EXECUTIVE SUMMARY
Recommendation that the Board of Collier County Commissioners approve a budget
amendment in the amount of $100,000.00 for the Collier County Inflow & Infiltration
Implementation Program for the continuance of the Flow Meter Assessment phase of
Project 72500.
OBJECTIVE: The public purpose associated with this request is to identifY potential sources of
inflow and infiltration ("1&1") into the collection system and develop recommendations for
repairs, system repair schedules and estimated system repair costs.

CONSIDERATIONS: Collier County operates 22 master pumping stations along with
hundreds of sub-master pumping stations in conjunction with its sanitary sewer collection
system. The County has an ongoing program to identifY areas within the collection system
where there are high levels of 1&1 entering the system. (1&1) is a major cause of unnecessary
hydraulic load and expense on the County wastewater treatment plants especially during wet
season. The most effective means of identifying areas where there are high levels of 1&1 is to
monitor the flows at various locations within the collection system and to compare the measured
flows to anticipated flows. The County uses Dataflow's software to record the flow rates. Our
current and future need is to have accurate flow data. The scope of work is to evaluate the
existing system (in particular 70 pump stations), purchase and install flow meters to collect data
suitable for proving the desired flow information and relay that information using Dataflow
software.
In FY08, the Public Utilities Division (PUD) deferred approximately $60,000,000 of projects.
PUD is now requesting that about $5,000,000 of the deferred projects be implemented to reduce
the risk of further deferral of these projects. The $100,000 being requested by this budget
amendment is part of the $5,000,000. Sufficient funds were not available in the FY09 budget to
continue the work required for this project. Due to aggressive cost-containment, funds from
Reserves are being made available, while staying within revenue constraints. This FY 09
funding will facilitate the construction portion of the project using the annual contract for
underground utility contractors.
This project is consistent with the 2008 Wastewater Master Plan Update as adopted by the Board
on June 24, 2008, Agenda Item lOG, and is listed on Table 8-2 page 3 of 5, line 53.
FISCAL IMPACT: A Budget Amendment is needed to transfer the funds from the reserve in
the Wastewater Department to Project 72500 for County Sewer Capital Projects under Fund 414.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is not quasi-judicial and requires no ex parte disclosure, requires only a
majority vote for approval, and is otherwise legally sufficient for Board action.-SRT
GROWTH MANAGEMENT IMP ACT: This project meets current Growth Management
Plan standards to ensure the adequacy and availability of viable public facilities.

RECOMMENDATIONS: That the Board of County Commissioners, as Ex-officio the
Governing Board of the Collier County Water-Sewer District, approve the necessary budget
amendment.
