I. Call to Order
The meeting was called to order at 4:25 P.M. by Ms. Spencer. Attendance was called and a
quorum was established.

VI. Landscape Maintenance Report – Green Effex
A. Landscape – Green Effex
Mr. Saupp of Green Effex reported on landscape maintenance as follows:
Bushes on medians were pruned.
A quote will be submitted for Paroutis palm fertilization on Coronado Parkway and
Hunter Boulevard.
Fertilizer will be applied in May; the June application will be eliminated.
A wet check did not reveal the cause for high water usage recorded on Tropicana
Boulevard.
Landscape renovation preparation for Sunshine, Tropicana and Hunter Boulevards and
Coronado Parkway are underway.
During Committee discussion the following was addressed:
Green Effex will submit a proposal for cleaning, painting and paver repair for the
Advisory Committee installed memorial plaque on the median tip at 44th Street on
Golden Gate Parkway.
Mr. Schumacher will:
Review the HydroPoint irrigation controller usage data and settings will be reviewed.
Advise Green Effex of roadway sequence for the median renovation project.
Request a quote from Green Effex for restoration of the memorial plaque for Committee
consideration at the June meeting.
VII. Landscape Architect’s Report – McGee & Associates
Mr. McGee reviewed the “Landscape Observation Report: - FY 18-19, May 2019” noting
renovation preparation is underway on all medians. Mulch should be applied on completion of
refurbishment project.
Tropicana Boulevard
HydroPoint controls recorded water usage of 389,081 gallons on Tropicana Boulevard is
high.
Coronado Parkway and Hunter Boulevard
Replacement of an Alexander Palm on Median #12, destroyed by an auto accident,
should be added to the renovation schedule.
Bougainvillea’s require heavy pruning.
Storm water issues currently prevent landscape refurbishment on sections of Hunter Blvd.
Collier Boulevard
Damaged landscape material from Hurricane Irma has been removed from Collier
Boulevard, a County maintained arterial roadway.
Medians have not been refurbished.
Golden Gate Parkway
Medians are being maintained.
Fakahatchee grass beds need cutting back.
Irrigation is functioning as intended and water usage is normal.
During Committee discussion the following was noted:
Sabal Palms and Oak Trees on Golden Gate Parkway should be trimmed prior to the
2019 hurricane season.

Mr. Schumacher will:
Confer with Mr. Sells to determine potential reason for high water usage on Tropicana
Boulevard.
Forward the McGee & Associate summary and detail reports for Collier Blvd and Golden
Gate Pkwy to Road Maintenance Division, including the Committee’s request for pruning
of palms and hardwood trees.
VIII. Project Manager’s Report
A. M.S.T.U. By-Laws – Signing by the Advisory Committee Members.
The Golden Gate Beautification Municipal Service Taxing Unit (M.S.T.U.) By Laws, updated to
denote officer positions, were signed by the Advisory Committee members that were present.
Mr. Schumacher will provide a fully executed copy to each member.
B. May 2019 Budget Report
FY19 Ad Valorem property tax revenue budget is $406,400.00, an increase of 8.46%
over FY18. The Millage rate is 0.5000 mils.
Total revenue FY19 is $934,025.00 including investment interest, transfers and
contributions (minus a 5% reserve of $18,900).
Current Operating Expense Budget is $396,725.00 of which Commitments total
$108,508.75; Expenditures $125,219.83.
Uncommitted Operating Expense funds available are $162,996.32.
A Purchase Order in the amount of $2,500.00 was issued for Signs & Things.
Improvements General Fund, Line 32, reserved to fund capital projects, has a remaining
balance of $429,218.13.
Total available balance, less committed expenses, is $598,530.08.
C. BCC Approval of Spending Limit for Green Effex:
Green Effex – Replacement median trees and plants – four (4) roadways.
On May 14, 2019 the Board of County Commissioners (BCC) approved an increase in
the annual spending limit for Green Effex to fund the median refurbishment project for
replacement of plants and trees damaged by Hurricane Irma on four (4) roadways.
A Purchase Order specifically for refurbishment will be issued to enable funds to “roll
over” to FY-20 in the event work is not fully executed in FY-19.
D. Notice to Proceed (NTP)
Signs & Things – Refurbish the Golden Gate Community Sign.
A Notice-to-Proceed was issued to Signs & Things for refurbishment of the “Welcome
to Golden Gate City Sign,” approved by the Committee at the February 19, 2019 meeting
for a cost of $2,500.

