EXECUTIVE SUMMARY
Appointment of Commissioners and citizen member(s) to serve on the Value Adjustment
Board (V AB).
OBJECTIVE: To appoint 2 Commissioners as regular members, 3 Commissioners as alternate
members, 1 citizen as a regular member, and 1 citizen as an alternate member to the Value
Adjustment Board.
CONSIDERATIONS: Pursuant to Section 194.015, F.S., the V AB is required to be comprised
of the following membership:
. two members of the members of the governing body of the county as elected from the
membership of the board of said governing body;
. one member of the school board; and
. two citizen members (one of whom shall be appointed by the governing body of the
county and must own homestead property within the county and one of who must be
appointed by the school board and must own a business occupying commercial space
located within the school district).

Additionally, the citizen members may not be a member of or employee of a taxing authority and
may not represent other property owners in any administrative or judicial review of property
taxes. The citizen members should also be available to attend important V AB meetings during an
advertised day the fourth week in July, the first week in October, and mid-January when the V AB
holds its [mal meeting.

LEGAL CONSIDERATIONS: Section 194.015, F.S. requires that the V AB be comprised
of persons with qualifications as set forth in the Considerations Section. - JBW
RECOMMENDATION: That the Board of County Commissioners appoint 2 Commissioners
as regular members, 3 Commissioners as alternate members, 1 citizen as a regular member and 1
citizen as an alternate member and direct the County Attorney to prepare a resolution confirming
the appointments. It is also recommended that you direct the BCC Office Supervisor to
coordinate with the V AB Attorney, Minutes and Records and the School Board to schedule the
V AB organizational meeting.
