EXECUTIVE SUMMARY
Recommendation to approve a budget amendment in the amount of $215,000.00 from Reserves
for Capital to Project Number 73974.2, South County Water Reclamation Facility Deep
Injection Well Surge and Pressure Relief System Rehabilitation.
OBJECTIVE: To obtain Board approval for a budget amendment in the amount of $215,000.00 from
Reserves for Capital to Project Number 73974.2, South County Water Reclamation Facility Deep
Injection Well Surge and Pressure Relief System Rehabilitation. The public purpose of this budget
amendment is to make additional funds available to fund this compliance and reliability improvement
project that was previously deferred due to revenue constraints. This is consistent with the Wastewater
Department's mission to meet operational and reliability needs, to meet the demand for wastewater and
irrigation quality water services, and to stay in compliance with all regulatory requirements.
CONSIDERATIONS: On October 20, 2008, engineering firm Hole Montes was retained to provide
professional engineering services to perform a full field investigation and evaluation of the condition
of the South County Water Reclamation Facility (SCWRF) Deep Injection Well (DIW) Surge and
Pressure Relief System (SPRS). This system consists of two DIW's, four surge relief valves (SRV),
piping, a reclaimed water pumping station (RWPS), and five RWPS pumps.
The function of the SRV's is to provide instantaneous relief of high pressures from the high velocity
_ water moving within the piping system during start ups and shut downs. If the SRV's are not
operating properly, a high surge event could take place, which could severely damage the system
components, cause a catastrophic failure, and result in the need to shut the entire SCWRF down. It is
therefore, necessary to rehabilitate the deficient components identified in Hole Montes' Draft
Technical Memorandum dated January 5, 2009 as soon as economically possible.
The items needing upgrading and/or rehabilitation identified through the field investigations and
interviews with plant personnel include:
1. Replacement of one non-functioning SRV at DIW No.1.
2. Replacement of one non-functioning SRV at the RWPS.
3. Installation of instrumentation to provide an alarm in the control room to alert personnel when
one or more components of the SPRS cease to function.
4. Re-route the discharge flow from the DIW system to plant drain pump station to enable it to be
recycled.
Every effort will be made to do direct purchases of equipment where feasible.
In FY08, the Public Utilities Division (PUD) deferred approximately $60 Million worth of Capital
Improvement Projects, and assumed the risk of not making these improvements. The PUD is now
recommending that approximately $5 Million of the deferred projects be implemented to reduce the
risk of deferral of these projects. The $215,000 being requested by this budget amendment is part of
the $5 Million.

FISCAL IMPACT: A budget amendment is necessary to transfer funds in the amount of $215,000
from Reserves for Capital to Project 73974.2, South County Water Reclamation Facility Deep

LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's
Office, is not quasi-judicial and requires no ex parte disclosure, requires only a majority vote for
approval, and is otherwise legally sufficient for Board action.-SRT
GROWTH MANAGEMENT IMP ACT: The project is consistent with and furthers the goals,
objectives, and policies of the Collier County Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners, as the Ex-officio the Governing
Board of the Collier County Water-Sewer District, approves a budget amendment in the amount of
$215,000.00 from Reserves for Capital to Project Number 73974.2 for funding the South County
Water Reclamation Facility Deep Injection Well Surge and Pressure Relief System Rehabilitation.
