fifty (50) foot wide drainage easement. A purchase order is
currently open for the total construction bid amount of $348,269.50, including the cost of the
hedge which is $13,062.50, and al 0% contingency for a total amount of $383,096.02. The
lowest bid received was significantly below the project budget of $370,000. The project can be
completed, including the cost of installing the hedge, and remain within the project budget.
Hedge installation conditions would be:
. Only native landscape materials (Coco plum) will be installed with the stipulation that
Collier County will not perform future maintenance of any kind regarding the landscape
materials installed.
. Each lot owner(s) provide authorization for Collier County's placement of the native
landscape materials within the rear easterly five foot (5') of the fifty foot (50') Utility
and Drainage Easement of Palm River Estates Unit 5 of their property.
. Each lot owner(s) agrees, by execution of an approved County form, to accept future
maintenance responsibility of the landscape materials.
FISCAL IMPACT: Funds in the amount of $13,062.50 are currently available ill the
Stormwater Management Section Fund 325, Project NO.5] 030. I.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is not quasi-judicial and requires no ex parte disclosure. This item requires a
simple majority vote for approval, and is otherwise legally sufficient for Board action.-SRT

GROWTH MANAGEMENT IMP ACT: There is no Growth Management Impact associated
with this Executive Summary.

part of the Palm River Estates Unit 5 N-S Stormwater Improvement Project, Project No. 51030.1
in the amount of $ 13,062.50.

As per the Board of County Commissioners direction of June 23, 2009, Agenda Item , the
authorization below is provided for your execution in order that native landscape materials may be installed
incidental to the above project. Should you elect not to execute the authorization below the native
landscape material will not be installed within the easement as noted.
Owner(s) authorize Collier County to install native landscape materials within the rear easterly five foot
(5') of the fifty foot (50') Utility and Drainage Easement of Palm River Estates Unit 5 (Plat Book 10, Page
92) Block G, Lot
Collier County agrees to:
1. Provide the labor, materials, and equipment necessary for the preparation, installation, backfilling,
watering for establishment, and other incidental items as required for a complete installation of the
native landscape material (Cocoplum) as part of the above stonnwater improvement.
2. Once installed Collier County will not perform future maintenance/replacement of any kind
regarding the materials.
Property Owner(s) and their Assigns agree to:
1. Accept future costs of maintenance responsibilities of the native landscape materials installed by
Collier County.
2. The native landscape materials installation shall always be subjected to future removal and non-
replacement by the easement users.
