EXECUTIVE SUMMARY
Recommendation to approve the submittal of an Airport Improvement Program (AIP) grant
application to the Federal Aviation Administration requesting an additional $1,700,745 for
construction of an aircraft apron and airfield safety improvements, at the Marco Island Executive
Airport project, with estimated costs of $1,889,717.
OBJECTIVE: To submit a grant application to the Federal Aviation Administration (FAA) for additional
funding for the construction of an aircraft apron and associated airfield safety improvements at the Marco
Island Executive Airport (MKY).
CONSIDERATIONS: The Board ratified acceptance of a grant offer for $3,555,411 from the Federal
Aviation Administration on September 25, 2018, Agenda Item 16G1 to fund construction of airfield
safety improvements at MKY. The required local match was ten percent. This award included
construction of a base bid and bid alternate #3 based on the apparent low bid. It did not include
construction phase engineering and inspection (CEI) services or bid alternates #1 and #2.
On April 23, 2019, Agenda Item 16G3 the Board accepted a grant offer for $614,732 from FDOT to
offset fifty percent of the required FAA match and fund services not being funded by FAA.
Since the initial award of the FAA Grant, staff has determined the apparent low bidder, West
Construction, to be non-responsible. As a result, based on the available funding, staff recommended
awarding the base bid to Quality Enterprises USA, Inc., as the responsive/responsible bidd er submitting
the lowest qualified bid. At that time, Authority staff indicated they were seeking additional funding from
the FAA/FDOT to fund additive alternates and/or the difference between the bids submitted by the non -
responsible and responsible bidders.
Based on a pre-application submitted to the FAA in November 2018, this grant application is for (1) the
difference between the non-responsible and the lowest responsive/responsible bidder and associated CEI
services for the base bid and bid alternate #3, (2) bid alternate #1 including associated CEI services, and
(3) bid alternate #2 and associated CEI services, as follows:

This item will be only brought back to the Board to accept the grant if awarded to the Authority.
FISCAL IMPACT: There is no fiscal impact associated with this item at this time. Should the grant be
awarded, the Airport Authority anticipates receiving FAA funding in an estimated amount of $1,700,74 5
with a required local ten percent match of $188,971.70 available within Airport Capital Fund (496)
Project 33484.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with the
Board’s approval to submit this grant application.

LEGAL CONSIDERATIONS: This item is approved for form and legality and required a majority vote
for Board action. - JAB
RECOMMENDATION: To approve submittal of a Federal Aviation Administration grant application in
the amount of $1,700,745 for construction of an aircraft apron and associated airfield safety improvements
at the Marco Island Executive Airport, and authorize the Airports Manager, Justin Lobb, to execute all
documents necessary to submit the grant application.
