MINUTES OF THE MEETING OF COLLIER COLTNTY
DOMESTIC ANIMAL SERVICES ADVISORY BOARD
Naples, Florida, April 16,2019
LET IT BE REMEMBERED, that the Collier County Domestic Animal
Services Advisory Board in and for the County of Collier, having conducted
business herein, met on this date at 6:00 PM in REGULAR SESSION at
Domestic Animal Services Training Room, Davis Blvd., Naples, Florida, with
the following members present
CHAIRMAN: Daniel Rheaume
VICE CHAIRMAN: Vacant
SECRETARY: Sarah Baeckler-Davis (excused)

Dr. Michael Gordon
ALSO PRESENT: Dave Fuentes, Field Operations Manager, DAS
Dr. Istvan Sinka, Shelter Veterinarian, DAS
Kellie Carroll, Administrative Assistant, DAS
I. Call to Order
Chairman Daniel Rheaume called the meeting to order at 6:00 p.m.
IL Attendance
A quorum was established.
III. Approval of Agenda
Dr. Michael Gordon made a motion to approve the agenda, there was a second and the
motion passed 4-0.
IV. Approval of Minutes

Dr. Michael Gordon made a motion to approve the minutes of the March 19, 2019
meeting, there was a second and the motion passed 4-0.
V. New Business
A. Animal Services Advisory Board Vacancies
Dr. Michael Gordon made a motion to recommend Jim Rich to the Board of County
Commissioners to fill the vacant animal rights group position on the Animal Services
Advisory Board, there was a second and the motion passed 4-0.
Marjorie Bloom made a motion to recommend James Spartz to the Board of County
Commissioners to fill the vacant law enforcement position on the Animal Services
Advisory Board, there was a second and the motion passed 4-0.
VII. Public Comment
There was no public comment.
VIII. Advisory Board Member Comments
Dr. Gordon asked if it was possible to offer naming rights to raise funds for a
spay/neuter bus and was advised by Kellie Carroll that because DAS is already
authorized to accept donations to the DAS Trust Fund and the Sterilization Trust Fund,
that was a possibility.
Jim Rich stated the current Board members all really want to be here and are really here
to support DAS' agenda.
Dan Rheaume stated that he has only been here a short time, but everyone is really here
for the animals.
Marjorie Bloom stated that the Advisory Board and the volunteers went to the Board of
County Commissioners to get air conditioning for the kennels and now DAS has it.
Mary Baker advised that she is on the Board to give a better view of DAS to the public.
Dan Rheaume stated that he will not be able to attend the next Board meeting, but the
Board needs to start talking about the next project.
Mary Baker stated that in addition to the Humane Society Naples (HSN) getting a
spay/neuter bus, she heard that SNIP Collier is also going to get a bus and said that if
DAS gets one too, that may be too many.
Marjorie Bloom stated that she would really like DAS to stand on its own.
Dr. Sinka advised that sharing a bus with HSN raises many questions, including who
will permit and maintain the permit for the bus and who will pay for the drugs needed

and how controlled substances will be logged and tracked. He stated that it would be
very difficult to switch back and forth between the two groups because all drugs and
supplies will have to packed up and removed each time the operator of the bus is
changed.
Mary Baker stated that she doesn't think it is feasible to share a vehicle but wondered if
there would be too many buses.
Dr. Gordon stated that local veterinarians may volunteer time to provide services on the
bus.
Marjorie Bloom said that DAS can ask for donations to name kennels.
Mary Baker said that they should be called suites instead of kennels, which might
increase interest in the fundraiser.
Dr. Gordon made a motion to adjourn, there was a second and the motion passed 4-0.
The next regularly scheduled Advisory Board Meeting will be on Tuesday,May 21,
2019 at 6:00 p.m. in the Domestic Animal Training Room, Davis Blvd., Naples, Florida.
There being no further business for the good of the County, the meeting was concluded
at 6:38 p.m.