IX. Old Business
A. Canal Bridge Fencing (Golden Gate Pkwy).
Mr. Schumacher contacted Dave Lykins, Executive Coordinator to Commissioner Saunders,
to request a meeting to discuss beautifying the bridge fencing.
Replacement of the chain link fences at the pedestrian bridge entrances with decorative fencing
is a primary topic, as well as painting discolored concrete bridges.

Mr. Schumacher noted the M.S.T.U. could consider making a capital contribution to the project;
the County would be responsible for routine maintenance.
X. New Business
The Committee agreed to cancel the July and August 2019 Advisory Committee meetings noting a
meeting can be scheduled to address time sensitive items if necessary. The next scheduled meeting
is September 17, 2019.
XI. Public and Board Comments
Golden Gate will host a parade on October 5, 2019. The event is being promoted by the organizers of
“Snow Fest.” The parade route will travel from Santa Barbara Boulevard to Coronado Parkway and
end at the Golden Gate Community Center.
XII. Adjournment
There being no further business to come before the Committee, the meeting was adjourned
by the Chair at 5:03 P.M.

Median #15 – 21 X 26 Turf has dead areas due to being previously very water stress. M&A: 8/13/18 Dead areas have become overgrown with weeds.
Median #12 – 29 (3-19) X 58 Medians that contain turf areas. M&A: 02-13-14 The broadleaf weed treatment program needs to
continue for all turf areas. M&A: 12-12-14 It is estimated that all
median with turf have broadleaf weeds within over 75% to 90% of
the turf areas. M&A: 06/11/15 Turf replacement planning is in
process. Multiple medians have been reviewed for replacement by
County staff and the Contractor. An on-site meeting was held and the
following issues were discussed. The broadleaf weed coverage within
the turf areas has improved, but many median turf areas still need
review for replacement of the turf. It is also recommended that all
planting beds be reviewed with regards to the turf edges being too
close to the plants causing a conflict to occur between the plants,
mowers and edger’s. If the turf is too close then it is recommended to
remove one or two strips of turf with a sod cutter so to expand the
plant bed and create a open mulch area between the plants and turf.
In some locations this type of turf removal may result in a turf area
that is too small to mow between the back of curb and the plants. It is
recommended that these small turf areas be removed entirely and
the areas be mulched. There will also be areas between planting beds
that will become smaller turf areas and it may be better to remove
these small turf areas and expand the plantings from the existing beds
to cover these areas where the turf is removed thus tying the planting
beds together. M&A: 8/13/15 Plan preparation is underway for turf
renovations in all medians. M&A: 10/15/15 Sod Renovation plan
completed and submitted. Contractor has been contacted to prepare
proposal/estimate. M&A: 12-10-15 Staff response was waiting on
proposal from contractor and 2016 rainy season.
Median #32 (1) X 10 Auto has run into the crown of thorn bed. Remove and /or prune out damaged plants. Review for
replacements.
X 57 West end: Indian hawthorn shrubs have multiple dead and/or missing plants. Provide count of dead,

X X 19 On east end: (1) Mahogany tree had a large lower branch break off and the main trunk has been damaged
as a result. Based upon the main trunk damage it is recommended the tree be considered for removal
because of the long-term potential of the main trunk rotting from standing water and debris. The tree will try
to compartmentalize around the damaged area, but we feel it will have weaken the main trunk to a point of
possible major failure in the future.
M&A: Tree has been removed. Recommend replanting with Crape
myrtle eastward and northward of original Mahogany tree locations.
